  • Responsibilities
  • Act as a key advisor for knowledge and information management in the energy and climate cluster
  • Liaise with the project and policy analyst for cooperation and synergies with line ministry, Ministries, Departments and Agencies (MDAs), project partners, NGOs, other stakeholders, etc.
  • In close consultation with the project management team and Key Team Leaders (KTLs), identity, design and implement a KIM strategy for the EnDev project, for internal use, and in relation to project partners
  • Provide analysis on the development of renewable energy (RE) in Sierra Leone through news and data analysis in coordination with other advisors and project partners.
  • Provide advisory services and technical assistance to key players in the Renewable Energy (RE) sector to streamline utilization of data analysis for RE strategy and decision-making purposes.
  • Facilitate the dissemination of project results and related RE information for increasing public awareness towards climate mitigation through RE.
  • Liaise with GIZ networks and GIZ headquarter for knowledge exchange on renewable energy and IT-related topics.
  • Develop, design, and implement a project and activity monitoring and reporting tool, in close coordination with the project director.
  • Tasks
  1. Knowledge management 
  • Conduct project knowledge gap analysis and identify key priorities areas.
  • Together with KTLs, develop and streamline the project’s knowledge management strategy to team members.
  • Develop and maintain a knowledge database of the three-country projects (Sierra Leone, Liberia, and Guinea) in coordination with the digital and innovation advisor.
  • Prepare reports and publications regarding the progress and results of the three-country projects and contribute to other reports as required by the KTLs.
  • Prepare contents, i.e., articles and infographics to support counterparts for public awareness campaigns on renewable energy.
  • Prepare regular updates on RE-related innovation as a reference for project implementation.
  • Together with the Capacity Development and Gender team, develop a mapping on donor RE capacity building activities in Sierra Leone (GIZ internal and external).
  • Share best practices on knowledge management from team members or elsewhere with colleagues.




  1. Information/data management and evidence-based analysis
  • Identify and collect required data and information to support the implementation of project activities.
  • Provide regular bi-monthly media monitoring on renewable energy topics.
  • Compile electricity planning data and bioenergy potential in an interactive dashboard for project implementation, in coordination with other KTLs.
  • Prepare an analysis of new technology development in renewable energy, in coordination with other advisors.
  • Provide analysis on RE development by incorporating data and information, in coordination with other advisors
  • Design and implement the structured dissemination plan for the project’s outputs (publications, guidelines, tools, etc.).
  1.  Management, Coordination, and Networking
  • Coordinate and update all project implementation plans and prepare for bimonthly reporting based on activity milestones and status.
  • Review technical reports and monitor project progress, determine bottlenecks and recommend alternative courses of management action to the management team and KTLs
  • Design and coordinate the quarterly result-based monitoring as well as EnDev results data, in close coordination with the management and KTLs.
  • Coordinate the quarterly progress reports to counterparts.
  • Coordinate project events and publications with the communication officer of GIZ Energy Programme and BMZ cluster.
  • Develop and maintain contacts with GIZ/EnDev networks and GIZ HQ for knowledge exchange on renewable energy and IT-related topics.




  1. Project Implementation
  • Design and develop operational tools and prepare studies for RE deployment strategy in Sierra Leone.
  • Steer and oversee the database-related activities in close coordination with the supervisor and/or external consultants.
  • Coordinate national and international consultants and service providers in pursuance of qualified deliverables as mutually agreed.
  • Devise a strategy for scaling-up projects jointly with stakeholders.
  1. Other duties/additional tasks
  • Stay abreast of developments in global and Sierra Leone approaches for RE technologies.
  • Subject to discussions with the KTLs, the position may be allocated additional tasks and other duties for shorter periods.
  1. Required Qualification
    • Science-orientated bachelor’s degree in IT systems, and a bachelor’s/Master degree in International Cooperation or comparable, with a good understanding of the development and economic aspects of renewable energy.
    • 3 – 5 years working experience in RE-related organizations or companies.
    • Familiar with the major issues of renewable energy in Sierra Leone, ideally with previous exposure to the Renewable Energy-related private sector in Sierra Leone.
    • Prior learning and/or working experience outside of Sierra Leone is an asset.
    • Prior experience in international Research and Development (R&D) institutions is advantageous.
    • Very good working knowledge of information technologies and computer applications.
    • Very good working knowledge of RE in the context of development and international cooperation.
    • Very good communication skills with national stakeholders.
    • Focused and proactive working attitude.
    • Very good knowledge of English, including writing capabilities, the French language is an added advantage.




