Restless Development Sierra Leone is an independently registered agency and an established leader in the youth sector. Since 2005, invited by the Ministry of Youth, we have built a strong reputation for developing replicable models of youth-led development and demonstrating young people's capacity to lead change. We have trained and supported a network of over 15,000 young leaders across all 16 districts, working in close partnership with the Government of Sierra Leone and communities. The impact and sustainability of our youth-led model are recognized through several independent evaluations.

About the role
This role is intended to be based in Moyamba in one of our district offices to provide finance and Administrative support at the field level to the programme team and also ensure compliance with all Restless Internal control policies and best practice
Key Responsibilities
Finance
- Ensure all financial transactions adhere to policy and procedure, including relevant authorization and supporting documentation.
- Ensure all financial transactions are recorded and filed in a timely and accurate manner.
- Collect all financial requisitions from staff and prepare cheque payments for internal cash requirements or external purposes i.e. for payment of suppliers
- Make payments and administer cash advances, follow up accountabilities, and maintain the required accounting records for each transaction physically and in the finance force.
- Support in Managing the office cash, ensuring sufficient funds are available to support programme operations.
- Maintain the bank and cash safe to ensure funds are available for all authorised transactions.
- Ensure the safekeeping of the accounting records such as authorised requisitions, invoices, receipts, cheques, books, etc.
- Ensure the float register is updated daily and that the Finance force is duly updated with accurate details of payment and accountabilities.
- Ensure cash and bank reconciliations are completed every month including weekly cash counts.
- Support the Programme and the finance team to prepare regular internal and external financial reports as may be required.
- Support other regular finance systems and operations as required
Administrative
- Ensure all payments and accountabilities are duly checked, stamped paid before they are updated in the finance force
- Ensure all financial documents are duly filed and labelled for quick retrieval during audits or as may be required from time to time
- Support to other regular administration systems as may be required.
- Head office stores management by ensuring that stationery and office consumables are replenished and issued out for use accordingly
Other
- Provide support to staff during inductions as well as during central financial training to researchers and volunteers
- Provide support during internal and external audits
- Provide support required on spend to date to Programme teams and liaise with relevant programme teams for feedback
- Support for Programme, Finance, Fundraising and grants team on financial reporting
- Provide regular updates to the programme team as may be required from time to time
- Participate in F and A unit planning meetings once a month

Length of contract: 3 Months with likelihood of extension
Reports to: Senior Finance & Administration Manager

Expected travel: Minimum travel to field offices and project sites

Skills and Experience:
Essential Criteria
- Degree or Certificate in Finance or Accounting
- At least 2 years experience working in similar positions
- Some experience of meeting donor financial requirements and reporting, including ideally for DFID, EU and/or USAID
- Experience in implementing and strengthening internal control frameworks
- Demonstrable track record of strengthening systems and identifying innovative solutions to challenges in finance and operations
- Experience with a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast-paced environment with tight deadlines
- Experience in managing logistics and office functions for a large organization
- Good analytical skills and Excel skills
- Computer, written and verbal communication skills.
Desirable
- At least 2 years experience in a similar role
- Knowledge and experience of Financial Force or similar accounting software

Key Responsibilities
Vehicle/Driving
- Movement of Official Vehicle assigned by the Administration Officer.
- Complete the Vehicle Movement Form for Review and Approval by the Administration Officer before moving official vehicles out of the office premises.
- Return all vehicles to head office or regional offices immediately after approved use
- Document and communicate each departure from the assigned location to the Administration Officer for approval
- Ensure only authorized passengers and goods are onboard before moving the vehicle.
- Always drive in compliance with the Highway Code and all other relevant instructions as provided for by Restless Development.
- Ensure adequate rest periods are taken, before and during driving duties.
Vehicle Maintenance
- Daily inspection of the attributed RDSL vehicle including check for equipment, Oil and Water Level, and other necessary vehicle checks.
- Ensure adequate quantities of fuel are maintained in the vehicle at all times
- Ensure the allocated vehicle is always kept clean and tidy in readiness for any assignment.
- Inform the Administrative Officer immediately of any maintenance requirement and follow up to ensure maintenance and regular servicing of the vehicle
- Ensure all maintenance, repairs, and vehicle fuel requests are channeled through the appropriate authority for action.
- Ensure car keys are handed over to the Administrative Officer or designated personnel at the end of each day’s work.
- Ensure the vehicle is in proper working order before use.
Reporting
- Ensure vehicle log books are properly maintained, documenting each and every movement and re-fueling details.
- Report immediately to the Administrative Officer, Finance, or any other Senior Personnel any accident or damage to the vehicle
- Fill in the accident report form within 48 hours providing all necessary details
- Report to the nearest Police station any incidence of theft, accident, and or damage done to the vehicle and ensure they issue you with a Police Report
Others (5%)
- Other duties as required and agreed with the Line Manager.

Skills and experience
Essential
- At least 3 years as a driver with an NGO /INGO.
- Possess a government-approved driving license.
- Commitment to Restless Development’s values and mission (available on Restless Development International website).
- Possess at least a WASSCE and effective oral and written communications
- Willingness to work hard in remote communities.
Desirable
- Ability to multi-task and independently organize work and prioritize tasks.
- Flexible and creative
- Ability to work calmly under pressure and efficiently manage a heavy workload
- Self-motivated, honest, highly responsible, and punctual.
- Ability to work both independently and as part of a team.
