ROLE PURPOSE: Save the Children is submitting a funding proposal to the anticipated USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The Activity will improve the quality of family planning, maternal newborn child and adolescent health, and malaria services; promote adoption of crucial health behaviors; and strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels.

The Senior Malaria Advisor reports to the Technical Director/Deputy Chief of Party (TD/DCOP) and ensures technical implementation of high impact, proven interventions that meet stated goals and reporting requirements. The Senior Malaria Advisor will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, help to plan and design a comprehensive malaria control program. In addition, the Senior Malaria Advisor will manage the implementation of key program activities throughout the targeted districts, oversee the work of technical staff, and ensure efficient technical and operational support for the project team.

This position is contingent upon donor approval and funding.

QUALIFICATIONS

  •  Master’s Degree in Global Health, Public Health, or International Development or a Medical Degree is ideal; Bachelor’s Degree is required.
  •  Minimum of seven years of direct experience implementing malaria prevention and treatment programs internationally, preferably in Sierra Leone or other West African countries.
  •  Previous experience interacting with US government agencies, host country governments and other global and national stakeholders
  •  Proven technical skills in program design, supervision, monitoring, evaluation and research skills.
  •  Background in malaria prevention and treatment programs is essential.
  •  Demonstrated ability to manage complex, multi-intervention health development programs in collaboration with national health ministries, international partners and local governorates.
  •  Demonstrated ability to mobilize and coordinate partners around selected malaria intervention approaches and indicators.
  •  Commitment to producing high quality project deliverables on time as well as within a highly time sensitive environment.
  •  Prior experience and knowledge of USAID regulations and requirements.

ROLE PURPOSE: Save the Children is seeking a MEAL Manager for the anticipated Delivering Learning for Out of School Children (OOSC) Project. The Ministry of Basic and Senior Secondary Education (MBSSE) in partnership with the Qatar-based Education Above All (EAA) Foundation seek to implement a five-year program to facilitate enrolment into formal and non-formal learning programs for out of school children. The MBSSE through the World Bank will receive funding for a program aiming to provide effective accelerated learning programmes that support the enrolment, retention, completion, learning outcomes and transition of OOSC. An NGO Consortium led by Save the Children has been formed to co-implement this project alongside MBSSE.

The MEAL Manager will provide leadership to the MEAL component across the OOSC NGO Consortium Partners, ensuring that there is a well-established, robust MEAL system. His/her leadership will ensure that quality and accountability standards and learning are integrated into programme design. By promoting participation and contextual data analysis, the MEAL Manager will support the project teams to strategically adapt activities/strategies to ensure efficacy and efficiency of programming, and maximise the positive impact of the project. The MEAL Manager will oversee the programme including both quantitative and qualitative approaches proposed and provide technical and field support for implementation of research, learning, monitoring, and evaluation activities, data analysis, and application of findings in coordination with technical teams.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Technical Leadership

  •  Lead the development and implementation of the OOSC NGO system, ensuring the highest standards in monitoring, evaluation, accountability, and generation of learning across the components of the project.
  •  Develop a detailed research, monitoring, evaluation, accountability and learning plan, including longitudinal studies and impact monitoring methodologies, in consultation with the Chief of Party and the Head of MEAL
  •  Engage with SCUK Technical Advisors and through the Consortium’s MEAL Working Group to ensure there is robust and functional MEAL System across all Consortium Partners.
  •  Provide hands-on technical and managerial support to and oversight of MEAL activities, and provide technical assistance and guidance to Consortium Partners to implement the OOSC NGO Consortium MEAL system.
  •  Serve as the focal point for the use of new technology in support of monitoring, evaluation, research, learning and quality improvement initiatives in the OOSC program.
  •  Collaborate with Country Office MEAL and other technical specialists at regional, center and member offices, seeking relevant technical assistance and recommendations.
  •  Set up and manage an electronic database for OOSC ensure efficient and effective tracking of OOSC from enrolment to completion
  •  Ensure that quantitative and qualitative research and MEAL tools are developed and systematically implemented by the teams, in cooperation with the Chief of Party.

  •  Ensure that programming data and feedback is valid, verifiable, timely and regularly used to inform programming decisions.
  •  Ensure that all assessment/evaluation reports meet Save the Children’s quality criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming.
  •  Work with the country MEAL team to ensure standardisation of project monitoring tools, dissemination of lessons learnt and maximise opportunities for capacity building.
  •  Maintain Save the Children MEAL culture as design in Project Management Methodology including MEAL modules in PRIME.
  •  Ensure that the project’s contribution to the CSP implementation and reporting is popularized among project team. Contribute to child-focused and child-led programme implementation, by promoting child-friendly MEAL methodologies.
  •  Ensure that the project monitoring plan is based on an understanding of gender & age relations and that monitoring and evaluation methodology
  •  Produce quarterly lessons learnt and quality cases studies; and ensure they are included in every report.