  • Availability to travel within the Mano River Union countries for short-term project visits.
  • Positive attitude in taking responsibilities and new activities.
  • Prior experience working for EnDev or GIZ is an added advantage, but not a condition.

  • Responsibilities
  • Support the framing and development of a digital and innovation strategic plan for program processes and operations.
  • Together with the EnDev key team leads support stakeholders by providing advisories based on data analysis including the development of a machine learning model to support the renewable energy development in the Mano River Union countries (Sierra Leone, Liberia, and Guinea).
  • Assists in improving framework conditions through digital solutions for the uptake of renewable energy, e.g., through more effective collaboration between key players in accordance with the project’s mandate.
  • Advice, develop and integrate core IT solutions that support the implementation of public-private activities with a focus on biomass and biogas, solar PV, and applications as options for cooking energy.
  • Promote the use of data as a basis for a communication strategy for the EnDev outreach.
  • Promote the application of digital technology for business innovation activities, such as the application of Artificial Intelligence including Machine Learning & Deep Learning, Big Data, and Blockchain.

  • Support Key Advisor for Knowledge, Information Management (KIM) to develop, maintain contacts, and foster dialogue with key stakeholders and Agencies (MDAs) in Sierra Leone and RE international technology providers, NGOs, association, project developers and donors, etc.;
  • Develop, in coordination with Key Team Leaders, Terms of References (ToR) for external consultants related to renewable energy data and information, Information Technologies (IT) related activity, and knowledge management.
  • Work with the national consultants and service providers related to renewable energy in pursuance of fixed deliverables.
  • Monitor project progress, assess, and review technical reports and documents concerning project progress, determine bottlenecks, and recommend alternative courses of management action to the principal advisor.
  • Coordinate with the Project Monitoring and Evaluation focal person from each key team on project planning monitoring and reporting.
  • Documentation of concept implementation and strategy in coordination with KIM team lead for monitoring & reporting.
  • Activity Implementation
  • Support related Key Team Leaders (KTL) to oversee, monitor, and evaluate the implementation of relevant activities on IT-related topics as part of the KIM, such as in developing a mobile application for monitoring biogas performance, further development of bioenergy database, innovative IT approach for RE development, and other relevant activity.
  • Manage and supervise IT-related activities such as developing a mobile application for monitoring biogas performance, further development of bioenergy database, innovative IT approach for RE development, and other relevant activity in coordination with other EnDev KTL.
  • Research and evaluate innovative renewable energy technologies under Sierra Leone market conditions, in collaboration with KIM and RE Technology advisor.

  • Provide background check, review, and evaluate potential project partner, new policy and regulations related to project implementation
  • Data and Information Management
  • Mine, pre-process, analyze, and develop the statistical plot based on official data from stakeholders or project partners as a basis for the development of studies.
  • Develop forecasting and predictive model, based on official data as part of the development of study and decision making within the project.
  • Collect data on electricity statistics and renewable energy potential to support, the development of internal data and information platforms for renewable energies.
  • Work with the national consultants and service providers related to data management and application development.
  • Manage the development of IT platform to support studies and pilot project and implementation, in coordination with the KTLs
  • Assists technical KTLs in utilizing data and information in the context of activity implementation and policy recommendations to project counterparts.
  • Find and fix malfunctioning codes (bugs) on mobile applications for data collection




