Country Background

CRS launched its work in Sierra Leone in 1963 supporting relief and development operations in the country. CRS Sierra Lone has proudly maintained a strong reputation and relationship with partners and the communities we serve in the country implementing a multi-sector program portfolio. Today, the Country Program has a robust portfolio built around several major programs in Health, Agriculture, Nutrition, and Education. CRS Sierra Leone has its main office in Freetown and northern region field office in Kabala, with over 180 staff in total.

 

Job Summary:

You will oversee all activities that ensure the accuracy, timeliness, and documentation of the project accounting operations and financial reporting (monthly, quarterly, yearly, and as needed), in accordance with CRS guidance and regulations and in support of high-quality programs serving the poor and vulnerable. The Urban Resilience (UR) Grants Manager oversees all financial management, internal controls, and financial compliance aspects of the Urban Resilience portfolio. S/he provides financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports. You will help maintain the standard for the Country Program’s (CP’s) financial stewardship through professional maintenance, utilization, and analysis of all cash resources controlled by the CP.

 

Job Title: Urban Resilience Grant Manager Department: Urban Resilience

Reports To: Finance Manager Country: CRS-Sierra Leone.

Duty Locations: CRS Freetown – 15% Travel to the field is required travel, if applicable

 

Job Responsibilities:

Finance

  • Oversee accounting processes, policies, and service delivery and maintain accounting controls to ensure accurate, complete, and timely recording and management of CRS UR projects financial transactions and internal controls in compliance with CRS’ financial management policies and procedures, Generally Accepted Accounting Principles (GAAP) and regulations, and legal requirements.
  • Review and analyze project financial reports, including cost allocation of shared costs, to verify financial transactions and work with relevant staff to address irregularities and resolve accounting issues.
  • Serve as the key point person on all issues related to financial transaction records on UR projects.
  • Provide proactive advice, support, and capacity building to managers, staff, and partners to ensure compliance with standards and proper records of financial transactions, as well as to support strengthening of internal control.
  • Ensure UR projects financial reports are generated accurately and disseminated timely as per established reporting schedules and assist staff and subrecipients with financial reports analysis.
  • Oversee maintenance of a good filing system of required supporting documentation to ensure easy access and retrieval, and a reliable and easy to follow audit trail.

 

Grants Management

  • Hold responsibility for monitoring monthly costs using a budget monitor and grants database, tracking contract expenditures against UR project budget and total obligated funds; includes performing invoice review and corrections to ensure accuracy and compliance with CRS requirements.
  • Prepare and revise finance and operation guidelines in order that they adhere to CRS requirements.
  • On a monthly basis, prepare internal Budget versus Actual reports, including brief commentary on matters identified.
  • Manage re-forecasting of grant-specific expenses using level of effort (LOE) and recruitment updates, as well as subcontractor-related project needs and statements of work; ensure the accuracy of re-forecasts for project budget and contract-specific budgets.
  • Review and determine causes for variances to the budget and prepare required notices to be sent to donor’s regarding status of funds.
  • Coordinate and support budget realignments and regular budget reviews, when relevant.
  • Support staff capacity building on utilization of a budget monitor tool and financial management best practices.
  • Support internal audits and reviews, as required.
  • Contribute to weekly, monthly, or project-specific reporting.

 

Typical Background, Experience & Requirements: Education and Experience

  • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of five years’ experience in a position with similar responsibilities, preferably with an International NGO.
  • Substantial budgeting, budget/expense analysis, and accounting experience.
  • Experience managing finance various donor projects. Knowledge of US Government and EU financial management rules and regulations is a plus.
  • Experience as a coach/mentor to train staff and develop financial skills of colleagues.
  • Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations.
  • Knowledge of local law in taxation and local regulatory reporting procedures.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of Sun Systems financial accounting package or similar financial reporting software preferred.

Job Summary: 

You will lead strategy development in the field of Partnership and Capacity Strengthening and Local Leadership (PCS and LL) globally and as a member of the Sierra Leone Country Program (CP) provide technical and management leadership as well advice in aspects of Partnership, Capacity Strengthening and Local Leadership for the CP, in line with CRS program quality principles and standards, donor guidelines, and industry best practices to Technical Advisors and Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your expertise, leadership, and influence will be key in determining how effective, adaptive, and innovative CRS’ PCS and LL programming is across the Sierra Leone and the globe and creating and sustaining its reputation.