Collaboration and Staff Development

  •  Establish and Lead or Co-Lead relevant MEAL Working Group for the Consortium Partners.
  •  Support the MEAL staff of the TWG and provide technical oversight.
  •  Conduct coaching and mentoring sessions for all those who directly report to him/her and facilitate professional development opportunities
  •  Coordinate and facilitate learning events and activities for all Education and Child Development MEAL staff.
  •  Work closely with FEPS colleagues within the MBSSE to strengthen MEAL to capture more comprehensive, accurate and better disaggregated education data

Reporting and Publications

  •  Ensure that timely and accurate information on indicators is provided for all quarterly, biannual and annual reports to donors and other audiences.
  •  Systematically compile and share project and program data during departmental and project review and planning meetings as well as with external partners and stakeholders.
  •  Collaborate with advocacy, communications and media colleagues to ensure that all data and information used for publications and media products are accurate and acceptable.
  •  Support Communication Officer with the documentation and dissemination of project and program achievements, success stories and lessons learned to a broad range of audiences.
  •  Collaborate with the PQD Director and Senior MEAL Manager on the development of the Country Annual Plans (CAP), Country Annual Reports (CAR), and cross-thematic learning and knowledge management activities.

Representation and Advocacy

  •  Develop partnerships and collaboration with academic and research institutions within and outside Sierra Leone and ensure robust technical standards in research and publications.

ROLE PURPOSE: Save the Children is seeking a Monitoring and Evaluation (M&E) Advisor for an anticipated five-year USAID-funded Strengthening Integrated Health Services Activity (SIHSA) program in Sierra Leone. The program will focus on improving the quality of family planning and maternal, newborn, child, and adolescent health and malaria services; promote adoption of crucial health behaviors; and strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels.

The M&E Advisor will develop, implement, and continuously improve M&E systems for all project activities. KEY AREAS OF ACCOUNTABILITY:

Monitoring and Evaluation (M&E) Advisor

  •  Provide leadership, training and mentoring to develop and implement M&E activities (including designing tools, implementing data collection and analysis, and sharing and using data) to assess and improve program impact.
  •  Develop plan and systems for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impact.
  •  Design methodology and coordinate research activities for project operations and assessments.
  •  Effectively rollout M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.
  •  Capture appropriate cost information to track financial indicators, including benchmarking information to analyze program effectiveness and cost-effective inputs.
  •  Ensure programming alignment to targets and indicators contained in project proposal and use the information from the M&E systems and tools to improve program effectiveness.
  •  Support all project reviews and evaluation activities, including coordinating mid-term and final evaluations, and supporting donor and external reviews.
  •  Provide on-going support to maintain M&E systems; identify skill gaps and build capacity among project team members, partners and stakeholders.

Summary

Save the Children is seeking a Monitoring and Evaluation (M&E) Advisor for an anticipated five-year USAID-funded Strengthening Integrated Health Services Activity (SIHSA) program in Sierra Leone. T he program will focus on improving the quality of family planning and maternal, newborn, child, and adolescent health and malaria services; promote adoption of crucial health behaviors; and strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels.

The M&E Advisor will develop, implement, and continuously improve M&E systems for all project activities. S/he will incorporate best practices to ensure information collected is accurate, timely, and disseminated appropriately in high quality reports. The M&E Advisor will use these findings to improve the program and achieve activity objectives. She/he will also be actively involved in promoting learning through documentation of lessons learned and developing approaches for community analysis and using data for decision making.

This position is contingent upon donor approval and funding.

What You'll Be Doing (Essential Duties)

  •  Provide leadership, training and mentoring to develop and implement M&E activities (including designing tools, implementing data collection and analysis, and sharing and using data) to assess and improve program impact.
  •  Develop plan and systems for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impact.
  •  Design methodology and coordinate research activities for project operations and assessments.
  •  Effectively rollout M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.
  •  Capture appropriate cost information to track financial indicators, including benchmarking information to analyze program effectiveness and cost-effective inputs.
  •  Ensure programming alignment to targets and indicators contained in project proposal and use the information from the M&E systems and tools to improve program effectiveness.

The DFA oversees all financial management, internal controls, and financial compliance aspects of the program in accordance with USAID guidance and regulations. S/he provides financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports for donors.

What You'll Be Doing (Essential Duties)

  •  Review and consolidate monthly financial reports to ensure accuracy and to provide regular feedback to senior management.
  •  Ensure all financial plans, invoices, reports, and other financial documents and transactions are accurate, timely, and consistent with Save the Children and USAID guidelines and regulations.
  •  Prepare and monitor budgets to ascertain that spending occurs as planned and that variances are anticipated, noted, and corrected; ensure that key program personnel are aware of budgetary resources and are able to monitor their respective budgets.
  •  Prepare quarterly reports, consolidated annual fiscal reports, cumulative life of project report, and any other required donor submissions.
  •  Verify that appropriate segregation of duties exists to ensure effective support of field operations and to protect the integrity of the country office finance and administrative operations.
  •  Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with Save the Children’s policies and procedures and USAID grants and contracts requirements.
  •  Oversee subgrant monitoring and compliance including organizational assessments, review of financial reports/advance requests, and financial tracking; develop subgrant monitoring plans; and perform and document compliance visits.
  •  Supervise the finance and operations staff, conducting performance evaluations and revising job descriptions as necessary. Develop the capacity of the team and facilitate their professional growth.
  •  Provide capacity building in financial and operations management to local partners and government stakeholders.
  •  Prepare and revise finance and operation guidelines to ensure adherence to SC and USAID requirements;

Required Qualifications

  •  Bachelor’s degree in finance, business administration, or other relevant field; professional qualification/certification in Accounting and graduate work desired.
  •  Minimum of seven years of experience managing finance for USAID-funded projects; in-depth knowledge of USAID financial management rules and regulations.
  •  Proven ability to prepare budgets and donor financial reports.
  •  Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations.
  •  Experience as a coach/mentor to train staff and develop financial skills of colleagues.
  •  Excellent oral and written communication skills in English. Knowledge of local language preferred.
