Handicap International ā Humanity & Inclusion (HI)Ā is an International NGO which has been working closely with theĀ Government of Sierra Leone, international and national partners in the country since 1996 supporting vulnerable groupsĀ and people with disabilities. Program areas include inclusive education, social and economic inclusion, rehabilitation,Ā prevention of disabilities, advocacy, and rights.
Currently, HI is implementing three projects for the promotion of Inclusive Education, Mental Health, and EconomicĀ Inclusion. HI is currently in design/approval process for new projects to create a comprehensive portfolio, in line withĀ the implementation strategy for 2022 and onwards.
HI is currently implementing four years regional mental health and psychosocial support (MHPSS) project (TouchingĀ Minds, Raising Dignity). The implementing countries include Sierra Leone, Lebanon, Togo, and Madagascar. The projectĀ is in its second phase it second phase (2022 to 2023). It first phase runed from 2018 to 2021. The Monitoring Evaluation Accountability and Learning (MEAL) Manager will work
closely with the four countries MEAL team to ensure the monitoring and evaluation of the TMRD project. This positionĀ will also work closely with the Sierra Leone Mano River program Monitoring & Evaluation (M&E) Officer to ensureĀ monitoring and evaluation of the different projects with the program as the position will be based in Sierra Leone.
The MEAL manager is responsible for the MEAL and information management (IM) teams working of the MANO RiverĀ Program. He or she is in charge of deploying HIās MEAL and IM standards on his or her programme and ensuring theirĀ application. The overall coherency of the projects and their quality control is ensured by the MEAL department and theĀ Technical Unit. Lead the development and deployment of the TMRD MEAL and Information Management (IM) system.Ā Attend operational coordination meetings
Specific focus points are mentioned below:
Mission 1: ManagementĀ Ā
Responsibility 1: Is line manager of the MEAL and IM teams of the programmeĀ Ā
- Manager as a role model: embodies HIās values on a daily basis.
- Manager as a coach for meaning: understands the strategy, makes it explicit, translates it into operationalĀ objectives for his or her team, and leads the necessary changes.
- Operational manager: organizes the operational management of his or her team, structures the workaroundĀ identified processes, steers performance, and facilitates the resolution of problems.
- Manager 1st HR & Coach: contributes to the development of his or her staff, creating the conditions for theirĀ commitment, professionalism, and attachment to HI. Ensures compliance with the code of conduct ofĀ institutional policies, the state of mind, and the expected individual and collective behavior.
Mission 2: Strategy and steeringĀ Ā
Responsibility 1: Defines the MEAL part of the Operational Strategy, pilots the related action plan and the strategyĀ monitoring toolĀ
- Helps with the development of operational strategy (StratOp) in line with HI strategy, StraTechs, andĀ Development plans (notably 3I and Emergency), including the development of the StratOp monitoring tool
- Defines and oversees the programmeās MEAL action plan;
Mission 3 : Standards and expertiseĀ Ā
Responsibility 1: Designs the programās MEAL and IM systems and monitors their implementation and quality
Ā Ā ā¢Ā Is responsible for defining systems for monitoring, data collection, information management, evaluation,Ā accountability to populations, learning, and knowledge management that are adapted to the context ofĀ intervention and ensure compliance with HI standards;
Mission 4 : Operational implementationĀ Ā
Responsibility 1: Contributes towards improving HIās response within his/her geographical scopeĀ Ā ā¢Ā Is responsible for the implementation of tools for measuring outcomes and impact that facilitate decision making, learning, and accountability;
- Is responsible for putting in place a system for ensuring accountability towards populations;
- Contributes toward the articulation and application of HIās institutional policies and crosscutting approach
- Responsibility 2: Contributes toward defining and improving the quality of projects in line with HIās globalĀ frameworks and technical standardsĀ Ā
- Provides technical support to the technical specialists in establishing quality indicators, monitoring methods, and data collection tools;
- Contributes to the design and drafting of project proposals;
- Is responsible for ensuring that regular project evaluations take place.
Responsibility 3: Contributes towards improving the quality of project management, as defined in HIās ProjectĀ Planning,Ā
- Monitoring and Evaluation (PME) policy
- Provides technical support to the project and partners teams for the implementation of monitoring, evaluation, and accountability tools and methods;
- Provides technical support to operations managers, country managers, and project managers for the applicationĀ of PME policy and verifies its application.
Responsibility 4: Contributes towards the ownership of learning frameworks and methodologies by theĀ programmes and by HI in generalĀ Ā
- Is responsible, for implementing processes and methods for collecting, analyzing, modeling, and ownership ofĀ the knowledge produced;
- Proposes an analysis of the information collected and the knowledge produced to strengthen collectiveĀ learning;
- Ensures the continuous improvement of learning frameworks and methodologies;
- Ensures access to relevant internal and external information for all staff.
Responsibility 5: Ensures the external representation and promotion of HIās expertise in his/her field.Ā Ā ā¢Ā Represents HIās MEAL and IM expertise in all relevant regional networks;
- Contributes towards advocacy on specific subjects (notably through the consolidation of evidence-basedĀ factors) in line with the StratOp and federal advocacy priorities;
- Contributes locally to communication messages in line with the StratOp and federal communication priorities.
Mission 5 : Emergency Preparedness and Response ResponsibilitiesĀ Ā
- Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes theĀ priorities of his/her team according to the humanitarian imperative, in order to ensure HIās quick and efficientĀ response.

Qualifications:Ā
Ā A bachelorās degree or higher in a relevant field (Development, statistics, or social science)
Ā Experience:Ā Ā
MinimumĀ 3 yearsĀ experience in the field of humanitarian aid and development project coordination, including at leastĀ Ā 2 yearsĀ in MEAL-related jobs at a management level.:
Salary:Ā As per HI salary scale for National Staff & candidateās experienceĀ
Probation Period:Ā 3 monthsĀ
