General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1998, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban faecal sludge management and promoting social inclusion, empowerment and decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Kenema, Bombali, Koinadugu and Moyamba Districts, with funding from Irish Aid, DFID, the European Union, and Charity water.

 

SCOPE OF WORK

GOAL, along with its Consortium partners of Unite of Seve Life an Salone, with fund from FCDO\DFID are implementing Saving Lives (Phase II). The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability, and accessibility of reproductive, maternal, new-born, child, and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme extension period will commence from October 2022 to March 2023.




GOAL is recruiting for one (1) District Clinical Mentors (DCM) for the Saving Lives programme in Sierra Leone based in Kambia District. The DCM is the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCM is working under the oversight of the Health program manager in Kambia District.

 

 

AREAS OF RESPONSIBILITY:

  • Provide intensive direct clinical mentorship and on-the-job training to staff at the targeted Community Health Centres (CHCs) through the programme period on (in line with the national policies/guidance):
    • Emergency Obstetric and Neonatal Care (EmONC)
    • Integrated Management of Neonatal and Childhood Illness (IMNCI)
    • Emergency Triage Assessment & Treatment (ETAT)
    • Values clarification and attitudes transformation (VCAT) for family planning and.
    • Adolescent Youth Friendly Services (AYFS)
  • Provide direct clinic mentorship and on-the-job training for hospital staff[1] on (in line with the national policies/guidance):
    • EmONC
    • IMNCI
    • VCAT
    • AYFS
  • Provide support to troubleshoot for their respective mentees on the mentorship topics
  • Provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with Community Based Mobilisers of the NGO Consortium partner and the Community Health Workers in country
  • Support the DHMT and facility staff on meaningful supportive supervision under the guidance from the District Delivery Senior Manager
  • Carry out regular joint outreach visits (monthly) to Child Health Posts and Maternal Child Health Posts with the CHC-in charge
  • Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from facilities
  • Provide inputs/suggestions from field to the District Delivery Senior Manager on potential ideas for use of flexible funding and/or innovation fund available for the district
  • Support and contribute to the baseline assessment for the programme
  • Develop and submit Monthly success stories to the district health program manager

 

 

Contract DURATION

October 2022 to March 2023

REQUIREMENTS

To effectively deliver this engagement, the applicant should meet the following requirements.

  • CHOs/Midwifes
  • At least 5 years’ experience of working in a clinical setting
  • Demonstrated ability to mentor and supervise others
  • Experience in providing clinical mentorship/trainings in Sierra Leone, including on RMNCAH-related areas is preferred
  • Demonstrated knowledge and/or experience of having worked with district health systems
  • Excellent English and Krio speaking/writing skills required.
  • Ability to work under pressure
  • Ability to develop good success stories
  • Ability to write quality monthly report.

Staff responsibilities – Child Safeguarding

GOAL has a moral and legal responsibility and a duty to protect children within our care from both intentional and unintentional harm. We recognise the need to ensure that our staff, operations and programmes “do no harm” to children; and that we do not expose children to the risk of harm and abuse, and that any concerns the organisation has about children’s safety within the communities in which they work are reported to the appropriate authorities. Child safeguarding is broader than PSEAH in that it includes protecting children from all types of harm. Harm includes physical abuse, sexual abuse, child sexual exploitation, neglect and negligent treatment, emotional abuse and commercial exploitation. In addition, safeguarding measures that are appropriate for adults, may not be appropriate for the needs of children. GOAL’s Child Protection Policy outlines our Safeguarding commitments to children. Which all GOAL staff members are required to sign the safeguarding policy and adhere to it.

Children and vulnerable adults who come into contact with GOAL as a result of our activities must be safeguarded to the maximum possible extent from deliberate or inadvertent actions and failings that place them at risk of abuse, sexual exploitation, injury and any other harm. One of the ways that GOAL shows this on-going commitment to safeguarding is to include rigorous background and reference checks in the selection process for all candidates.
