International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. The Sierra Leone Coordination office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as a Gender and Advocacy Manager to provides strategic leadership and technical oversight to ensure gender equality, social inclusion, and advocacy are effectively mainstreamed and implemented across all programs and partnerships

KEY ROLES AND RESPONSIBILITIES :

Objective 1: Strategic Leadership on Gender Equality and Social Inclusion (GESI) and protection.

The Gender and Advocacy Manager is responsible for:

  • Operationalizing and contextualizing the organization’s gender and inclusion strategy at the national and field level.
  • Conducting and supporting gender and power analyses, and ensuring findings are used to inform program design and adaptation.
  • Building the capacity of staff and partners on gender integration, GBV mitigation, , and gender-transformative approaches.
  • Act as the country-level gender focal point, ensuring policy compliance and integration across project cycles.
  • Promoting inclusive and dignified engagement of women, girls, and marginalized groups in all programs and governance structures.

Objective 2: Advocacy Strategy Development and Implementation.

The Gender and Advocacy Manager is responsible for:

  • Designing, leading, and reviewing the national advocacy and influencing strategy in line with organizational and program goals.
  • Contributing to project proposals and integrating advocacy activities of the mission
  • Identifying national and local change agents, building coalitions, and leading advocacy campaigns on key themes such as girls’ rights, climate justice, protection, and youth leadership.
  • Managing the information and communication needed for advocacy, including consolidating and analysing key information on advocacy issues by collecting and updating relevant data as well as monitoring political, financial and administrative calendars to influence stakeholders
  • Engaging media and coordinating gender and advocacy messaging
  • Coordinating stakeholder engagements and supporting partners and field teams to influence policy, budgets, and program delivery.
  • Representing the organization in key advocacy spaces including national coalitions, thematic working groups, and donor dialogue forums.
  • Developing evidence-based policy briefs, messaging, and position papers based on field experiences and program data.

Objective 3: Civil Society Strengthening and Social Mobilization

The Gender and Advocacy Manager is responsible for:

  • Mapping and nurturing partnerships with local CSOs, women- and youth-led organizations to co-create advocacy and governance initiatives.
  • Supporting community-led advocacy platforms and promoting citizen engagement and social accountability at district and national levels.
  • Coordinating joint planning and learning events with partners on gender, advocacy, and inclusive governance.
  • Strengthening partner capacity in GESI-sensitive evidence generation, policy dialogue, and campaign implementation.

Objective 4: Programmatic Support, Learning, and Reporting

The Gender and Advocacy Manager is responsible for:

  • Integrating gender and advocacy indicators into MEAL frameworks and log frames in collaboration with MEAL colleagues.
  • Contributing to program design, proposal development, and donor reporting from a gender and advocacy lens.
  • Documenting good practices, lessons learned, and stories of change to enhance program quality and donor engagement.
  • Supporting cross-sectoral knowledge sharing and adaptive learning on GESI and advocacy.
  • Ensuring the alignment of advocacy messages with evidence and field realities.

 

Objective 5:  Action Against Hunger Policies/Safeguarding 

    • Help ensure all aspects of Action Against Hunger activities adhere to program quality standards and policies (accountability and mainstreaming) in a coherent and integrated manner.
  • Comply with Action Against Hunger Safeguarding Policy
Internal & External Relationships

  • DCD-Programs, Technical Sector Leads, MEAL, Communications, Grants and

Program Managers, Consortium partners.

  • Regional/HQ Gender and Advocacy Advisors (as applicable)
External
  • Line Ministries (e.g., Ministry of Gender, Health, Education, Youth),
  • Donor agencies, UN agencies,
  • Media outlets, INGOs, CSOs and grassroots organizations.
REPORTING RESPONSIBILITIES
  • Gender and Advocacy workplans and strategies
  • Contributions to SitReps, donor and annual reports
  • Documentation of success stories and case studies
  • Lessons learned and learning briefs
  • Campaign and advocacy tracking reports
QUALIFICATIONS
  • A Bachelor’s degree in Gender Studies, Development Studies, Public Policy, Political Science, and Human Rights, or related field.
  • A Master’s degree is an added advantage.
SKILLS & EXPERIENCE
ESSENTIAL
  • Deep understanding of gender-transformative and inclusive programming.
  • Excellent facilitation, networking, and capacity-strengthening skills.
  • Strong analytical, communication, and report-writing skills.
  • Experience with protection integration.
  • Proficiency in English (spoken and written); knowledge of local languages is an asset.
  • Strong knowledge of Sierra Leone’s governance, policy, and civil society landscape.
PREFERRED
  • At least 3 years of relevant experience in advocacy, gender programming, or civil society engagement.
  • Proven experience leading or supporting policy dialogue and influencing campaigns in Sierra Leone or a similar context.
  • Experience working with local partners and networks on social justice, gender equity, and community-led advocacy.

WORK CONDITIONS

STARTING DATE: June 2025

HOUSING AND TRANSPORT ALLOWANCE: 15% of basic salary each

DURATION OF CONTRACT: Twelve (12) Months, with possible  extension

LOCATION: Freetown, with possible travels to Bonthe, Moyamba, Falaba, and other field areas
