1.) Finance Officer

Job Title:Β Finance Officer

Reports to:Β Finance Manager

Grade Level:Β Senior (8)

Location:Β HQ Office, Freetown

Direct Report:Β Finance Manager

Supervises:Β None

 

Job Purpose:Β 

Work with the Finance Manager to own and oversee all finance activities in the TSC, ensuring that all processes and procedures are handled in accordance with the Accountant General’s manual of operations and donor requirements.Β 

Β 

Key deliverables:Β 

  • Monthly financial reconciliation reports
  • Preparation of monthly Petty Cash report
  • Monthly report on contractors’ payment both HQ and the Districts.

 

Main Duties:Β Β Β 

  1. Coordinate all bank reconciliation activities and submit reconciliation report to the Finance Manager for review on monthly basis.
  2. Maintain and manage all financial records, logs, spread sheets, and cheque registers
  3. Check and verify cash transactions; and also investigate and propose possible resolution for any discrepancies
  4. Preparation of requests from department and submit to the Finance Manager for perusal.
  5. Assist in the external audit process by providing information and document related to the financial management of the Commission
  6. Liaise with the external budget officer to expedite the process of the quarterly allocated funds from the ministry of Finance.
  7. Collaborate with other TSC departments in planning and evaluation of activities
  8. Ensure payment vouchers are accurately and timely prepared.
  9. Review and verify invoice and check request, match invoice to payment and set invoices up for payment
  10. Record and scan all financial invoice.
  11. Maintain suppliers’ files, correspond with suppliers and respond to inquires
  12. Ensures all cheques written are sign by the approved signatories
  13. Record all cheques in the appropriate cheque register

 

Experience/Qualifications:Β 

  • Bachelor’s degree in accounting, Finance or related area with at least 5 years’ work experience in Finance OR
  • Certified Accounting qualification e.g. ACCA, ICAEW will be of an advantage
  • Extensive understanding of legislation and regulations relating to financial management
  • Proficient user of financial software e.g. SAGE / relevant to Sierra Leone
  • Strong understanding of public sector finance and financial regulations

2.) IT Manager

Job Title:Β IT Manager

Job Purpose:

 

An effective and efficient IT function is key to the success of TSC operations and Teacher Edtech needs. The IT Manager will be instrumental in facilitating the creation, implementation and maintenance of the IT infrastructure and processes to enable the TSC meet its goals of the education sector as set out in the Education Sector Plan.

It is expected that the IT Manager will work closely with all TSC departments, MBSSE, MTHE and partners to create and maintain IT capacity to fulfil the requirements of the Commission and the needs of teachers.

 

Key deliverables:

  • Integrated EMIS/TMIS/OTPS/TRM/GRM linked database on teachers
  • Functioning website including online portals for services including recruitment, teacher registration and licensing, GRM platforms etc.,
  • Oversee the installation, configuration and maintenance of hardware, software and network systems
  • Implement IT Security Policies and Procedures
  • Monitor IT system performance and provide regular report to management
  • Track key performance indicators to measure IT efficiency and effectiveness and provide recommendations for continuous improvement for IT services

 

Main Duties

  1. Advise on solution-based approach for seamless delivery of IT throughout the organization by designing, developing policies and procedures as necessary
  2. Plan, organize, control and evaluate IT and electronic data operations for the TSC
  3. Ensure security of data, network access and backup systems for the organization
  4. Identify problems and implement solutions in a timely manner
  5. Carry out periodic audits and assessments of IT systems and procedures
  6. Preserve assets, information security and put in control measures
  7. Handle annual budget of unit and ensure cost effectiveness
  8. Manage project tasks and teams
  9. Work closely with stakeholders to ensure that projects are completed on time and to budget
  10. Contribute to the development, implementation and maintenance of a decentralized electronic teacher data management system consistent with the Teacher Registration and Licensing, Teacher Management, Teacher Development and Performance and Payroll operations
  11. Develop, implement and maintain an online portal including provision of recruitment services, teacher registration etc. to meet the requirements of the TSC Framework guidelines
  12. Contribute to the development of teacher IT capacity in order to enhance teaching and learning
  13. Roll-out adequate induction, training and user support to TSC staff on use of IT services
  14. Act as point of escalation for all IT issues within the TSC
  15. Any other duties as direct by the Commission

