General mission
The Regional Advocacy and Communication Officer works under the direct supervision of the regional programme coordinator (Chief of Party), and in close collaboration with the different programme country teams of her/his region as well as both the HI federal advocacy team (AIR), and the HI federal communication team (Info Fed) at headquarter level.
She/He primarily contributes to the implementation of the global advocacy strategies on the federal priority topics as seen fit in the region, and produce adequate tools to feed the global communication and fundraising processes, in compliance with HI quality and ethical standards and procedures (80% of the time). She/He will also contribute to the implementation of the regional programme operational strategy by developing context-specific advocacy and communication action at the regional level (20% of the time)
Missions/responsibilities
Mission 1: STRATEGY AND STEERING
Responsibility 1.1: Contribute to the design and review of the CPP2-TMRD advocacy strategies towards global policy changes
- Feed in the regional advocacy strategies design processes, as requested • Continuously monitor and share updates on the political and policy environment in the countries part of the regional programme, and relevant to the federal advocacy strategies, led by the AIR team.
Responsibility 1.2: Design and steer the advocacy strategy of the regional programme towards national and regional policy changes
- Support the Regional Programme Coordinator in the preparation and monitoring of the components of the regional programme Operational Strategy relating to advocacy and communication.
Mission 2: OPERATIONAL IMPLEMENTATION.
Responsibility 2.1: Contribute to the implementation of the CPP2-TMRD advocacy strategies in the region.
- Ensure that the programme produces reliable and consistent data for advocacy purposes, and where needed, directly collect data and testimonies, as needed by the AIR team • Contribute to the preparation of CPP2-TMRD advocacy tools (e.g. reports, briefing papers, factsheets, talking points), in collaboration with the AIR team.
Responsibility 2.2: Contribute to the communication and fundraising efforts of the HI global network with inputs from the region
- Produce content for the visibility of the projects as part of the regional programme, or specific content for fundraising (raw information, articles, photos, films), in collaboration with Info Fed and other relevant colleagues.
Responsibility 2.3: Contribute to the implementation of the regional programme operational strategy in the fields of advocacy and internal and external communication • Lead or contribute to the preparation of advocacy tools for regional and national advocacy as per the action plans (reports, briefing papers, talking points, media/social media tools), in support of project teams where relevant
Responsibility 2.4: Contribute to support or to implement the programmer’s emergency preparedness actions, and, in case of emergency, adapt her/his way of working in order to contribute to an efficient humanitarian response from HI.
Mission 3: STANDARDS and EXPERTISE
- Contribute to raising the quality and internal ownership of HI advocacy and communication work
- Comply with and promote HI standards and internal procedures relating to advocacy, communication and ethics
- Report any issues with compliance to the line manager
Your Profile:
You hold a Bachelor’s degree in communication-related filed
You have minimum 4 years of experience in communication and/or advocacy You have a strong experience in capitalization and continuous learning
You have experience in results monitoring & indicators and project evaluation You have excellent skills in the proposal and narrative report writing
You have excellent command of written and spoken English and French You are able to work under pressure and without constant supervision
You have excellent reactivity and flexibility skills
You have strong interpersonal and intercultural skills, you are resilient to stress and uncertainty
You are a good team member and keen on participatory approach

Salary: As per the HI salary scale
Probation Period: 3 months
