Purpose
Support the development and implementation of Sexual and Reproductive Health and Rights (SHRH), interventions at the district level during the period, these include support with the implementation of SRHR guidelines.
Objectives
Assist in the harmonization of national and district efforts for Sexual and Reproductive Health and Rights through district planning, collaboration, coordination and implementation of WHO's technical and operational support to Sexual and Reproductive Health at the Ministry of Health and Sanitation, taking into account the constraints and opportunities posed by the COVID-19 pandemic/health emergencies/humanitarian situation.
Summary Of Assigned Duties
Under the overall guidance of the WHO Representative, direction by the HSS, RMNCAH Lead, and the Technical Officer – Sexual and Reproductive Health, to undertake the following:
- Leadership, Coordination, Management
- Conduct stakeholder mapping for SRHR in the district
- Conduct mapping of SRHR implementing partners in the district
- Establish and strengthen coordination platform for SRHR at district level
- Support the dissemination of SRHR guidelines and policy documents at district level
- Conduct periodic SRHR need assessment in the district
- Support annual planning, target setting, performance reviews for the district
- Strengthening SRHR programs in the district
- Strengthen the integration of preconception care in the various programs and health care delivery processes
- Strengthen program integration, linkage, and referral pathways between SRHR services and other service delivery points
- Strengthen the integration of quality improvement systems in SRHR programs
- Strengthen audit system in prioritized SRHR programs (clinical audit, near miss review, supportive supervision, referral etc)
- Develop district specific contingency plan for SRHR during outbreaks, health emergencies,
- man made and natural disasters
- Advocate the mainstreaming of SRHR programs in other programs
- Strengthen CRVS system for improved MPDSR system
- Capacity building on SRHR at district level
- Support capacity building training workshop for District Health Management Teams (DHMT) and Health Facilities on SRHR (Self-care, PAC, FP, MPDSR etc)
- Support district to conduct integrated supportive supervisions and mentorship at SRHR facilities (COVID-19 measures adherence, EHS and SRHR)
- Support the expansion of SRHR services to primary health care facilities
- Support skills lab for SRHR in district hospitals
- Strengthen the MPDSR process
- Support the dissemination of Information, Education and Communication (IEC) materials on SRHR
- Monitoring, evaluation, and Research (including Health Information System for SRHR)
- Ensure SRHR indicators from DHMT and hospital are reported on a weekly and monthly basis
- Work closely with the DHMT to ensure that feedback to national is provided monthly
- Ensure SRHR reports are updated regularly by facilities
- Ensure existing dashboards/score cards are functioning and utilized at district and facility level
- Ensure implementation of the M and E plan for SRHR
- Review monthly progress reports from DHMT
- Support the documentation of best practices on SRHR
- Carry out data quality assessments/ audits regularly on agreed indicators to guide decision making
- Ensure that cross-cutting issues such as participation, gender, age and disability are effectively monitored
- Mainstreaming of Cross-cutting issues in SRHR programs
- Synthesis and disseminating district specific needs and implication of gender and disability within SRHR framework
- Ensure all SRHR trainings slots time to create awareness about Gender and disability within SRHR program
- Ensure that female health care workers are adequately represented in all SRHR related training, mentorship etc
- Adhere to the code of conduct to prevent Harassment, including Sexual Harassment (attached for reference)
Methodology
- S/he will work under the day-to-day guidance of the Technical Officer for Sexual and Reproductive Health at WHO.
- The main instrument of delivery will be the WHO biennial work plan
- S/he will be in regular contact with the various district SRHR TWG and other stakeholders and work towards regular meetings to execute, monitor and report back on the WHO workplan.
- S/he will coordinate periodically with the Technical Officer for SRH at WHO to facilitate joint monitoring of the work plans.

Technical Supervision
Under the overall guidance of the WHO Representative to the Sierra Leone Country Office and direct supervision of the WHO Country Office, HSS, RMNCAH Lead, Technical Officer for SRHR, and RH/FP of MOHS, the incumbent will work with the national authorities and other relevant stakeholders.
Required Qualifications
Education
Essential
- University Degree in Public Health or a related field such as Community Health
Desirable
- A clinical background. Formal training and/or experience in Sexual and Reproductive Health

Experience
- At least 1 year experience developing/designing and implementing public health programmes at national and/or decentralized levels

- Previous experience working on SRHR interventions
- Experience working with the MoHS at national or decentralized levels, WHO or other UN entities, Health NGOs or CSOs
