1.) Gender and Peacebuilding Manager

World Vision International Sierra Leone (WVISL) has been operational since 1996 assisting communities with various interventions in health, education, child protection, water & sanitation and livelihoods.

 

Applications are requested for suitably qualified Sierra Leoneans to fill the position of Gender and Peacebuilding Manager’ in Freetown.

 

PURPOSE OF THE POSITION: 

The Gender and Peacebuilding Manager will serve as the principal institutional liaison to the donor, and partners and should understand the unique political dynamics of Sierra Leone concerning women’s political participation and women-focused CSOs coalitions and networks. She/he will ensure that Coalition of Women-focused CSOs working on conflict prevention/mitigation and women’s participation are established, and working to achieve an organized common agenda in Sierra Leone. He/she will provide Gender, and Peacebuilding capacity development to Women-led CSOs Coalition through providing targeted training, tools and resources regularly to facilitate timely and quality delivery of programmes.

MAJOR RESPONSIBILITIES

         

Strategy Development: 

 

  • Ensure the project contributes to the achievement of the National Office overall strategy.
  • Ensure compliance with United Nations Peace Building Fund (UNPBF) funding guidelines, local laws, regulations, policies, and procedures.
  • Develop and maintain effective collaborations with program partners and key stakeholders.
  • Work directly with local partners to facilitate capacity assessments, develop, or update capacity development plans, and support the adaptive implementation of the capacity development plans.
  • Supply technical expertise on Sierra Leone’s civil society sector
  • Manage financial and administrative functions; monitoring, evaluation and reporting of program activities; and management.

 

Capacity Building: 

  • Map out and conduct capacity gap assessment for women-led CSOs.
  • Provide Gender and Peacebuilding capacity development to Women-led CSOs Coalition through targeted training, tools and resources to facilitate timely and quality delivery of programmes.
  • Provide guidance and mentorship to women-led CSOs on political participation and inclusion, leadership, conflict prevention and mitigation, peacebuilding and social cohesion.

 

Stakeholder Relationship Management:

  • Serve as the primary liaison between World Vision, government, stakeholders, and implementing partners, on all program-related activities.
  • Network to broker new partnerships and build new relationships with INGOs in the country, civil society organizations, local partners and marginalized groups in Sierra Leone.
  • Maintain regular dialogue and conduct regular meetings with all relevant partners within and outside World Vision, and donors to build relationships, trust and an excellent reputation.
  • Develop approaches and plans for effective and sustainable stakeholder relationship management in the country.
  • Work collaboratively with all units to ensure that project deliverables are met and achieved on a timely basis considering deadlines and priorities.

 

Women CSOs Management:

  • Support women CSOs coalitions mapping to inform project interventions.
  • Enhance Women CSO’s coordination mechanism, especially in the last mile communities of the project district.
  • Support Women-Focused CSOs and women’s advocacy for sustainable policy influencing and dialogue.
  • Work with the government and all relevant stakeholders to address existential barriers faced by women CSOs and women aspiring for political processes.
  • Facilitate the establishment of an information Hub to support awareness-raising campaigns and referral pathways.
  • Provide technical guidance in addressing violence faced by women before, during and after the electioneering process.
  • Support women CSOs in designing early warning signs of violence and enhancing peace-building initiative in the country with a gender lens.

 

Monitoring, Evaluation & Planning: 

  • Ensure timely implementation of project activities as per Detailed Implementation Plan.
  • Support gender and peacebuilding advocacy programs planning, monitoring, evaluation, accountability and learning.
  • Ensure timely and quality reporting processes in line with project agreed timelines.
  • Establish and maintain an accurate and up-to-date dashboard of all programme documents, resources, lessons and good practices, and facilitate their circulation and use within the NO, across the partnership, consortium partners and stakeholders.

 

Innovation:

  • Facilitate the introduction of new, innovative practices, methodologies or concepts in World Vision International Sierra Leone Gender and Peacebuilding programming.
  • Support the World Vision Gender Equality and Social Inclusion project model with an innovative approach.

 

Partnerships and Networking: 

  • Establish and maintain visibility of World Vision International Sierra Leone on all Gender, Peacebuilding and women-led CSOs coalitions and advocacy platforms.
  • Develop and maintain a strong relationship with relevant government Ministries, Departments and Agencies, consortium partners, women-led CSOs coalitions, academic institutions, stakeholders and community actors that will complement WVISL Peacebuilding, gender and advocacy programming.

