Job Summary:

CRS seeks a Technical Advisor for the USG-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), Perennial Malaria Chemoprevention (PMC), health systems strengthening, including community health systems, data collection and use for service delivery, other malaria prevention interventions.

The Malaria Technical Advisor will report to the Program Manager and will take a leadership role in ensuring quality technical implementation of activities, meet stated goals and reporting requirements. S/he will coordinate with relevant ministry of health officials at national and subnational level, PATH technical teams and other malaria implementing partners on technical issues of the project.

Roles and Key Responsibilities:

  • Provide technical solutions to the REACH Malaria country team for strategic planning and how to apply program design and implementation standards, best practices, tools, and M&E, ensuring high-quality implementation.
  • Lead technical and monitoring aspects of project activity implementation in coordination with the PMI REACH country team and ensure adherence to PMI technical guidance and global best practices.
  • Provide technical support to the MOH through the national malaria program, ensuring high-quality interventions across all technical areas, while collaborating with MoH technical experts in development and use of policies, guidelines, and training materials, technical support, supervision, and mentorship programs.
  • Maintain current technical knowledge on malaria and other related public health topics and manage introduction and scale-up of best practices and technical interventions, while sharing knowledge through active participation in malaria-related and other relevant technical working groups.
  • Work with the MoH to actively use data for decision-making and to identify how malaria control activities and the impact can be sustained over time.
  • Contribute to learning and training strategies and agendas/curricula, conducting trainings and workshops and mentoring and coaching CRS staff and in-country stakeholders, including MoH and NMCP.
  • Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
  • Collaborate with PMI REACH and CRS global technical advisors for diagnostics, malaria, maternal, newborn and child health, data and digital health, for their technical inputs into project deliverables and activity plans.
  • Manage and supervise technical teams, ensuring adherence to CRS performance management standards.
  • Assist the Programme Manager in developing annual work plans, budgets and performance reports.
  • Actively support external representation of the project and CRS in terms of meeting, training etc

Other responsibilities can be assigned as and when necessary.

 

Basic Qualifications:

  • Bachelor’s degree in public health, medical sciences, clinical fields, or other disciplines related to the program area required.
  • Minimum of eight (8) years of providing technical leadership in designing and implementing malaria control, public health or related programs in service delivery activities.
  • Experience supporting donor-funded health projects, with preference for malaria and other public health interventions.
  • Previous experience collaborating closely with National Malaria Control Programs and other government and civil society stakeholders within the country.
  • Demonstrated application of technical principles and concepts in malaria. General knowledge of other related disciplines to ensure a proper cross-sectoral approach.
  • Demonstrated experience collaborating with key stakeholders in the malaria services space in Sierra Leone, including malaria case management, prevention of MiP, SMC, surveillance, health systems strengthening, data collection and use for service delivery and other MNCH programs.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
  • Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
  • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and government health systems. Understanding of partnership principles.

 

Preferred Qualifications: 

  • Master’s degree in public health, medical sciences, or other fields related to the program is an advantage. 
  • Active member/participant in one or more malaria-focused technical working groups, e.g. RBM or other
  • Highly experienced in working with Malaria programmes and maintaining good relationship with the National Malaria Control Programme and other directorates of the Ministry of Health in Sierra Leone

  • Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.

Required Languages – Strong written and oral communication skills in English required. Proficiency in English and Krio is preferred.

1. Background
The President’s Malaria Initiative (PMI) REACH project is a global initiative funded by the U.S. Government
through PMI and implemented by a consortium of leading international organizations, including PATH (lead
agency), Catholic Relief Services (CRS), Amref Health Africa, and Université Cheikh Anta Diop (UCAD).
The project supports Sierra Leone’s National Malaria Control Programme (NMCP) to accelerate progress
toward malaria elimination by strengthening health systems, improving access to quality malaria services, and
ensuring interventions reach the most vulnerable populations.
Malaria remains one of the leading causes of illness and death in Sierra Leone, particularly among children
under five and pregnant women. The National Malaria Strategic Plan aims to reduce the malaria burden and
move toward elimination by 2025 through high-impact interventions such as the distribution of insecticide-
treated nets (ITNs), indoor residual spraying, prompt diagnosis and treatment, and community engagement.
Effective communication is critical to achieving these objectives. Communities need clear, culturally
appropriate, and behavior-focused messages to understand prevention practices, seek timely treatment, and
adopt recommended behaviors. Radio remains one of the most powerful and accessible channels for health
communication in Sierra Leone, reaching rural and urban populations alike. Complementary materials such as
flyers and posters reinforce these messages at community and household levels.
To amplify outreach and ensure inclusivity, PMI REACH seeks a consultant to develop five culturally
appropriate radio jingles in Krio, Koranko, Fullah, Mende, Temne, and Limba. These jingles will promote key
malaria messages aligned with the National Malaria Strategic Plan and will be designed to resonate with