  • Knowledge Management
  • Stay abreast of developments in global, Sub Saharan Africa, and locally-based approaches for renewable energies and climate.
  • Prepare presentation materials such as brochures, fact sheets, and power-point presentations to document relevant data and IT tools for supporting activity implementation and policy recommendations.
  • Facilitate exchange and identify potential cooperation with other GIZ projects and government partners on the utilization of data and information for RE development.
  • Support the development of success stories to showcase project achievements.
  • Support the development and implementation of capacity development strategy within the scope of the GIZ/EnDev project.
  • Support documentation of capacity development measures and make it available to target group(s).
  • Act as focal person in the use of Information and Communication Technology (ICT) platform for effective communication and coordination.
  1. Other duties / additional tasks
  • Support the KIM Research Centre upon request of KIM Team Lead, EnDev
  • Subject to discussions with the project director, management team, KTLs, and KIM, the Advisor may be allocated for additional tasks and other duties for shorter periods.
  1. Required Qualification

FIELD OF ACTIVITY

The four-member states of the Mano River Union (Côte d’Ivoire, Guinea, Liberia, and Sierra Leone) are among the least developed countries in the world. Their political and socio-economic conditions are shaped largely by mineral and natural resources. In this context, it is promising that all four states have begun reforming their minerals sectors in recent years to encourage sustainable development. Although reforms have already been implemented, some of the key elements required to ensure that the extractives sector contributes to sustainable development are still lacking.





The objective of the “Regional Resource Governance in West Africa” program is that the extractive sector in the MRU countries is geared to a greater degree towards the principles of social, ecological, and economic sustainability. The Program supports partners in their efforts to reduce their dependence on external assistance in the long term and to mitigate risks arising from the mining sector. To this end, it applies a multi-stakeholder approach to cooperate with governments, civil society, and the private sector at the regional, national, and local levels.

The four  substantive focus areas of the program are:

  • Increasing government revenue.
  • Strengthening public institutions to fulfill their oversight and compliance monitoring role.
  • Strengthening both communities of mining areas and civil society CSOs, transparency and accountability
  • Integrating the mining sector into the local and national economy.
  • Responsibilities

In this medium level position, the Technical Advisor will responsible for the following activities:

  • Contribute to the strategic and technical development of selected activities in Sierra Leone in collaboration with the team or in consultation with the Project Manager
  • The development and execution of plans/activities in collaboration with partners and other important actors in accordance with GIZ program outlines and with a high level of autonomy
  • Lead cooperation and networking with key partners from the government, civil society, and the private sector in your areas of work and give innovative inputs
  • Support results-based monitoring, knowledge management, and financial management of consulting contracts and financing agreements with local partners in your areas of work

The Technical Advisor:

  • Ensures effective knowledge management, including documentation and monitoring

  1. Qualifications & Experience

Qualifications

  • University degree (bachelor’s, master’s/doctoral degree or equivalent) in social sciences (political science, economics and/or law), natural science, or other relevant fields ideally with a focus on development and/or extractive industries.

Professional experience

  • At least five years of professional experience in a relevant position, preferably in government institutions, donor organizations, the private sector, local authorities, or other relevant institutions
  • Experience in supporting institutional/organizational development in the private and/or public sector and managing multi-stakeholder processes
  • Experience in dealing with donor organizations and their administrative requirements
  • Very good understanding of the mining sector in Sierra Leone and issues related to good governance in the extractive sector
  • Good knowledge of key stakeholders and government institutions in charge of regulating the mining sector
  • Good knowledge of international standards of resource governance (EITI, Kimberley Process, Africa Mining Vision, Sustainable Development Goals, etc.) as well as national efforts to improve the management of the mining sector





Other knowledge and competences

  • Excellent management and organizational skills and ability to work independently
  • Proven track record in a technical position in local development and/or institutional development
  • Proven advisory skills, including at the senior management level in the public and private sector
  • Proven analytical and networking skills
  • Good knowledge of information and communication technologies and computer applications (MS Office, Internet)
  • Excellent written and oral command of English. Knowledge of German or French would be an asset.
