Our Work In Sierra Leone:

Partners In Health Sierra Leone (PIHSL) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview
A Community Health Clinical Officer generally applies his/her medical knowledge and skills to the diagnosis, prevention and management of patients that flows into any of PIH supported facilities and any of the Wellbody Alliance/Partners in Health affiliated health facility.

 

He/she does this thoroughly following the principles of inspection, palpation, percussion and auscultation where ever applicable to find out the actual cause of disease, and also utilizing the appropriate laboratory work. He/she should consult the medical officers for discussion on patient’s care plans in some critical cases, respecting patient’s privacy and confidentiality as much as possible.

Essential Duties and Responsibilities:
  • Responding to medical/health problems presented by patients including proper history taking, investigations, diagnosis, treatment and referral as appropriate.
  • Maintaining confidentiality and impartiality.
  • Promoting continuous medical education amongst other junior clinical staff.
  • Admitting patients requiring special care followed by investigations and treatment.
  • Carrying out specific procedures, e.g. Specific surgical procedures and specialist investigations as when necessary as the case may be, with the help of the nursing staff.
  • Liaising with other medical and non-medical staff in the hospital to ensure quality treatment is giving to the patients, and also promotes health education.
  • Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day.
  • Be willing to work long and unpredictable hours dictated by the needs of the patients.
  • Perform other duties related to the role, department or project as may be required by the Medical Director or Clinician In- Charge
  • Develop a work plan of training and mentorship activities across the PHU CHC sites, and ensure that progress of the activities is tracked
  • Develop clinical trainings and mentorship tools in collaboration with the PHU clinical leadership team for the use of the PHU expansion program
  • Develop and maintain clinical guidelines and protocols, and ensure that best work practices are harmonized across the various PHU sites.
  • Ensures robust data collection in all the cross-sites, monitoring of data quality, and the use of data to drive clinical and programmatic decision making.
  • Perform regular quality of care audits, and share findings with the PHU clinical team
  • Work closely with the Strategic Health Information Systems (SHIS) team and the Director of primary care to identify areas of quality improvement areas and research.
  • Willing to work in the PHU’s outside Koidu City to bring quality health care services to the community

Position Overview
 The primary responsibility of Director of Infrastructure is to oversee all aspects of infrastructure day-to-day operations and long-term vision across multiple Districts; facilities management, biomedical equipment, power generation, hospital campus master planning, project design & management.

Essential Duties and Responsibilities:
Facilities Management:

  • Oversees hospital facilities and maintenance teams responsible for continuous maintenance across all sites
  • Ultimately responsible for functionality of hospital infrastructure including power supply & water distribution, carpentry, masonry repairs & maintenance

 

 

Biomedical Equipment:

  • Responsible for supervising and supporting biomedical engineering team, ensuring the development and implementation of preventative maintenance systems to minimize equipment downtime
  • Ensures resources including tools, spare parts, consumables are readily available for biomedical maintenance activities
  • Provide support to biomedical engineering team for corrective maintenance as required
  • Coordinate with Boston facilities & biomedical teams to plan biomedical equipment growth strategy, equipment replacement plans, end-user training programs

 

Power Generation:

  • Ensures all resources and staffing are in place to provide uninterrupted power supply to all sites. Sources of power include generators, solar, utility power
  • Ensures all necessary systems for spare part tracking, routine maintenance, generator tracking are in place and adhered to
  • Escalate troubleshooting issues to third party vendors, as required

 

Hospital Campus Master Planning:

  • Works with Hospital Administration to strategically plan hospital expansion and renovation projects in a way that efficiently uses available hospital space and stays in line with clinical and operational priorities
  • Works with PIH clinical team to establish quarterly clinical priorities, plans work to align infrastructure projects with priorities and available budget

 

Project Design & Construction Management:

  • Liaises with clinicians, operations staff, stakeholders to develop project scope documents, ensuring project design meets clinical and operational needs
  • Responsible for managing the internal and/or external design of projects across all sites including the creation of project drawing package & specifications, bid package, subcontracts, etc…
  • Responsible for stewarding contractor selection process for infrastructure projects; coordinating across multiple teams and procurement committee when required
  • Responsible for overseeing construction management team throughout new construction and renovation projects until successful completion. Ensures projects are completed within contractual obligations
  • Coordinates and implements relocation plans of departments, programs, staff, patients, etc., as required to enable and initiate projects

Human Resource Management

  • Responsible for overseeing construction, facilities, generator, biomedical teams
  • Responsible for long-term planning around infrastructure team needs
  • Works with Infrastructure Manager, Construction Manager, Generator Manager, Biomedical Engineer to ensure training and team capacity building programs are ongoing
  • Ensuring all infrastructure teams are compliant with and consistently adhering to PIH procurement policies

 

Budget Management

  • Fit work and maintenance activities within yearly budget, prioritizing activities when needed
  • Works with Operations and Finance teams to develop yearly budget for all infrastructure activities
  • Perform regular budget projections, understanding and accounting for programmatic risk
  • Review monthly costs and budget projections with infrastructure budget managers, operations teams as required

 

Grant & Fundraising Support

  • Provides ad hoc support to grant & fundraising teams for project scope, budget, schedule development to accompany project grant proposals
  • Responsible for maintaining a comprehensive library of pre-defined project scopes, drawing packages, budgets for projects across all sites

 

Team Leadership

  • Evaluates, identifies and implements new ideas, technologies or process improvements to organizational efficiencies and promote cost savings.
  • Leads infrastructure team by example, providing a path to direct others towards the completion of a common goal

Position Overview
 

PIH-Sierra Leone has a strong track record of service delivery in Sierra Leone’s Kono district, where we have seen drastic improvements in health outcome, including in maternal/child health, HIV/TB care, and in overall quality of care and service utilization. PIH-Sierra Leone works in partnership with the Ministry of Health and Sanitation (MOHS), and in the coming years will be supporting District Health Management Teams (DHMTs) in multiple districts in Sierra Leone as part of the implementation of a large donor-funded program to catalyze health service delivery and improve health outcomes in these districts and replicate the Kono model.

