General Description of GOAL’s Work in Sierra Leone
GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment and the promotion of decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Moyamba and Kenema Districts, with funding from Irish Aid, Charity: Water FCDO and JOA.
GOAL is implementing a comprehensive Health System Strengthening (HSS) approach across 80 Peripheral Health Units (PHUs) located in Western Area Urban, Kambia, Kenema, and Bombali districts. To complement the HSS efforts, GOAL is also deploying targeted Social and Behaviour Change Communication (SBCC) interventions within the catchment communities of the PHUs. These include:
Community Dialogues to foster health awareness and collective action, Village Savings and Loan Associations (VSLA) to promote financial empowerment and access to health services, School Peer Mentorship Programs to engage adolescents in health education, Youth Centre Advocacy through YoCARE to empower young people in reproductive health and rights. Additionally, GOAL is strengthening emergency preparedness and response capacities with a focus on Risk Communication and Community Engagement (RCCE), utilizing the Community Led Action (CLA) approach to ensure community-driven and adaptive strategies.

GOAL’s Freetown Health Programs
The Programme focus on adolescent and youth comes from a deep understanding of the vulnerability and needs of this target group and is coherent with GOAL’s inclusion approach which aims to address social, economic, political, cultural and legal exclusion of vulnerable individuals or groups. This understanding is being further developed through a detailed Adolescent Sexual and Reproductive Health (ASRH) Context Analysis undertaken by the health team.
With a systems approach GOAL’s view of partnership has widened beyond partnerships with local NGOs and CBOs and include other key stakeholders and actors operating within the system. This includes local and national government institutions and community-based structures, as well as private sector actors and academic institutions. For the current health Programme GOAL SL works closely with the Ministry of Health (MOH) at national level and the District Health Management Teams (DHMT) on health systems strengthening for improved quality of ARSH services, as well as with the Ministry of Education on capacity building of staff and teachers on Adolescent SRH issues. At community level GOAL works with Facility Management Committees (FMC), village development committees (VDCs) and school management committees where capacity building efforts aim to ultimately empower communities to be resilient and self reliant, through increased understanding of the impact of adolescent pregnancy on their community, the need for action and taking responsibility for their own health.
General Description of the Programme
The primary purpose of this role is to provide overall management and technical oversight to GOAL SL health programming in Freetown, including the adolescent sexual reproductive health programme and any other health funded project. The Freetown Health Manager will also support the Health Coordinator with the development and implementation of new health projects in the Freetown as necessary. The position will also contribute to the overall health strategy development for GOAL SL in close collaboration with the heath team.
Overview of the role
To manage and oversee the implementation and monitoring of health programs in Freetown. The primary purpose of this role is to provide overall management and technical oversight to GOAL SL health programming in Western Area Urban, including the adolescent sexual reproductive health programme. The Freetown Health Manager will also support the Health Coordinator with the development and implementation of new health projects in the Freetown Area as necessary. The position will also contribute to the overall health strategy development for GOAL SL in close collaboration with the heath team.
Key Responsibilities of the post
- Programme Management
Coordinate the implementation of the GOAL Health project in Freetown, including oversight of trainings, quality assurance assessments, data collection, and site supervision.
Manage planned upcoming projects focused on young people sexual reproductive health; the social behaviour changes and the services improvement components.
Directly line manage relevant health staff in the district. Oversee the HR management these staff and teams, including forming job descriptions, formulation and follow up of annual, quarterly, monthly and weekly objectives, and conducting annual staff performance appraisals, implementing Grow with GOAL initiative.
Manage budget, making sure that expenditures are in line with budget and activities are implemented in line with longer-term programme plans and proposals agreed with donors (i.e. ICSP, Innovation lab).
Responsible for monthly, quarterly, and annual activity planning and budget reforecasting. o For all supported health programmes, oversee monthly, annual and end of project internal and donor report writing.
Timely submission of health activity reports to Health Coordinator as required.
