1.) Senior Laboratory Officer/Mentor

 

Position Overview
PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts (Kailahun, Tonkolili, Bonthe, Falaba and Western Area Rural) in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition. The project will be implemented in 5 districts of Sierra Leone- Kailahun, Bonthe, Falaba, Tonkolili and Western Area Rural.
The Senior Laboratory Officer/Mentor will work with the PIH clinical team to oversee all laboratory related interventions and initiatives in the QEHSSSP supported districts and facilities. Provides training and mentorship cross-site for all lab personnel attached to the Hub laboratories of the QEHSSSP facilities. Ensures the Hub Labs are equipped and personnel working there are capable to perform the package of laboratory tests.

The Senior Lab officer/mentor will also learn from lab experts and initiatives across OnePIH to ensure that PIH-QEHSSSP Kailahun greatly benefit from existing experience and knowledge generated at global PIH

Essential Duties and Responsibilities: 
The Senior Lab Officer/Mentor is responsible for and oversees all aspects of PIH programs supporting diagnostic and blood bank services in the QEHSSSP supported districts.

  • Ensure safety and security of labs in collaboration with the Lab technicians and lab assistants working at the health facilities.
  • Responsible for supply management of reagents and materials for laboratories and point of care testing:
  • Oversee consumption of supplies and requests of all diagnostic services and screening programs in all labs and blood bank
  • Work with pharmacist to ensure adequate supplies are present to prevent stock outs.
  • Establish and maintain a routine documented schedule of quality control at laboratories in collaboration with Ministry of Health staff.
  • Develop SOPs for tests and procedures
  • Establish SOPs for routine maintenance of lab equipment.
  • Evaluate and mentor staff in the performance of laboratory functions and procedures
  • Train laboratory technicians and lab assistants in laboratory techniques, SOPs and quality assurance (QA) protocols for essential laboratory services
  • Oversee record keeping and data management
  • Work with MEQ team, to ensure accurate registration, when applicable, according to MOHS requirements
  • Support development of Lab Information Systems
  • Ensure patient confidentiality
  • Oversee maintenance of lab equipment
  • Ensure performance of preventive maintenance
  • Contact vendors and suppliers for technical support when needed
  • In collaboration with lab director oversee maintenance agreements

  • Maintain regular meetings with PIH National laboratory manager to strategize QI approaches.

Education and Work Experience Requirements 
  • Technical knowledge and professional experience in laboratory diagnostics.
  • University degree, at least Lab Scientist level is preferred. Minimum of National diploma in medical laboratory technology in a recognized college or university
  • At least two years of relevant work experience in managing lab services at a comparative scale as PIH network of supported facilities.
  • At least two years of laboratory experience in a low-resource health care setting
  • Experience in exerting leadership role to similar number of lab staff as in PIH-SL network
  • Previous working experience with local or international NGOs will be considered a strong advantage

  • Having fast analytical skills for risk assessment and able to work in a fast-paced environment and manage multiple tasks simultaneously

2.) Pharmacy Technician

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC

The Pharmacy Technician, helps to provide medication health care products to patients and consumers, ensure timely and effective communication and collaboration among stakeholders such as PIH/PHU/DHMT staff. The Pharmacy Technician must be an advocate for improving health care in Kailahun District.

Essential Duties and Responsibilities: 
 

  • Provide, prepare, and dispense medications for patients as prescribed by the Clinician
  • Ensure the use of the National SOPs for supply chain management while dispensing, accounting for and reordering/ forecasting.
  • Ensure accountability of medications and other consumables provided to the dispensar
  • Account for wastage of medications and consumables that were not used in the ward but became unusable
  • Label medications appropriately
  • Stock shelves and ensure an adequate supply of medications and consumables
  • Keep the dispensary clean and organized
  • Require on-call service for access to medications during the night or on weekends
  • Maintain confidential and accurate pharmacy records
  • Other functions as requested by pharmacy superiors or a reasonable request from clinical staff for assistance regarding medications
  • Complete understanding and appreciation of the use and side effects of prescription
  • Collection, organization, and evaluation of patient information in regard to medications
  • Providing drug information and evaluation to patients
  • Promote rational drug use
  • Maintain pharmacy inventory by checking pharmaceutical stocks to determine inventory levels and anticipate needed medication and supplies.
  • Placing and expediting orders, verifying receipts and removing outdated drugs.