The consultant will:
Develop scripts for malaria-related messages in English and adapt them into five local languages.
Ensure cultural and linguistic appropriateness of all messages.
Record and produce one minute clear, broadcast-quality audio file in each language.
Deliver final mastered audio files suitable for radio and community playback.
4. Scope of Work
The scope includes:
Scriptwriting in English and translation into Krio, Mende, Koranko, Yalunka, Limba, and Susu.
Voice talent selection and audio recording.
Editing and mastering audio files for radio broadcast standards.
Delivery of final audio files in MP3/WAV format.

ATTACHMENT (2) – CODE OF CONDUCT

SUPPLIER / SERVICE PROVIDER CODE OF CONDUCT
Catholic Relief Services (CRS) has committed to the principles of responsible sourcing, and we expect our
suppliers and service providers to fully follow the applicable contractual obligations to include CRS terms &
conditions, local and relevant/otherwise applicable laws and to adhere to internationally recognized
environmental, social, and corporate governance standards. We also expect our suppliers to implement these
standards with their suppliers and subcontractors, as inspired by the United Nations Global Compact
initiative, the United Nations Guiding Principles and Human Rights, the International Labor Organization's
Declaration on Fundamental Principles and Rights at Work, ETI Base Code, and applicable CRS’ Policies,
Procedures and Standards.
1) SOCIAL
• Prohibit all forms of harassment, sexual harassment, exploitation and abuse, including sexual
exploitation and abuse, and trafficking in persons. All sexual activity with a child, defined as person
under the age of 18 years, is considered sexual abuse regardless of local age of consent.
• Have mechanisms in place to actively prevent, address, and respond to harassment, sexual
harassment, exploitation and abuse, including sexual exploitation and abuse, and trafficking in
persons.
• Support the protection of internationally proclaimed human rights and prohibit forced, bonded, and
involuntary labor and child labor.
• Do not recruit or employ children under the age of 15 years. Do not recruit or employ children under
18 years for work that is mentally or physically dangerous or interferes with schooling.
• Treat employees with dignity and respect and supply a workplace that is safe and hygienic, complies
with national laws, and is free from discrimination on the basis of race, gender, age, religion,
sexuality, culture or disability.
• Provide accessible and confidential reporting mechanisms for employees and other stakeholders to
report concerns or suspicions of any forms of harassment, abuse and exploitation described above and
potentially unlawful practices by management or employees.
• Commit to protecting reporters or whistleblowers from retaliation.
• Uphold the freedom of association and the right to collective bargaining as set out within applicable
laws.
• Ensure wages and working hours meet national legal standards.
2) GOVERNANCE
• Abide by all applicable national and international trade laws and regulations including but not limited
to antitrust, trade controls, and sanction regimes.
• Consider business integrity as the basis of business relationships.
• Prohibit all types of bribery, corruption, money laundering and terrorism financing

• Forbid gifts to private or public officials that aim to influence business decisions or

otherwise encourage them to act contrary to their obligations.
• Respect the privacy and confidential information of all your employees and business partners as well
as protect data and intellectual property from misuse.
• Have data protection and managements standards in place that address data collection, safeguarding,
sanitation and disposal. The data owner is aware of the data provision terms and conditions and
supplies consent as per CRS Responsible Data Values and Principles
• Implement a proper Compliance Management policy and procedure, which facilitate compliance with
applicable laws, regulations, and standards.
3) ENVIRONMENT
• Follow all applicable environmental, health and safety regulations.
• Promote the safe and environmentally sound development, manufacturing, transport, use and disposal
of your products.
• Ensure by using proper management policies and procedures that product quality and safety meet the
applicable requirements.
• Protect your employees’ and neighbors’ life and health, as well as the public at large against hazards
inherent in your processes and products.
• Use resources efficiently, apply energy-efficient and environmentally friendly technologies and
reduce waste, as well as emissions to air, water, and soil.

Because CRS is a recipient of numerous grants or contracts provided by governmental, public, and private
donors, all suppliers and service providers are hereby notified that other donor-specific compliance measures
may be included in the legal instrument through which goods or services are procured.
CRS reserves the right to conduct due diligence audits or assessments to ensure your compliance and will take
reasonable steps to investigate or otherwise take appropriate action to address concerns. CRS reserves the
right to terminate any relationship for non-adherence to the abovementioned requirements.
