BACKGROUND

The International Rescue Committee, one of the world's largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC has worked in Sierra Leone since 1999. The IRC currently programs across three core sectors:




  • Health
  • Women and Girls' Protection and Empowerment (WGPE), and
  • Education. The IRC is committed to supporting the Government of Sierra Leone in the strengthening of the country. We seek to build upon our programming experience and introduce new programs that are adaptive, collaborative and evidence-driven, leading to a more educated, safe, healthy and empowered Sierra Leone.

SCOPE OF WORK

The 2021/22 year will see a multitude of new initiative rolled out in IRC and with its program partners. Soon there will be the developing of the new 3-year Strategic Action Plan (SAP) which will require significant amount of data review and input. It is expected there will be several large calls for proposals towards mid - 2021. Currently the country program is going through their financial system transition of Integra that will require significant change in the way of working by the Programs Team. This position will be expected to frequently travel to the field.

Job Overview/Summary

The Strategic, Support and Partnership Coordinator will be working under the supervision of the DDP and technical relationship with the Grants and MEAL units. S/he will be mainly responsible for supporting the quality components of the program and supporting in guiding the vision and the strategy for the overall program.





As the Sierra Leone program evolves it is especially important that program quality, staff capacity and organizational effectiveness is strengthened. This new position will enhance coherence and synergies between the various programs to ensure better coherence and coordination. S/he will be integral in the interface between the programs when organizational initiatives are rolled out or need strengthening.

It is also expected that the position will support the DDP and the Grants unit in strategic planning activities, support policy analysis, support external relations and networking, support resource mobilization, support areas of knowledge management and capacity building. This will better ensure better consistency in program effectiveness and oversight.

Key Responsibilities

1. Backstop any Key Program personal gaps

· Backstop Key program personal gaps as they arise.

· Familiarize themselves with all program functions

2. Support the development of the Strategic Action Plan: Strategy 100

· Preparing inputs for the Sierra Leone Strategic Action Plan process that will commence in October 2021. Including elements of Client Responsiveness and partner responsiveness

· Support inputs into the Country Office target setting of the Strategic Action Plan

· Follows-up on targets reviews and track progress on the Strategy 100;

· Support the Country team on the mechanisms and roll-out of the SAP

· Support the preparation of progress reports on the SAP





3. Partnership Coordination

· Coordinate stakeholder mapping for potential partnership and support

· Provide technical support to Partners on compliance to terms of agreements, including periodic reporting, Safeguarding and Quality assurance when support is requested from Grants.

· Support the MEAL unit on monitoring of partner implementation, annual reviews, mid-term reviews and evaluations when support is requested from M&E.

4. Program Development: · Preparing inputs for proposal development for upcoming calls, including a stakeholder mapping inclusive of future local potential partners

· Support the Program function in proposal development, budgets and Concept Notes as requested.

· Support on Implementation of peers' guidelines

· Support program staff in areas of Integra inputs to mee the Go Live Deadline.

5. Other: · Lead on documenting learnings for all projects.

· Support donor visits when requested.

· Support the Grant Intern in developing a Communications Strategy and supporting the updating of the IRC Sierra Leone website.

· Potentially support aspects of the Liberia program implementation.

· Participate in Grants Opening, Monthly Review, and Grant Closing meetings.

Support other IRC initiatives as they arise. Update

Minimum Qualifications

Education

  • Bachelor's degree in Development areas, Social Sciences, Health, Education or related fields.
  • A minimum of 5 years of related work experience in program coordination or management.
  • Excellent knowledge of project management systems and procedures. Including Results Based Management approaches and the aptitude to contribute to the design, implementation and monitoring of programs.
  • Experience at strategy development.
  • Excellent written and verbal communication skills.
  • Strong organizational and planning skills.
  • Proficiency in MS Office, particularly Word and Excel.
  • Strong networking skills.
