How can you make a difference?

Purpose and Objectives:

The purpose of this consultancy is to develop UNICEF Sierra Leone inclusive education strategy to address gender, equality, disability, and social inclusion in education. Through a cross-sectoral approach, the consultant will work in close collaboration with UNICEF Sierra Leone Education section and relevant national stakeholders, particularly the MBSSE, the Ministry of Social Welfare (MoSW), the Ministry of Health (MoH) and National Commission for Person with Disability (NCPD).

The objectives of this assignment are:

  • Β Develop UNICEF inclusive education strategy comprehensive of perspectives on gender, equity, disability, and social inclusion, an actionable road map and a costed operational plan.
  • Β Develop the capacity of UNICEF education staff (including staff from other sections, as needed) and the MBSSE officials to address gender, equality, disability, and social inclusion in education.
  • Β Build the momentum for enhancing implementation of sector inclusive education policy.

Methodology and Technical Approach:

Through remote and face-to-face consultations/workshops with and trainings to UNICEF education staff and relevant MDAs officials the consultant will deliver the tasks listed below.

Specific Tasks:

Under objective 1 the specific tasks are:

  • Β Conduct a Gender, Equity, Disability and Social Inclusion (GEDSI) study of the UNICEF education programme and the MBSSE education plan through desk review, consultations with UNICEF staff and relevant MDAs officials as well as field visits to conduct focus group discussion with children and parents.
  • Β Building on findings and recommendations from the study, to develop UNICEF inclusive education strategy, road map and costed work plan. The strategy should include a mapping of the stakeholders with whom UNICEF could collaborate to implement the strategy.

Under objective 2 the specific tasks are:

  • Β Assess capacity and gaps among UNICEF education staff and MBSSE officials on addressing gender, equality, disability, and social inclusion in education.
  • Β Develop training modules based on the skill gaps identified.
  • Β Conduct at least two capacity building trainings for UNICEF staff and MBSSE officials on addressing gender equality, disability, and inclusion in education.

Under objective 3 the specific tasks are:

  • Β Based on the findings from the GEDSI study and the UNICEF inclusive strategy to develop a policy brief on inclusive education.
  • Β Develop an advocacy and communication plan in alignment with the inclusive education strategy.
  • Β Organize and deliver a one-day seminar on inclusive education in Freetown to launch the GEDSI study of the MBSSE education plan and share its key findings and recommendations with key stakeholders.

How can you make a difference?

The Government of Sierra Leone (GoSL) is currently implementing several social protection (SP) programmes. The World Bank-financed Social Safety Net Project (SSNP) provides support to the GoSL in its efforts to build a Social Protection system and to provide timely income support to an increased number of poor households via a consolidated approach. The Project also finances measures to prevent corruption and to establish an independent grievance redress mechanism (GRM) as a channel for beneficiaries and other stakeholders to raise grievances, complaints, or corruption reports about the project. This consultancy is aimed to develop a mobile app to interface with the web-based grievance redress system to manage the grievance resolution workflow.

Objectives and Purpose of the Consultancy

  • Β Develop a cross-platform Windows, iOS and Android mobile application to facilitate grievance submission, tracking, and resolution.
  • Β Provide users with an intuitive interface for submitting grievances, attaching relevant documents or media if necessary.
  • Β Enable real-time tracking of grievance status and progress.
  • Β Implement mechanisms for administrators to manage grievances, assign tasks, and communicate with stakeholders.
  • Β Ensure data security and privacy in accordance with relevant regulations.

Scope of Work:

The consultancy covers the following areas of responsibility:

  • Β Conduct requirements gathering and analysis to understand stakeholder needs and preferences.
  • Β Design user interfaces (UI) and user experience (UX) prototypes for the mobile application.

  • Β An advanced university degree (Master's or higher) in computer sciences, software engineering or related field with eight years of relevant professional experience in software development.
  • Β Experience and expertise in developing mobile applications, particularly in the area of grievance management.
  • Β Understanding of the project requirements and ability to meet them within the specified timeline.
  • Β Direct involvement or significant experience in developing the current web-based grievance redress system or similar systems in the field of social protection or governance.
  • Β Quality of proposed solution, including UI/UX design, security measures, and scalability.
  • Β Possesses experience collaborating with development partners, international organizations, or government agencies involved in social protection programs or similar initiatives.
  • Β Prior experience working in Least Developed Countries (LDCs) or similar contexts, with a proven track record of successfully implementing projects in resource-constrained environments.
