Solthis is an international health NGO which contributes to the strengthening of health systems to improve the access to quality care in countries with limited resources and/or with the vulnerable populations. Solthis is registered and has been operating in Sierra Leone since 2011 where our teams have been providing comprehensive technical support at both health facility, national and community levels to improve quality of HIV care.
From 2022, Solthis is providing a Technical Assistance (TA) to NACP for the implementation of the New Funding Model 3 (NFM3) in seven districts including Western Area (Rural and Urban), Port Loko, Bombali, Tonkolili, Bo and Kenema health districts. Through quality-oriented capacity building approaches, the TA complements healthcare workers’ capacity building activities such as on-site training, clinical mentorship, supportive supervision and coordination planned by the NACP. The TA focuses on strengthening the capacity of healthcare workers (HCWs) at Health Facilities (HF) and Key Population Drop-In Centers (DIC) levels and DHMT staff to provide quality of HIV services delivery including prevention, HTS, ART, eMTCT, DSD, EID, Viral Load, TB/HIV etc. It also supports data management system and usage of data to improve HIV related indicators; and strengthens the supply chain management and laboratory component to improve the accessibility and availability of HIV commodities at health facilities and DICs, and to support DHMT to allocate the available resources in the best possible way to minimize service provision disruption.

SPECIFIC TASKS AND RESPONSIBILITIES
A- Project implementation and monitoring
- Implementation of activities :
- Ensures proper project implementation in line with Solthis’ standards and contractual deadlines. • Conducts analysis of project context and environment (current and prospective). • Guarantees the production and quality of defined deliverables.
- Manages project budgets, including co-financing.
- Applys fraud and abuse prevention and management procedures
- Sets up, monitors, and updates project management documents (action plan, logical framework, etc.).
- Handles internal start-up processes (recruitment, kick-off meetings, operational planning, etc.).
- Reporting :
- Produces a critical analysis of the results achieved for the projects.
- Drafts monthly internal reports according to a template defined beforehand. • Prepares internal quarterly meeting PowerPoint presentations and organizes the review meeting i.e. schedules the meeting, sends invitations to participants, presents the presentation during the meeting to participants
- Submits monthly programmatic and financial reports to NACP & IHPAU , and other stakeholders in a timely manner, ensuring compliance with specified requirements. • Organizes quarterly review meetings at the national, district, and facility levels as required.
- Monitoring & evaluation:
- Oversees the development and implementation of the project Monitoring & Evaluation (M&E) plan
- Ensures the documentation and completeness of project program data.
- Disseminates validated key results to partners and national programs.
- Contributes to the terms of reference for external and/or internal evaluations and ensures proper conditions for evaluation.
- Relations with donors and partners
- Ensures commitments to the donors are met in terms of budget management and reporting schedules
- Organises and leads quarterly review meetings with NACP and IHPAU, and other technical, implementing partners
- Participates in the various HIV thematics national Technical Working Groups and other national steering committees
- Liaises with and maintains good relations with NACP, IHPAU, NAS, implementing partners, CSOs, UNAIDS, WHO, and others organizations involved in HIV prevention in Sierra Leone
- Advocacy / Capitalisation / Communication on projects :
- Facilitates communication between operational and MEAL Coordinator
- Participates in national consultation frameworks on the various HIV thematics • Defines operational communication actions for projects, i.e. visibility, dissemination of results, closure, etc.
- Documents and disseminates lessons learned from projects
- Ensures that all project-related documents are archived on SharePoint.
- Participates in international conferences related to project themes (pending availability of funds)
- Technical Support:
- Provides technical support to the NACP and NAS in developing or/and reviewing standard treatment guidelines, policies, and manuals, as well as jobs and SOPs.
- Represents Solthis in national and district-level activities.
- Provides technical assistance and guidance to Solthis supported facilities in clinical case management for HIV patients.
B- Team management
- Works with the Programme Coordinator to recruit and integrate the NFM3 TA project team. • Set objectives to be achieved at the end of the trial period.
- Conducts regular individual reviews, providing honest, constructive, and benevolent feedback on performance.
- Supports the setting of annual objectives and assesses, once a year, the performance and skills of the employees under his/her direct supervision, and proposes skills development actions. • Identifies and address disciplinary problems in collaboration with the Programme Coordinator and HR Management if necessary.
- Ensures that the teams concerned are involved in the decision-making process.
- Administrative and financial monitoring
- Manage the project budget in collaboration with the AFM & Deputy AFM
- Provides the AFM & Deputy AFM with all information affecting the project budget at monthly meetings.
- Ensures that the team is familiar with and complies with Solthis’ administrative and financial procedures and those of the projects’ donors, and ensure that they are properly applied • Collaboratively with the Deputy AFM follow-up of the disbursement of funds by NACP and IHPAU for the grant implementation by the contract agreement terms
- Contributes to internal and external financial audits of projects, and ensures that recommendations are implemented.
- Project development / set-up
- Leads the development of Technical Assistance proposal for GC7/NFM4
Skills required