3.) Pharmacy Assistant – (Store)

The Pharmacy Store Assistant under the supervision of the Pharmacy Technician and the Senior Pharmacy Officer/Mentor, help to provide support and other medication health care products to patients and consumers, ensuring timely and effective communication and collaboration among stakeholders.

Essential Duties and Responsibilities: 
 

  • Work under the supervision of pharmacy technicians
  • Ensure the use of the National SOPs for supply chain management while dispensing, accounting for and reordering/ forecasting.
  • Count pills and Label medications appropriately
  • Stock shelves and ensure adequate supply of medications and consumables
  • Keep pharmacy clean and organized
  • Ensure emergency supplies are available

  • Supply patients with information and education on their prescription.

4.) Laboratory Assistant

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC

The laboratory assistant will work under the supervision of Laboratory technician and will support in delivering high quality laboratory diagnostic services to the patients. She/ He will also support in managing the blood bank at Jojoima.

Essential Duties and Responsibilities: 
  • Maintaining patient confidentiality at all times
  • Collection of blood, urine, stool and sputum samples from patients
  • Manages the functionality of the blood bank (Jojoima).
  • Conducting analyses of specimens such as blood, stool and urine and sputum using microscope or automatic equipment (including hematology, biochemistry, Gene-pert, I-STAT), including management of samples for the MDR-TB program
  • Analyze the results of clinical tests and experiments
  • Maintenance and quality control of laboratory procedures and equipment
  • Registration of patient results, including digital record keeping
  • Supervise and mentor laboratory assistant and laboratory microscopists and ensure best practices are maintained at all times,
  • Prepare standard solutions and reagents for experimental procedures
  • Cleaning of lab and equipment’s
  • Ensure that monthly requisitions are made

The Laboratory Technician does all laboratory tests requested by clinicians and provides training and mentorship for the laboratory assistant attached to the laboratories within the QEHSSSP facility. He helps equip the PHU Lab so as to ensure the package of investigations can be conducted. The Laboratory Technician must be an advocate for improving health care services in Kailahun District.

6.) Facility Assistant

 

Position Overview

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC.

The Facility Assistant is a critical member of the PIH Sierra Leone team and will work collaboratively with the clinical and support services staff to provide high-quality, comprehensive maternal and newborn health services at all PIH supported and affiliated sites as required. Facility Assistant will work closely and under the supervision of the Administrative Officer.

Essential Duties and Responsibilities: 
  • Responsible for cleaning of Office Building, Quest House buildings, removing debris, and the entire compound clean and tidy.
  • Clean (Shampooing) of carpets, empties trash can/waste bin, and replace lining of trash cans in both offices and quest houses.
  • Ensure proper cleanliness of the areas around the office such as walkways and parking lots.
  • Clean, dust and mop office floors by using a variety of equipment and cleaning products.
  • Wipe down desks and chairs and make sure that all stubborn smears are removed using appropriate    cleaning materials.
  • Monitor building security and safety by performing such tasks as locking doors after operating hours and checking electrical appliance use to ensure that hazards are not created.
  • Clean windows, glass partitions, and mirrors, using soapy water or other cleaners, sponges, and squeegees.
  • Clean and service restrooms with mops and disinfectants.
  • Replenish towels, soap and toiletries in bathrooms on a regular basis.
  • Identify and report possible repairs, replace faulty light bulbs.
  • Move around heavy equipment and furniture for the purpose of storage or rearranging.
  • Spray insecticides and fumigants to prevent insect and rodent infestation.
  • Perform other duties relating to job as may be directed by the   Administrative Officer.