 

Job Title: Local Leadership and Capacity Strengthening Coordinator

Department: Operations 

Reports To:        Country Directors 

Country: CRS-Sierra Leone. 

Duty Location: Must be willing and able to travel 50-70% per year within the Country. 

 

Roles and Key Responsibilities: 

  • Lead design and implementation of the CP strategies, standards, tools, and best practices in PCS and LL, as well take part in the work on the Agency strategic platforms that effectively engage partners, donors, and governments. Ensure a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction.
  • Lead development and advancement of agency-wide standards, policies, innovative approaches, tools, and monitoring and evaluation in PCS and LL, including application of partnership principles.
  • Provide technical support for the CP Local Leadership strategy for the CP PCS strategies, and how to best apply and adapt program design and implementation standards, best practices, partnership principles, tools, and monitoring and evaluation in Capacity Strengthening of Partners, including those aspects promoting Local Leadership.
  • Identify opportunities, secure resources, and contribute to the CP efforts to pre-position CRS for strategic growth opportunities in PCS and LL. Provide technical guidance, follow donor trends in proposal development and project design with a focus on complex projects to ensure innovative programming solutions and technical excellence. Support CPs to appropriately staff project teams.
  • Design and lead capacity strengthening initiatives in PCS and LL programming for staff and partners through ensuring development of learning agendas/curriculums, organizing and/or facilitating

 

trainings, workshops, and conferences, and mentoring and coaching staff in innovative CRS approaches and tools.

  • Effectively manage talent and supervise staff under his/her supervision. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance assessment for direct reports.
  • Lead the agency knowledge management and learning agenda in PCS and LL including the development and leadership of an PCS and LL Community of Practice through helping implement conditions to influence donors and for collective learning that ensure the capturing, documenting, and sharing of key successes, promising practices, lessons learned, and evidence-based implementation research, internally and externally, including publications in peer reviewed journals.
  • Ensure the leadership of the design and implementation of the ALL Right and EMPOWER Funds in line with agency approach, including working closely local partners, Program and Operations and WARO that are specifically tailored to the needs and aspirations of the local partners as aligned to strategy and mission.
  • Ensure Partner’s compliance on CRS Partnership safeguarding policy and Gateway reporting
  • Represent CRS at the CP forums, Churches, United Nations, U.S. Congress, and major donor forums to present CRS’ work and research in PCS and LL to influence technical partner approaches, future funding opportunities, and policies. Network with relevant organizations to increase CRS’ profile in PCS and LL, influence in the global PCS and LL community, and donor diversification.

 

Typical Background, Experience & Requirements: 

Education and Experience 

  • Master’s Degree in International Development, or field related to Organizational Development. PhD is a plus.
  • Minimum of ten years of work experience in Partnership and Capacity Strengthening with progressive responsibilities, ideally with an international NGO, with five years overseas in multiple regions as a technical advisor and/or program manager of a capacity strengthening of partners and/or multi-sectoral project with a capacity strengthening of partners component.
  • Deep understanding and application of technical principles and concepts in partnership and capacity strengthening. Good knowledge of related disciplines to ensure proper cross-sectoral approach.
  • Track record of contributing significantly to successful business development activities capturing public and/or private donor funding in capacity strengthening of partner organizations
  • Expertise in the development and production of curricula, tools, and other products to support capacity strengthening interventions and programming. Demonstrated experience to transfer knowledge to diverse audiences through training, mentoring, and other formal and informal methods.
  • Experience with program monitoring and evaluation including development of indicators, data collection tools and methodologies, data analysis, and data presentation.
  • Demonstrated experience and skills to represent the organization at the highest levels at meetings with donors, government, international NGOs, local partners – faith-based and civil society. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications and strong understanding of information and budget management systems and knowledge-sharing networks.
  • Technical and/or academic publications highly desirable.
