1.) Agricultural Farm Project Officer

Handicap International ā€“ Humanity & Inclusion (HI)Ā is an International NGO that has been working closely with theĀ  Government of Sierra Leone, International and national partners in the country since 1996 supporting vulnerable groupsĀ  and people with disabilities. Program areas include inclusive education, social and economic inclusion, rehabilitation,Ā  prevention of disabilities, advocacy, and rights.




The agricultural farm project will be implemented within two years (2022 ā€“ 2023) in two districts (Wester Area RuralĀ  and Moyamba). In each of the two districts, activities will be implemented in 5 communities in partnership with HandicapĀ  International (HI), Network of HIV Positive (NETHIPS) and Visit Sierra Leone Travel (VSLT). The project objective is toĀ  ensure the financial autonomy of 200 vulnerable people including persons living with disabilities and their familiesĀ  (1,200) through training on agricultural activity.

This position requires working in partnership with two local organizations (NETHIPS and VSLT) to cover activities in twoĀ  districts (Western Area Rural and Moyamba). This includes direct interact with people living with disability and HIV andĀ  interact with community members.

Missions / responsibilitiesĀ 

Mission 1: Operational implementationĀ 

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworksĀ ā€¢Ā Contribute to planning and preparing activities, tools, and the associated resources, and implement the actionĀ  plan in

  • conjunction with the support services and the technical unit.
  • Ensure that activities are implemented and that resources are correctly allocated as authorized by the projectĀ  manager.
  • Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by theĀ  project
  • manager.
  • Contribute to identifying areas of the project in which adjustments are required and put forward adaptations toĀ  the project manager.
  • Contribute to the drafting of amendment requests when asked by the project manager.Ā ā€¢Ā Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with theĀ  project partners.
  • Ensure that project documents and information are properly archived.

Responsibility 2: Contribute to project monitoring, evaluation, accountability, and learning

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.Ā ā€¢Ā Contribute to project evaluations at the request of the project manager, and ensure that project evaluationĀ  recommendations are followed.
  • Contribute to the setup and smooth running of accountability mechanisms.
  • Contribute to project learning.

Responsibility 3: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on theĀ  project, in line with global standards.
  • Collect and compile project-related data in the relevant database.

Responsibility 4: Contribute to the coordination of project teams

  • As authorized by the project manager, facilitate coordination meetings between the project teams and theĀ  support
  • services located in the area when necessary.
  • Ensure that the project teams and the support teams (shared and technical services, in particular) work wellĀ  together in order to facilitate the implementation of the project in the country.
  • Responsibility 5: Contribute to external project communication
  • Contribute to HIā€™s external influence by taking part in networks, when required.
  • Communicate about the project to partners, authorities, and stakeholders when relevant.

Mission 2: Emergency Preparedness and ResponseĀ 

  • Contribute to the programmeā€™s emergency preparedness initiatives, and in an emergency situation, adaptĀ  his/her working
  • arrangements in order to contribute to an effective humanitarian response from HI.

  • Communication Skills

Required for the job

Education & Knowledge

  • Diploma or degree in any social sciences-related courses
  • Knowledge of development work and/or disability issues
  • Fluent in written and spoken English

Experience

  • Minimum of three years of working experience in a development-related field or similar positionĀ Ā ā€¢Ā Experience in livelihood project
  • Experience in the VSLA approach
  • Working with vulnerable groups
  • Previous working experience with an INGO

Mission 2: Strategy and steeringĀ 

  • Contribute to the development of the programmeā€™s operational strategy
  • Contribute to programme or country operational strategy (StratOp).
  • Draft new project proposals for the continuity or expansion of the project.
  • Contribute to the drafting of new proposals for new opportunities, if necessary

Mission 3: Operational implementationĀ 

  • Ensure the implementation of the project, is in line with the logical framework and allocated budgetĀ ā€¢Ā Ensure that project implementation complies with the existing frameworks
  • Ensure project monitoring, evaluation, accountability, and learning
  • Ensure project data management
  • Coordinate the teams involved in the project

Mission 4: Emergency Preparedness and ResponseĀ Ā 

  • Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganizeĀ  the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficientĀ  response by HI.