7.) Nurse Anesthetist

 

Position Overview
PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

Through the project, Partners in Health, in the leadership of Ministry of Health and Sanitation, will be supporting 3 health facilities in the district (Jojoima, Buedu and Bandajuma) through comprehensive health systems strengthening approaches to develop these sites as sites for comprehensive Reproductive, Maternal, Neonatal, Child Adolescent Health and Nutrition services.

Through the project the Jojoima CHC will be upgraded to function as a CEmONC site.

The Nurse Anaesthetist will be responsible for leading the provision of anaesthesia services in Jojoma Health facility. She/he will be responsible for maintaining the records related to anaesthetic drugs and supplies, tracing usage and supporting quantification process. She will also be responsible for providing preoperative, Intraoperative and Postoperative care and maintaining records on anaesthetic procedures.

Main Duties and Responsiblities 
  • Work in collaboration with the Facility Clinical lead and SACHO to provide comprehensive anaesthetic care for Jojoima Centre, according to current guidelines.
  • Provide pre-operative, Intra operative and Post-operative anaesthetic care for patients:
    1. Administer anesthesia to patients for surgery or diagnostic procedures.
    2. Use intravenous, local, caudal or spinal methods to administer sedation or pain medications during surgical and other medical     procedures
    3. Prepare preoperative assessments including health histories and physical examinations.
  • Complete postoperative evaluations in accordance with department policies.
    • Carry out post-operative rounds on different surgical wards and provide post-anaesthetic care.
    • Support the theatre teams and others surgical teams in different aspects of daily surgical care.
    • Support to implement and maintain the infection Prevention Control protocols by directly supervising care the care in surgical wards, minor, main theatres and wound care clinic.
    • Ensures proper care, storage and maintenance of Anaesthetic equipment and supplies.
    • Ensures proper record keeping for usage of anaesthetic agent and support in quantification of the drugs and supplies needed for provision of anaesthesia.
    • Writes reports on anaestheic procedures during and after any surgical intervention.
    • Ensure and maintain the anaesthesia database in collaboration with the MEQ team.
  • Participate in the development, documentation and administration of policies and procedures involving the administration of anesthesia for the facility.

8.) Assistant Nutritionist

 

Position Overview
PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

Through the project, Partners in Health, in the leadership of Ministry of Health and Sanitation, will be supporting 3 health facilities in the district (Jojoima, Buedu and Bandajuma) through comprehensive health systems strengthening approaches to develop these sites as sites for comprehensive Reproductive, Maternal, Neonatal, Child Adolescent Health and Nutrition services.

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC

The assistant nutritionist will work under the supervision of facility in charge and will support in delivering high quality nutrition services to the patients. She/ he will also be responsible for monitoring the standards of food being provided at the birth waiting home. The incumbent will also be responsible for providing counselling on Maternal, Infant and young child nutrition and providing nutrition support to clients identified with under nutrition.

Main duties and responsibilities 
  • Ensure the standards and operational procedures regarding the delivery of nutrition services are adhered to.
  • Collate individual and monthly reports on nutrition support provided through the facility.
  • Monitor the availability and usage of food supplies and develop a system for reordering so as to avoid stock out of nutrition commodity
  • To assist in maintaining dietetic standards and provide diet counselling to patients at the health facility.
  • To monitor the standard of food being prepared at the birth waiting home.
  • Provide counselling to clients on maternal, infant and young child feeding practices.
  • Ensure appropriate nutrition specific behaviors are being promoted at the Postnatal wards and in the OPDs
  • Support growth monitoring OPD and provide appropriate counselling to the mother.
  • Identify patients with malnutrition or who are at high risk of malnutrition and link them with the nutrition support at the health facility.
  • Support recording and reporting of nutrition related data to HMIS and to MEQ team.
  • Additional duties as assigned by the Facility in charge.
