About This Role
The Specialist II, ECCE provides technical leadership, guidance, and oversight for ChildFund’s Early Childhood Care & Education programs. The role focuses on improving developmental outcomes for children (0–5 years) through high-quality program design, capacity strengthening, monitoring, and strategic partnerships. The Specialist II, ECCE ensures interventions are aligned with ChildFund’s global program frameworks, national policies, and evidence-based ECCE practices.

Required Experience and Education

  • BA or BS in Early Childhood Development, Education, Child Psychology, Social Sciences, or related field or an equivalent experience

Experience

  • Minimum of 5 Ā to 7 years working in ECCE or education-focused program implementation.
  • Experience with community-based ECCE
  • Ā models, caregiver programming, and child development assessments.
  • Experience collaborating with government and local partners.
  • Strong proposal development and project design experience..

Preferred

  • Experience undertaking frequent field travel to program implementation communities.

Primary Responsibilities
Ā A. Technical Leadership & Quality Assurance

  • Provide technical guidance for the design, implementation, and evaluation of ECCE projects.
  • Ensure project aligns with ChildFund’s Framework, national ECCE standards, and global best practices.
  • Adapt ECCE curricula, parenting modules, training manuals, and child centered learning materials.
  • Promote inclusive, safe, and appropriate learning environments for all children, including children with disabilities.
  • Lead and Coordinate with teachers at ECCE centers to observe, assess and track Children’s Progress
  • Coordinate with the Project Manager to Implement and monitor the structural and process quality elements of the EOF supported project (Salone pikin for learn and play.

B. Program Design & Proposal Development

  • Lead ECCD assessments, situational analyses, and stakeholder consultations.
  • Contribute to proposal writing by providing strong technical inputs, theories of change, logical frameworks, and budgets.
  • Identify innovative models and emerging trends to strengthen funding opportunities in ECCE.

C. Capacity Building

  • Train and mentor community facilitators, caregivers, teachers, partner organizations, and internal program teams.
  • Develop capacity building tools on early learning, positive discipline, nutrition-sensitive ECCE, caregiver engagement, and play based learning.
  • Provide regular coaching and supportive supervision to frontline ECCE workers.

D. Monitoring, Evaluation, Reporting & Learning

  • Support the development of M&E tools and indicators for ECCE programs.
  • Conduct field monitoring visits to ensure quality implementation and adherence to standards.
  • Document lessons learned, case studies, and best practices for knowledge sharing.
  • Contribute to quarterly and annual reports.

E. Partnership Management & Coordination

  • Strengthening collaboration with government ministries (e.g., Education, Health, Social Welfare), community structures, and technical networks.
  • Represent ChildFund in ECCE coordination forums, working groups, and donor meetings.
  • Support local implementing partners in building strong ECCE program capacity.

F. Child Safeguarding & Compliance

  • Ensure all ECCE interventions comply with ChildFund’s safeguarding, protection, and gender equity policies.
  • Promote safe, nurturing interactions between caregivers and children.
  • Report and respond to any concerns according to organizational procedures.
  • Ensure ECCE teachers follow safety, hygiene, and child protection guidelines

About This Role
The driver will be responsible for safely transporting staff, partners, visitors and other people to ensure we are able to deliver our work to all project operational locations (Portloko, Karena, Koinadugu, Bombali, Kambia). The post holder will be responsible for assisting in the secure transportation of goods and materials that assist in performing our work.

Required Experience and Education

  • 2 years’ experience with a valid Driver’s license without violation for the past 12 months

Primary Responsibilities

About This Role
The Procurement Officer should focus upon providing a customer-oriented service to the Programs/Other End users within the ChildFund Structure.   • File and archive all procurement documents
  • Management of complex and large-scale procurements, especially but not limited to tenders.
  • Timely and effective procurement of all materials and effective execution of purchase requests,
  • Draw up contracts and update vendor files. Ensure that the end dates of all contracts are communicated one month before the due date.
  • Identify and establish Preferred Suppler Agreements (PSAs)/Framework agreements for items that will be regularly required.

About This Role
The MEL Officer will be supervised by the MEL Specialist. The MEL Officer will lead and coordinate the community-based data collection during the implementation of the Early Childhood Care and Education (ECCE)Project. The MEL Officer will ensure real-time data collection and tracking of output indicators as activities are implemented.