 

Programme Management: 

  • Provide overall oversight on the implementation of the project as per the agreed work plan in the approved PD with UN Women and UNDP.
  • Manage and Support the development of detailed implementation plans and coordinate implementation among other consortium partners.
  • Support relationship-building initiatives, integrated planning implementation and sustainability of the program, continued partnership and sharing best practices in various fields.
  • Ensure the inclusion of key project indicators in all stages of the DME process.
  • Coordinate with the Design, Monitoring and Evaluation to review peacebuilding reporting indicators and reporting tools/standards.
  • Produce consolidated quarterly, semi-annual and annual project reports for sharing with the donor, partners and other stakeholders.
  • Collaborate with other stakeholders within the National Office for the achievement of the project objectives.

QUALIFICATIONS:  EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

 

Educational level required: Gender and Peacebuilding/Knowledge/Technical Skills and Experience

 

Minimum Qualification required: Advanced degree in Gender, Peacebuilding, Development Studies, Public Administration, International Relations, Political Science or related fields is required.

 

Experience: Minimum of 5 years of demonstrated experience leading and managing complex development programs involving multiple partners in developing countries, preferably for Multilateral and Bilateral donors.

 

Preferred: Master’s degree in Advocacy, Social work, Development studies or social sciences or related discipline.

 

Technical Skills & Abilities:

  • Fluency in English;
  • Strong project management skills and a good understanding of the project life cycle;
  • Excellent experience in managing gender and advocacy projects;
  • Experience with development project management tools such as log frames, monitoring and evaluation tools and budgets;
  • Good supervision skills, including training, mentoring and supporting staff;
  • Excellent written and verbal communication skills, including report-writing and formal communication skills;
  • Excellent computer skills, including proficiency in MS Office, Statistical Packages and Lotus Notes (or another main email system such as Microsoft Outlook);
  • Strong analytical and negotiation skills;
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds;
  • Emotional and spiritual maturity and ability to work with a team of professionals;
  • Good understanding of Sphere relief international standards;
  • Knowledge of and adherence to the Government policy on INGOs and NGOs;
  • Ability to exhibit exemplary lifestyle as interpreted in specific local cultural contexts.
  • A minimum of 5 years in a leadership role in the humanitarian assistance and development sector, with a significant portion of INGOs;
  • A minimum of 3 years experience in Gender Programming and CSOs engagement;
  • Demonstrated understanding of key gender and peacebuilding principles, standards and best practices;
  • Must be able to represent WV;
  • Ability to work under stressful conditions and adapt to local culture and situations and;
  • Must be willing and able to travel nationally and internationally.

PURPOSE OF THE POSITION: 

 

The Communications Intern will support the production of stories, photos and other materials for WVISL standards for effective donor and public engagement. He/she will contribute towards the process of researching information and writing and editing articles and other features for the WVISL Annual Report, Magazine and other publications to communicate effectively the World Vision brand.

MAJOR RESPONSIBILITIES

         

Under the direct supervision of the Communications Manager, the Communications Intern is expected to perform the following tasks: 

  • Support the production of stories, photos and other materials to WV International standards for effective donor and public engagement;
  • Gather and produce resources (stories, photos and video) for effective donor and public engagement
  • Support Communications Manager as point person to write tweets, vlogging and blog postings for social media;
  • Contribute towards the process of researching information and writing and editing articles and other features for the WVSL Annual Report, Magazine and other publications to communicate effectively the World Vision brand;
  • Support the development of advocacy-oriented communications products that ensure behavioural change is achieved;
  • Provide support to other departments engaged in any form of Advocacy campaign as assigned by the Communications Manager;
  • Support the production process of calendars, Christmas cards and Annual Reports that meet WVI standards;
  • Handle administrative issues (preparing internal requisition etc.) draft Monthly Management Reports (MMR) and weekly schedules;
  • Support the Communications Officer in the coordination of media visits from SOs and other national and/or international media;
  • Assist the Communications Officer to maintain media contacts and also media watch;
  • Be the point person on tasks related to implementing the Strategic Development and Communications plan related to social media with the support of the Comms Manager (Handles all Social Media comms activities – Facebook – YouTube – Twitter) and;
  • Other essential tasks assigned by the Communications Manager.

Experience: Minimum of 1 year of demonstrated experience in producing resources (stories, photos and video), researching information, and writing and editing articles, magazines and other publications.

Technical Skills & Abilities:

 

  • Must be able to represent WVISL
  • Competent in using MS Word, MS Excel and PowerPoint presentation
  • Excellent command of English, both written and verbal
  • Ability to work under stressful conditions and adapt to local culture and situations and;
  • Experience in working in a cross-cultural environment;
  • Must be willing and able to travel nationally.
