FirstBank Sierra LeoneJOB OBJECTIVE(S) 
  •   Provide compliance services which include Regulatory Risk identification, analysis and awareness, in a bid to ensuring effective compliance and avoidance of regulatory sanctions.
  • Develop/update all regulatory and best practice Policies and Manuals.
  • Develop and execute AML/CFT and Compliance Training and Awareness programs.
       DUTIES & RESPONSIBILITIES
  • Develop and ensure the implementation of a robust compliance plan in line with the bank’s compliance program and international best practice.
  • Scan the environment for applicable regulations and ensure processes are put in place to monitor compliance with legal obligations and regulatory requirements.
  • Advise the Board and Executive management on regulatory policies and their regulatory responsibilities.
  • Develop and provide assistance to deliver various training courses on compliance areas within the Bank.
  • Ensure adequate monitoring of all relevant procedures relating to compliance within the Bank and carry out periodic assessment of the bank’s products.
  • Ensure the implementation of External and Internal Audit’s recommendations and closure of all compliance exceptions within reasonable time limit.
  • Ensure compliance with exchange control regulations and timely intervention on outstanding documentation for follow-up by the relationship managers.
  • Monitoring/ ensuring timely closure of all requests for information from correspondent banks and other regulatory authorities
  • Plan, implement, coordinate and execute technical and functional assessment including testing to ensure adhere with established controls and reporting know or possible deficiencies
  • Respond to inquiries from branch on AML/CFT and other regulatory matters.
  • Oversee weekly review of debit and credit transactions carried out by the branches for possible STR and Currency Transactions Reporting (CTR)
  • Oversee daily review and monitoring of Foreign Exchange Transactions for timely escalation of outstanding documents and reporting of Foreign Transactions Reporting (FTR)
  • Respond to inquiries from all regulatory agencies (BSL, NRA, FIU, ACC etc.)
  • Monthly review of head office departments and Money Transfer activities for regulatory compliance.
  • Treatment of assigned alerts for closure with reasonable time limit and follow up of any red flags for investigation.
  • On-site assessment visits of branch for compliance reviews.
  • Monitoring and review of High-Risk account and Sanction Screening on a daily basis
  • Daily FCCM alert review i.e within 24hours
  • Assist in delivery of bank wide Compliance Training program on a quarterly basis.
  • Review of the of the bank laws and regulatory and compliance policies and procedures
  • Transaction compliance monitoring of High-Risk Accounts for unusual activities.
  • Responsible to support an organization in effectively managing, implementing monitoring, and maintaining the ISMA
  • Ensure the implementation of External and Internal Audit’s recommendations and closure of all compliance exceptions within reasonable time limit.
  • Complete the planning process and develop an overall audit approach timely and ensure all audit program steps addressed
  • Promote ethical conduct, governance and compliance culture within the bank through relevant policies and standards.
  • Monitoring for timely closure all requests for information from correspondent banks and other regulatory authorities (FIU, Tax Authority, BSL etc.)
  • Ensure monthly report on compliance activities to the BRCC, compliance certificate and quarterly report to the BARAC
  • Reviewing of bank products and screening of accounts on Thompson ruthers/world check platform.
Specification: Education, Qualifications & Experience Required
  •  A degree and at least 5 years working experience in Compliance at the banking industry is required
  • Ability to work autonomously and as part of a team
  • Strong commercial awareness with good negotiation skills
  • Ability to work in a fast-paced and deadline-oriented environment
  • Excellent interpersonal and communication skills, training skills and writing skills
  • High level of integrity and professional accountability
