Health Advisor 

Kabala, Sierra Leone 

Medicos del Mundo (Doctors of the World – Spain) has been working in Sierra Leone since 2002,  implementing projects focused on strengthening community and health systems to improve  Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) and to reduce Gender Based  Violence. Our main partners include the Ministry of Health and Sanitation, the Ministry of Gender and  Children’s Affairs. Currently, our projects are implemented in Koinadugu and Falaba Districts.

JOB SUMMARY 

He/She supports with the design, development and supervision of the mission’s strategy and the  effective implementation of MdM health activities in Sierra Leone, through technical support. In order  to ensure the quality of activities, the Health Officer works with MdM coordination team providing  technical advice in the planning and implementation of activities. He/She represents the organization in  strategic thematic and coordination forums and ensures proper communication with the relevant  Ministries at national and district level and with other key stakeholders.

GEOGRAPHICAL SCOPE OF INTERVENTION: 

The successful candidate will be based in Kabala with trips to Falaba District for supervision and to  Freetown and/or other districts to participate in punctual meetings or activities.

ORGANIZATION CHART 

The Health Advisor will be part of the Field mission team and will report directly to the Base  Coordinator. He/she will have direct link with the Health Technical Referent in HQ.

FUNCTIONS 

Representation, communication and coordination 

– Works in coordination with the Base Coordinator and the Programme Manager to ensure that the  health activities from the different projects are well planned and implemented, following the Logical  Frameworks.

– Represents MdM for health-related issues with different Ministries such as the Ministry of Health and  Sanitation, Ministry of Gender and Children’s Affairs and the Ministry of Education, with other NGOs and  with donors if required.

– Develops and maintains positive relationship with all relevant stakeholders in country.

– Coordinates health activities with other NGOs and partners in the same area of intervention. Program Management: 

– Participates in the development and implementation of MdM’s Strategy together with the  Coordination Team.

– Contributes with the identification of new projects’ interventions while participating in health needs  assessments if needed.

– Participates in the development of concept notes and proposals by providing medical technical  support.

– Participates in the development of donor reports and other internal reports of the organization.

– Together with the Programme Manager develops work plans, ensures that activities are implemented  on time and that indicators are achieved.

– Supervises the intervention of MdM from a technical point of view: analysis of the quality of services,  technical and scientific support/advice during the implementation of projects, analysis and monitoring  of indicators and statistical data, medical services, compliance with medical standards, ensures that  Infection Prevention and Control measures are implemented and observed, etc.

– Provides epidemiological monitoring and technical support in emergency responses in the area of  Intervention

– Supervises and ensures health/GBV quality sensitisation activities through overseeing the work of the  MdM Community Development Officers in the communities and ensuring a high level of messaging.

– Ensures the follow-up and technical-medical report of the activities in compliance with the conditions  and project stipulations and MdM procedures and principles.

– Supports with the organization and planning of Capacity Building to health care workers training  together with the Ministry of Health and Sanitation.

– Conducts Supportive Supervisions after the trainings to ensure that Quality of Care Services is  provided.

– Ensures that national and international guidelines and protocols, related to MdM health activities, are  followed up and supports to develop and/or update medical protocols and tools if necessary.

– Ensures and contribute to the integration of cross-cutting gender, human rights, anthropological and  environmental protection approaches in all projects in MdM’s mission in Sierra Leone.

– Ensures and oversees quality of the activities in the programs.

– Contributes with data collection and analysis.

Management of medical and non-medical material and supplies: 

– Conducts technical validations in the definition of logistics procedures for the procurement of  equipment and supplies.

– With the health staff in the health facilities, and the support of the logistics team, identifying material  needs (pharmaceuticals, equipment, and consumable materials) and ensuring a consistent stock.

Team Capacity Building 

– Identify priorities for capacity building trainings and facilitate internal trainings for MdM team. – Holding technical meetings, briefings, and debriefings with MdM team.

Medical safety 

– Leads the process of updating and implementing the MdM health guide, the medical evacuation  protocol, first aid kits, etc. of the mission

– Ensures the existence, knowledge, updating and application of security rules concerning the health of  MdM staff

– Supports the definition and implementation of the health policy for MdM teams

MINIMUM REQUIREMENTS 

REQUIRED QUALIFICATIONS:

– Registered Community Health Officer, Nurse or Midwife or/and holding a Master’s in Public Health DESIRABLE:

– Experience in Project Management with knowledge of the project cycle, the logical framework and  monitoring and Evaluation.

– Specific training on gender perspective and working experience in gender-based violence will be a plus. – Experience in working in health projects with other NGOs.

OTHER REQUIREMENTS:

– Language requirements: Krio and English is a must. The knowledge of one more local language such as  Fula, Koranko, Limba, Mandingo, Susu, or Yalunka is a plus.

– Computer requirements: User level of Microsoft Office Excel and/or software for collect and data  analysis.

– At least 3 years of working experience in similar positions.

SALARY AND CONDITIONS 

Nacional Contract

Medicos del Mundo’s Salary Scale.
