a) Purpose of the ConsultancyĀ Ā 

 

The purpose of this consultancy is to provide specialized engineering support to ChildFund Sierra Leone for the Children’s Safe Drinking Water Project. The consultant WASH & Construction Engineer will provide technical leadership, construction oversight, and quality assurance for the rehabilitation and new construction of community-scale Bio-Sand Filter systems under the Children’s Safe Drinking Water Project. The consultant will ensure that all designs, materials, workmanship, and system performance meet national standards and global WASH guidelines.. The role combines engineering/technical support (designs, BoQs, supervision) with program/research support (proposal development, documentation, reporting, and knowledge management).

 

ChildFund Sierra Leone’s Children’s Safe Drinking Water Project Project Coordinator will be responsible for the overall management of the consultancy. Technical support and assistance will be provided by the ChildFund leadership through the Program & Sponsorship Director

  1. b) Specific Tasks to be performed by the ConsultantĀ Ā Ā 

 

OBJECTIVE OF CONSULTANCY:

 

To provide technical oversight and leadership for the construction of Bio Sand Filters (BSFs) in Koinadugu, Kono and Moyamba districts and rehabilitation of (BSFs) in Tonkolili, Bombali, Kailahun and Bo districts respectively.

 

Specific Objectives

  • Lead the technical rehabilitation of existing community water treatment systems to ensure they function effectively and safely.

 

  • Provide full engineering oversight for the construction of new systems planned for Year 3.

 

  • Strengthen ChildFund Sierra Leone’s technical capacity by supporting planning, design review, supervision, reporting, and quality control.

 

  • Provide technical advice on appropriate, safe, and sustainable water treatment technologies and construction methods.

 

  • Ensure compliance with environmental, health, safety, and safeguarding standards across all WASH infrastructure activities.

 

SCOPE OF WORK.

The period of the consultancy spans from 1stĀ December 2025 to August 2026. Provide supervision of construction of Bio Sand filters that will be undertaken in Koinadugu, Moyamba & Kono districts and supervise rehabilitation of Bio Sand filters in Tonkolili, Bombali, Kailahun and Bo districts respectively. The consultant is tasked to provide technical leadership for the ongoing construction work and also monitor rehabilitation of Bio Sand Filters (BSFs)

The Consultant(s) will be required to undertake the following tasks

 

Primary Responsibilities

  • Rehabilitation of Existing Facilities
  • Conduct detailed technical assessments of the existing water treatment units (BSF’s).
  • Develop engineering redesigns where necessary, including structural, hydraulic, and filtration system modifications.
  • Prepare rehabilitation bills of quantities (BOQs), specifications, drawings, and work schedules.
  • Supervise and certify rehabilitation works carried out by contractors.
  • Ensure restored systems meet functional, safety, and water quality standards.
  • Year 3 Construction of New Water Treatment Units
  • Lead site assessments and selection in collaboration with ChildFund and communities.
  • Develop engineering designs, BOQs, cost estimates, and technical specifications.
  • Provide technical input into contractor procurement processes.
  • Supervise construction to ensure adherence to approved designs and standards.
  • Support testing, commissioning, and handover of completed infrastructure.
  • Quality Assurance & Compliance
  • Conduct routine site inspections, troubleshoot technical challenges, and document defects.
  • Ensure contractor work complies with design specifications, environmental standards, and national codes.
  • Advise on corrective actions and enforce quality standards.
  • Capacity Strengthening
  • Provide technical coaching to ChildFund staff and local partners on WASH construction oversight, BSF/SSF operation, filtration technologies, and basic quality control.
  • Support development of simplified O&M guidelines for communities.
  • Reporting & Documentation
  • Prepare bi-weekly progress updates and monthly technical reports.
  • Document construction progress, engineering changes, contractor performance, water quality findings, and lessons learned.
  • Maintain organized engineering documentation (designs, photographic evidence, test results, certificates).

 

Deliverables

  1. Inception Report – Workplan, methodology, and schedule (within 7 days of contract start).
  2. Detailed Technical Assessment Reports – For each existing facility.
  3. Engineering Designs & BOQs – Rehabilitation and new construction.
  4. Construction Supervision Reports – Bi-weekly progress site reports with photos.
  5. Monthly Technical Report – Summary of activities, issues, mitigation actions, and recommendations.
  6. Testing & Commissioning Report – For rehabilitated and newly constructed units.
  7. Final Consultancy Report – Comprehensive summary of work delivered, results achieved, challenges, and recommendations.

 

SKILLS AND QUALIFICATION OF THE CONSULTANTĀ Ā Ā Ā 

 

Required Experience and Education

Required Qualifications:

  • Bachelor’s degree in civil engineering, or related field.
  • A minimum of 3years of professional experience in civil engineering, with a focus on design, construction, and project management.
  • Demonstrable experience in engineering design, including developing structural calculations, technical drawings (using AutoCAD or similar software), and detailed Bills of Quantities (BoQs).
  • Proven experience in the preparation of tender documents, technical specifications, and cost estimates for construction projects.
  • Strong knowledge of Bio-Sand Filters, slow sand filtration, small-scale water treatment technologies, and rural water supply systems.
  • Demonstrated skills in technical writing and research to support proposal development.
  • Registered as a graduate Engineer with the Engineers Board of Sierra Leone and Institution of Engineers Sierra Leone.

  • Familiarity with international contract formats, particularly FIDIC conditions of contract.

PAYMENT SCHEDULEĀ Ā Ā Ā 

CFSL will make monthly payment based on the daily charges as per agreement and approved timesheets and deliverables.

Processing and payment shall be made within 5 days of receipt of the invoice, with a 6.5% of the professional fees being retained by ChildFund Sierra Leone as withholding tax and a tax certificate for the same issued to the Consultant.

Travel and field expenses will be reimbursed according to ChildFund Sierra Leone policies.

LOCATION

The Consultant will be based inĀ Freetown, with frequent travel to project sites across the implementing districts.

About This Role
ChildFund Sierra Leone is implementing a school and community health project funded by Proctor and Gamble (P&G) in Bo, Bombali, Kailahun, Koinadugu, Tonkolili, Moyamba and Kono districts. The overall goal of this project is to improve the health situation of rural communities in the above districts by reducing the incidences of waterborne diseases through the increased use of safe drinking water in 8,400 households, especially among children, and therefore improve the quality of life.

Required Experience and Education

  • A bachelor’s degree in social work, public Health or any relevant field . An equivalent combination of education and experience is considered
  • 5 to 7 years of experience in implementing large-scale projects, particularly community-based ones
  • At least 3 of years’ experience in project management/coordination particularly community interventions.
  • S/he must have experience of working with a non-governmental organization (NGO) or preferably an international organization.
  • Knowledge of the Sierra Leonean health system and policies/strategies related to Water Sanitation and Hygiene (WASH) and treatment is an asset.
  • Experience in community health, WASH and waterborne disease prevention, treatment and management

  • Demonstrated ability to represent and interact with government officials, international organizations and NGO representatives
  • Computer literate must be with reasonable proficiency in using Microsoft packages (Word, Excel, PowerPoint & Teams)
  • Good written and oral communication skills
  • Proficiency in project planning, implementation and Reporting (essential)
  • Ability to maintain good interpersonal relationships with colleagues
  • Ability to coordinate several tasks within a given timeframe
  • Ability to operate and maintain cool relationships during stressful moments without prejudice quality results
  • Ability to ride a motorbike in difficult terrains and possession of a valid rider’s license
