Action Against Hunger established its presence in Sierra Leone in 1991 and since then has been implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods & Climate Change adaptation /mitigation and advocacy geared towards the reduction of the prevalence rates of under-nutrition. Action Against Hunger collaborates with other international organizations, National organizations, the private sector, the line ministries and authorities at all level as well as the communities. ACF has people centred approach and works with the affected communities in program development and implementations. Currently Action Against Hunger is implementing integrated food security, nutrition, health and WASH and climate change adaption /mitigation projects in Moyamba, Bonthe and Western area districts.
The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Bonthe Sub Field Office.
Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Food Security and Livelihoods Program Manager to oversee/monitor the overall implementation of the project in Moyamba District consistent with standards set by Action Against Hunger and national policies
KEY ROLES AND RESPONSIBILITIES :
- Lead the implementation of the project activities related to climate change adaptation and mitigation in the target communities.
Activities:
- Organizing and supervising project activities taking into account the project narrative, the logical framework, the budget, and the logistical and administrative processes of Action Against Hunger
- Organizing kick-off meeting at District level involving key stakeholders including project staff, partners, community leaders and a cross section of beneficiaries
- Refining the implementation plan in consultation with project staff and the partners, as well as roles and responsibilities of each partner during implementation.
- Implementing and supervising project activities, in coordination with the partner. Activities encompass:
- Organizing regular project progress review with the partners, on the progress, lessons learned, and the plan for the next period.
- Organizing, planning and supervising monitoring activities
- Ensuring procurement plan is developed and updated
- Reviewing the monthly Budget Follow-Up (BFU) produced by finance, take part in the monthly budgetary monitoring exercise, produce budgetary plan and forecasts
- Preparing project progress reports and ensure their timely provision and compliance with Action Against Hunger and donor requirements (internal and external reports – Activity progress reports, Project Interim and final Narrative reports)
- Implementing technical recommendations concerning the project (from Head of Department, Technical Advisor at Headquarter, partners, evaluators)
- Ensuring visibility and communication in accordance with donor rules
- Ensuring that donor rules and procedures are understood and respected by Action Against Hunger team and partners.
Manage the project staff, beneficiaries and capacity development
Activities:
- Supporting the recruitment of the projects staff (in liaison with Human Resources department, FSL HOD, Field Coordinator and partners)
- Training the project staff (including partners’ staff) on the expected roles, project scope and process of implementation
- Ensuring members of staff have clear individual work plan, plan of action and clear roles and responsibilities
- Ensuring timely and supportive supervision to the staff
- Work with HR on the staff management process- performance management and appraisal
- Liaising with Field coordinator and logistics for staff safety while in the field
- Ensuring timely provision of progress update by each staff, and provide timely feedback
- Providing technical support to the project staff and develop project staff skills
- Liaising with the Partners’ staff for timely implementation and completion of activities under his scope
- Leading the development of training materials and training of beneficiaries on Climate Change Adaptation and Mitigation, Sustainable Land Management (SLM, analysis and production of weather information for smallholder farmers, and other related trainings as necessary.
Part Participate in the coordination, representation and partnerships of Action Against Hunger in /hi/her area of intervention
Activities:
Ac
- Coordination of activities with other sectors and departments of Action Against Hunger in order to ensure rational use of resources and optimum integration
- Participation in visits by funding bodies whenever requested
- Representing Action Against Hunger and ensuring coordination with partners, authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator
- Ensure participation of the district level coordination
- In liaison with the FSL HOD, ensure project information sharing with the Ministry of Agriculture, Ministry of Environment, Environmental Protection Agency, SLARI and SL Met at national level, organize visits for key national team to participate in key project events etc
- Organization of workshops at district and national level for evidence sharing with stakeholders
Contributing to capitalization and technical development in his/her project and sector
Activities:
- Documenting the lessons learned, provide analysis of the enabling factors of success and contribute to Action Against Hunger learning platform (newsletter, best practices etc).
- Dissemination of the technical and operational expertise acquired in the course of the project.
- Contributing to the transmission of data from the ground to better to inform Action Against Hunger communications.
- Compile all documents dealing with the essential techniques and methodologies involved in the project (including the list of beneficiaries and distribution etc.) for capitalization and audit purposes
- Write a handover report at the end of the mission.
- Ensure that the Field Coordinator and the FSL HoD are supplied with essential documents for archiving in digital form during their tenure and while exiting their position (if applicable).
- Ensure that all project photographs are shared with the communications department at debriefing sessions and saved on NAS.
