Options is preparing to bid for the anticipated USAID Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The 5-year project aims to contribute to the Government of Sierra Leone's overarching goal of improving the health of adolescents, pregnant and postpartum women, and children less than five years old.

Position

The Finance and Operations Director will work closely with the SIHSA Chief of Party and other colleagues based in Freetown, particularly on finance, administration and compliance-related issues to ensure targets are met and the program is properly administered. They will ensure that financial, operational, and reporting requirements comply with USAID regulations and Options' policies and processes. They will be the primary point of contact for all financial and administration management on the SIHSA program. This includes responding to ad hoc requests and supporting the SIHSA team and the Options UK office in the financial management of the program.

The Finance and Operations Director will be responsible for ensuring the financial health of the program and the correct usage of funds and that Options is USAID compliant with all the in-country statutory reporting and regulation requirements with the relevant bodies in Sierra Leone, including the NRA and other regulatory bodies. They will lead the statutory financial audit in Sierra Leone and provide inputs and supporting documentation for the UK audit. They will lead the finance, compliance, administrative and logistics team, and oversee the HR function.

Requirements

  • Β University degree in degree in Business Administration, Bachelor of Commerce, and chartered accountant or equivalent in Sierra Leone.
  • Β Significant experience supporting programme finances and administration of multiple years or donor-funded projects in a similar role
  • Β Experience of managing payroll and related systems and policies.
  • Β Experience providing administration and logistical support to team colleagues over multiple locations.
  • Β Experience in procurement according to best practice guidelines
  • Β Experience working with international based consultants and colleagues and supporting travel and logistics.
  • Β Experience of working as part of an international organization and providing reporting information

  • Β Strong analytical skills with experience in analyzing and interpreting annual budgets, financial monitoring and financial reports.
  • Β Experience in managing budgets effectively with oversight on spending while providing regular oversight on issues related to risk and audit.
  • Β Experience of risk management and mitigation in a program context.
  • Β Excellent planning and inter-personal skills;
  • Β Excellent English verbal and written communication skills.
  • Β Ability to multi-task and cover multiple work streams simultaneously, to work independently, and as a team member, under pressure and to deadlines;
  • Β Excellent Word, Excel, PowerPoint and accounting/payroll software skills;
  • Β Naturally committed and hard-working, with ability to work under pressure;
  • Β Knowledge in using QuickBooks Accounting system.
  • Β Strong financial and risk management skills
  • Β Strong administration and organizational skills, good time management