 

Strong all-rounders that are diplomatic and technically skilled, District Advisors will act as partners to DHMTs in the day-to-day implementation of district-level health policy and health service delivery, working closely with DHMT staff and other district level advisors focused on M&E and clinical operations. In this role, they will apply the nuts and bolts of project management and public health to help DHMTs get things done and scale up successful models of health services. Reporting to the Senior Technical Advisor, District Advisors will spent 75% of their time in their home districts, and approximately 25% of their time travelling to Freetown or Kono district.

 

The District Advisor helps to facilitate all DHMT-level project activities, including trainings for DHMT counterparts, developing project plans, and establishing or reinforcing DHMT workflows centered on clinical care, quality improvement, facility management, supply chain, and other domains as needed. S/he will regularly convene PIH district staff and Ministry of Health and Sanitation counterparts regularly to review human resource needs, facility and quality improvement updates, and overall project plans.

Essential Duties and Responsibilities:
Responsibilities

 

Government accompaniment

  • Support major project components undertaken by DHMT counterparts, including the hiring of key clinical and operational staff
  • Along with the Senior Technical Advisor, facilitate management and quality improvement trainings for key DHMT counterparts
  • Work closely with DHMT counterparts and the Senior Technical Advisor to prepare for district level in-charges meeting
  • Pragmatically support government counterparts by identifying and resolving obstacles to program success, and paving the way for significant health projects and health improvements in the district
  • Visiting district-level facilities to support the implementation of trainings and improvements to selected facilities based on PIH health system strengthening models
  • Support district teams in creating full district project fora that regularly (semesterly) bring together all key DHMT, MoHS, and facility staff in order to develop a project identity and to address shared challenges beyond any one facility or program area

 

Planning and organizing

  • Facilitate planning, drafting, and implementation of district-level project plans
  • Facilitate rotation of DHMT and MoHS staff (especially Clinical lead and Clinical mentors) to Kono learning district work with their thematic cohort
  • Provide regular updates to the Senior Technical Advisor on project progress at the district and facility levels
  • Draft or assist in drafting of presentations, working documents and budgets, chair meetings and keep minutes. Track and monitor activities
  • Support DHMTs through assessing DHMT capacity against project goals, and supporting professional development, HR development and policy and service delivery planning

Qualifications

Required

  • Bachelor’s degree

Desirable

  • Relevant master’s degree, e.g., MBA, MPH, MPA or similar
  • Experience working in the public health sector (ideally, alongside DHMTs) in Sub-Saharan Africa

  • Experience with large scale projects/quality improvement/management consulting or similar
  • Experience with health systems strengthening, especially maternal/child health or primary care
  • Technical skills in one or more of quality improvement; medicine; lab strengthening; pharmacy strengthening; supply chain
  • Experience with donor-funded projects in public health or international development, especially high-compliance institutional donors (e.g., USAID, CDC, GAC, FCDO, World Bank, Global Fund etc.)
  • Familiarity with PIH’s 5S health systems strengthening model

Position Overview
The Environmental Health Worker is a key member of the Operations department in ensuring that our janitorial services are regularly maintained, especially at the welbodi or KGH health facilities. The Environmental Health Worker will work closely under the supervision of the Environmental Health Team Supervisor to help provide janitorial support to our facilities, thereby creating a conducive and healthy environment for all. The Environmental Health Worker will be required to perform regular and daily deep cleaning activities both internally and externally at the Welbodi or KGH health facilities, check on cleaning supplies and replenish stock; wipe down furniture’s using different cleaning products; and strictly follow all IPC protocols. Under general direction of the Environmental Health Team Supervisor, cleans all areas of the hospital by performing routine cleaning of patient rooms, nursing units, offices, clinical areas, waiting areas, lobbies, lounges, restrooms, and corridors. Demonstrate ability to utilize the appropriate chemicals and supplies according to procedure.
Essential Duties and Responsibilities:
  • General cleaning of the building and keeping it maintained and in good condition.
  • Using various cleaning chemicals and disinfectants, environmental health staff is responsible to wipe equipment, clean furniture, floors, windows, ceiling and the outside facilities environment
  • Emptying trash containers on a routine basis
  • Cleaning and stock restrooms on a routine basis
  • Trim lawns, and clear debris from grounds, including getting rid of weeds
  • Digging pits where trashes will be deposited/burnt as and when required
  • Engaging in tasks that will minimize the growing of weeds/get rid of weeds
  • Responsible to work safely and maintain set quality standards when performing job; report any potential hazards, faults or problems to the Environmental health team supervisor.