Contribute to definition of strategy, needs identification and the positioning of the FSL Department
Activities:
- Upon request, contribution to the analysis of the situation with respect to FSL and in the context of climate change in the target area
- Identify needs in his/her area of activity
- Become familiar with Action Against Hunger strategy
- Take part in the strategic review of the mission and contribute to FSL strategy definition
- Identify the presence and the strategic orientations of other partners in the field with a view to improving coordination and effective working.
- Upon request, participating to the definition of possible future projects especially those related to climate change adaptation and mitigation.
- Gender Action
- To ensure that all data is sex and age disaggregated throughout the project cycle from assessment and implementation, to monitoring and evaluation.
- To ensure that different needs, capacities and vulnerabilities of women, men, girls and boys are understood and acted upon in all supported communities.
- Demonstrate experience and/or personal commitment to promoting gender equality within the ACF work environment
- Ensures that project activities are carried out with cultural sensitivity, promotes gender equality and inclusion of marginalised groups;
- Works with field teams to ensure access and participation of women, men, girls and boys at risk to Action Against Hunger’s response, recovery and rehabilitation work
- Conducts Gender leadership trainings for project staff, community leaders and target communities, beneficiaries;
- Takes lead in the development of gender mainstreaming work plans in the implementation of all project activities in collaboration and coordination with other sectors;
- Ensure integrating gender into MEAL processes in operation areas; setting of specific indicators for process monitoring and follow up that, advising team in getting gender specific information through spot monitoring and Post Distribution Monitoring (PDM) process,
- Initiates innovative documentation process to capture learning and changes, support team to get sex, age and gender disaggregating data.
- Supports local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality and equity in social protection programmes.
- Engages with State and local Women’s rights organizations and mobilize collective voice around gender discrimination in the post conflict setting.
- Conduct capacity assessments and facilitate capacity building for the project teams to enhance their motivation and effective implementation of gender strategies.
- Ensures identification and satisfaction of training needs for the project staff on relevant standards and instruments for gender equality.
- Designs and implements demand-driven programme approaches and methodologies aiming towards capacity building, working in partnerships, policy analysis and advocacy.
- Develops and facilitates capacity building programs on gender sensitivity and gender mainstreaming, as well as gender issues pertaining to gender advocacy.

QUALIFICATIONS
- At least Bachelor’s degree related to Agriculture, or Climate Science, or Rural Development or related.
- At least two years of experience in managing agricultural projects and/or climate change projects
- Experience in international NGO’s is advantageous.
- Degree or Diploma in relevant field: Agronomy, Rural development or relevant field
- At least 2-3 years of experience in the same field.

KEY ROLES AND RESPONSIBILITIES :
Organize, implement, supervise and monitor the project activities:
- Contribute to prepare the work plans to implement the project activities in collaboration and coordination with the project partners;
- Support the implementation of the activities at community level;
- Supervise and monitor the implementation of the activities conducted by the partners;
- Sensitize the stakeholders at the chiefdom and community level on project activities;
- Establish good communication with the communities and beneficiaries;
- Mobilize/organize the beneficiaries;
- Coordinate with the Ministry of Agriculture and Forestry (MAF) field officers and link them with the beneficiaries;
- Monitor, supervise, evaluate and follow-up the project activities;
- Prepare reports of the activities and give to the line manager;
- Input and up-date the project data;
- Prepare necessary material for the project activities/monitoring;
- Organize and training sessions with the staff and beneficiaries;
- Keep the line manager informed of the activities, problems and success;
- Propose possible improvements;
- Prepare the pre-survey work, and organize the surveys;
- Follow-up and report the beneficiaries’ feedback;
- Intervene in case of dispute;
- Collect information on food security in the area.
Coordinate and collaborate with the partners’ team:
Activities:
- Coordinate and collaborate the partner’s field staff;
- Develop plan of action in collaboration with partners’ field staff
- Have a daily field presence in the project area;
- Plan, organize and supervise the field work in collaboration and coordination with the partner’s team field;
- Train, support and supervise the partners’ team;
- Conduct periodic appraisals
Ensure local ACF representation, and ensure internal and external coordination within the intervention area
Activities:
- Support the Project Manager in coordinating ACF’s action with the project partners and other stakeholders working in the intervention area.
- Ensure communication between the ACF and the partner field team;
- Represent ACF in external meetings or events as delegated by the PM or in his/her absence.
- Upon request of the PM participate in internal and external coordination meetings (ensure minutes of meetings when necessary);
- Ensure the reporting to authorities or external partners when necessary.