 

Qualifications & Experience

  • Bachelor’s degree in information technology plus a professional certified qualification in IT, is an added advantage.
  • At least 7 years’ work experience, or IT certified professional work experience
  • Proven work experience as an IT manager
  • Excellent knowledge of technical management, information analysis and of computer hardware/software systems
  • Expertise in data centre management and data governance
  • Hands-on experience with computer networks, network administration and network installation
  • Knowledge in the use of ICT in education (education learning platforms)

Job Purpose

 

To manage programme interventions aimed at monitoring and evaluation of teachers and school leaders’ competencies and performance, based on Professional Standards for Teachers and School Leaders and in accordance with the provisions of the TSC (2011) Act. This function will be executed in close collaboration with MBSSE. The role ensures that teaching standards are upheld and aligns teacher performance with national education goals.

 

Key Deliverables

  • Develop Teacher Performance Evaluation Strategy

 

  • Develop Teacher Performance Evaluation Toolkit for assessment

 

  • School Leaders’ Performance Evaluation Toolkit for assessment

 

  • Quarterly and Annual Teacher Competency / Performance Monitoring Plans and Reports

Main Duties

  1. Develop Teacher Performance Evaluation Plans, Budgets and Tools
  2. Develop and implement teacher performance appraisal systems based on established benchmarks and standards.

 

  1. Develop and implement decentralized teacher performance monitoring plan, based on Professional Standards for Teachers and School Leaders

 

  1. Monitor progress and performance of teachers and School Leaders on CPD training and make recommendations.

 

  1. Prepare comprehensive performance data and analytical reports on teacher performance for integration into the TMIS
  2. Identify training and capacity building needs based on performance evaluations
  3. Work with relevant departments and education stakeholders to organize workshops, seminars, and training programs to enhance teacher effectiveness
  4. Ensure adherence to the Teaching Service Commission’s policies and standards regarding teacher performance.
  5. Liaise and collaborate with TSC District Directors school administrator to address performance related issues.
  6. Communicate to the District Directors and teachers regarding performance expectations, evaluation outcomes.
  7. Provide regular updates to the Director, Teacher Development and Performance.
  8. Provide support for implementation on departmental programs

 

Qualifications and Experience

  • Minimum bachelor’s degree in educational administration or a relevant area

 

  • At least 5 years of experience in education program development and implementation
  • At least 5 years’ experience in education management or performance evaluation.
  • Strong knowledge of teacher evaluation methodologies and capacity building strategies
  • Computer literacy – MS Word, Excel, Access and PowerPoint

 

  • Conversant with e-creation / use of data base and the generation of reports

Job Purpose

The post of the Deputy Director is to support the Director, Corporate Services to oversee all matters pertaining to the function of the TSC in terms of Administration and Financial management; to ensure accountable and transparent accounting records and reporting systems; provide expert advice; initiate and support systems and processes aimed at ensuring financial prudence.

Key Deliverables

  • To create an effective and efficient financial management systems
  • Create and Implement effective internal control systems
  • To prepare annual financial statements
  • Coordinate the submission of monthly/quarterly financial reports on time

 

Main Duties

  1. Coordinate the preparation of monthly, quarterly and annual financial reports for submission to management
  2. Preparation of the annual accounts for audit together with all supporting schedules
  3. Develop, implement, and ensure compliance with internal financial and accounting policies and procedures
  4. Review documents and maintain complete and accurate supporting information for all financial transactions
  5. Design and develop an adequate internal records management system to ensure that information is stored securely and maintain high levels of confidentiality
  6. Assist the Director of Corporate Services with financial reporting as required for meetings and decision making
  7. Verify all leases, contracts and other commitments to ensure they are updated before meeting the Commission’s financial obligation
  8. Coordinates the preparation and implementation of annual plans and budgets for the department
  9. Management of appraisals for direct reports
  10. Any other relevant duties assigned by the Commission

 

Experience and Academic qualifications

  • Master’s degree in Accounting and Finance or related studies with at least 7 years’ work experience
  • Possession of a professional accounting qualification is an added advantage.
  • Extensive understanding of legislation and regulations relating to financial management
  • Proficient user of financial software relevant for the institution
  • Strong understanding of public sector finance and financial regulations