- Technical support
Provide technical assistance to health programming within GOAL Sierra Leone as appropriate, especially in the areas of social and behaviour change , health systems strengthening and health accountability with focus on AYSRH.
Use participatory approach ( community development approach to health programming), ensuring active involvement of beneficiary and communities in needs assessments prior to new project proposal design and during implementation including all stages of the project cycle.
Liaise with the Health Coordinator on programme technical design and implementation. Identify capacity building needs for Freetown Health Staff and respond to them. o Ensure that the Freetown project is inclusive, making sure that the most vulnerable and marginalize groups are catered for in the programme design
Support the District Medical Officers (DMOs) in planning, management and implementation of the annual District Health Plan, ensure GOAL projects included in the annual work plans of MoH.
- Budget Oversight
With technical oversight from the Health Coordinator, overall budget holder for the GOAL project, manage district budget and provide operational support in the respective district Budget holder for identified district budget lines.
Provide oversight and guidance to the community Health Supervisor and clinical supervisor to support planning and management of their activities.
Ensure that the district resources are used effectively and transparently on prioritized RMNCAH activities
Review Budget-vs-Actual using the BMT, financial reports, and spending plans for assign district
Promptly respond to all budget-related inquiries.
- Relationship Management
o Liaise with other sectors e.g. WASH, Blue Economy & LLH teams, financial inclusion teams to ensure an integrated approach to health across GOAL programming in the district. o Build good working relationships with other health stakeholders in the district including other NGOs, MoH, DHMT, national Secretariat on the Reduction of Teenage Pregnancy, NPHA ,other line ministries, CBOs and donors; and represent GOAL at relevant district meetings and Health Forums as required.
- Strategy development
Oversee long term strategy development and direction setting for GOAL’s health programme in coordination with the health team, GOAL Sierra Leone Senior Management Team, GOAL’s Global Health Advisor, and in line with GOAL’s global strategy and Government of Sierra Leone priorities.
Participate in developing plans, programme designs, proposals, and budgets for projects and project extensions in conjunction with the relevant team.
- Monitoring and Evaluation
With relevant staff, develop and implement mechanisms for the collection of key data for programme monitoring and evaluation per GOAL’s Monitoring, Evaluation, accountability and Learning (MEAL) guidelines.
Quality check data collected and ensured that data is utilised to direct programme activities. o Use the power BI as a project management and monitoring tool
Document and share success stories, case studies and learning briefs.
Conduct supportive supervision and monitoring, develop a follow up plan that clearly state when & how each issue identified will be addressed which is updated or track on regularly basis. The updated tool should be shared with health coordinator at least on a quarterly basis.
- Other
Comply with GOAL’s Child Protection and Gender equality and social inclusion (GESI) at all times.
Mainstream GESI, safeguarding and Environment in activities.
Perform other duties as required by the line manager.
Represent the health coordinator upon requests.
- Behaviours
Ability to facilitate staff delivery of programming.
Provide supportive supervision to Freetown Health Team and delegate tasks as appropriate. Proactively raise issues and work with line manages to find solutions.
Requirements
Candidates should possess a recognized nursing or midwifery qualification such as SRN, CHO, Midwife, or SECHN, along with a bachelor’s degree in public health, Social Sciences (including Community Development Studies), or another health-related field.
Minimum of 5 years professional experience in leading and managing health programmes. Proven management experience, including work planning, report writing, monitoring and evaluation, staff management, and project coordination.
Good communication and report-writing skills; Highly organized.
Ability to operate under time pressure and meet deadlines, to work independently, and take initiative.
Good team building, negotiation, and conflict resolution skills and the ability to deal respectfully with people from varied backgrounds.
Experience in building and maintaining good working relationships with other organizations and government ministries.
Previous experience working in a similar role in an NGO/humanitarian organization is an asset. Willingness to work in disadvantaged communities.
Familiar with using Microsoft Office software packages.
Representational experience at a senior level
Desirable
✓ Understanding of WASH and Social behaviour change, gender programming is an advantage. ✓ Master’s degree in public health or other relevant studies.