Required Experience and Education

  • Minimum of 4 years of work experience in monitoring and evaluation
  • Expertise in both qualitative and quantitative methodologies, operations research, management of information systems, data quality assessment and data analysis as well as presentation.
  • Demonstrated strong teamwork and planning skills.

About This Role
The project officer will be responsible for the day -to-day direct implementation of theĀ  Early Childhood Care and Education (ECCE)Project in the district of Bombali.

Required Experience and Education

  • Minimum 4Ā years of work experience in a similar context
  • Bachelor’s degree in education, Development Studies, Rural Development, Social Work, Project Management, or related fields

Primary Responsibilities

  • She/he will be responsible for community-based planning, coordination, mobilization, coaching, mentoring, training, supportive monitoring, and reporting among other duties.
  • Serve as first point of contact for the Teachers, Assistants and Cooks during the project implementation.
  • Supervise the refurbishment of ECCE centers
  • Represent ChildFund International - Sierra Leone at any related district level and chiefdom level coordination meetings as and when required.
  • Acts as liaison between ChildFund and other stakeholders, and between participants and communities at the district and chiefdom levels.
  • Ensures project plans are executed in a timely manner and share updates on progress and challenges.
  • Compile and document monthly and quarterly project reports and submit to Project Coordinator in a timely manner.

About This Role
Senior Manager, Project will lead the planning, implementation, and monitoring of an outcome-based Early Childhood Care and Education project. This role ensures that interventions are evidence-driven, community-centered, and aligned with donor requirements. The Senior Manager, Project will coordinate stakeholders, manage resources, and guarantee that project activities deliver measurable improvements in child development outcomes in line with the project specific outcomes

Required Experience and Education
Required

  • Bachelors Degree in Education, Development Studies, Social Sciences disciplineĀ or related field or equivalent experience. Masters is a plus or equivalent experience
  • Minimum of 8 to 10 years of progressive experience in project management and leadership within INGOs or development organizations.
  • Strong knowledge of ECCE frameworks, child development milestones, and inclusive education practices.
  • Proven experience in outcome-based project management, monitoring, and reporting.
  • Demonstrated ability to manage budgets, donor compliance, and multi-stakeholder coordination.
  • Excellent communication, facilitation, and leadership skills
  • Demonstrated ability to manage projects across diverse geographies.
  • Excellent leadership, communication, and negotiation skills.

Preferred

  • Proven track record and strong knowledge of ECCE frameworks, child development milestones, and inclusive education practices
  • Demonstrated knowledge of project design and management, resource stewardship, and cross functional coordination

Primary Responsibilities
Ā Project Planning, Implementation & Coordination

  • Lead day-to-day management of project activities, ensuring timely delivery and adherence to quality standards
  • Develop detailed work plans, budgets, and timelines for ECCE interventions across all five project districts.
  • Lead the review of Project KPIs and ensure each team member understands the expected outcomes of the project
  • Participating in the country review committee for the periodic review of the project and action plans
  • Coordinate with local partners, government agencies, and community stakeholders to strengthen ECCE systems.
  • Ensure project implementation incorporates best practices in early childhood care and education, inclusive education, and child protection.
  • Supervise field teams and provide technical guidance to ensure effective service delivery.

Monitoring, Evaluation, and Learning (MEAL)

  • Establish and oversee outcome-based monitoring frameworks to track progress against child development indicators.
  • Collect, analyze, and report data to demonstrate project impact and inform adaptive management.
  • Document lessons learned and best practices for knowledge sharing and scale-up.

Financial & Compliance Management

  • Manage project budgets, ensuring efficient use of resources and compliance with donor regulations.
  • Prepare financial and narrative reports for donors and internal stakeholders.
  • Monitor procurement and logistics processes to ensure transparency and accountability.

Capacity Building & Team Leadership

  • Train and mentor project staff, community educators, and caregivers in ECCE methodologies.
  • Foster a collaborative, inclusive, and performance-driven team culture.
  • Promote professional development opportunities for staff to strengthen ECCE expertise.
  • Champion equity, and inclusion within program teams.

Stakeholder Engagement & Advocacy

  • Represent the project in coordination forums, donor meetings, and policy dialogues.
  • Advocate for ECCE priorities with government and civil society partners.
  • Build strong relationships with parents, caregivers, and community leaders to ensure local ownership.
