Action Against Hunger is recruiting a suitably qualified Sierra Leonean as the  Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Officer that will  mainly be responsible to uphold the principles and practises of the organisational MEAL system in order to ensure effective data management, accountability and learning to improve quality programming. She will lead the MEAL component in Bonthe District with support from the MEAL Manager 

KEY ROLES AND RESPONSIBILITIES :

Program Monitoring and Evaluation

  • Conduct spot checks and routine field monitoring visit on project activities and sites.
  • Monitor the project performance indicators taking into account the program M&E plan and quantitative progress report.
  • Ensure the proper use of data collection tools, and the conscious use of data while respecting beneficiaries’ confidentiality rules.
  • Ensure quality control of data provided by program teams and partners
  • Participate in activities related to evaluation/ impact studies of the project (baseline assessment, mid-term evaluation, final evaluation, including quantitative as well as qualitative evaluations);
  • Contribute to the design and revision of data collection tools
  • Organize data collection (qualitative and quantitative) of the program in the field and ensure the quality of data collected for evaluations
  • Facilitate quarterly joint monitoring visit and review sessions with program and partners.
  • Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate

Accountability and Learning

  • Strengthen feedback mechanism with community beneficiaries, stakeholders and project team through awareness raising and capacity building sessions.
  • Facilitate feedback gathering sessions on project performance
  • Manage and update the feedback and complaint database
  • Support the development of success stories and lessons learned by drafting and sharing information to the relevant managers for capitalization.
  • Facilitate quarterly program review meeting with team members and partners
  • When necessary, conduct post activity monitoring to gather feedback on activity outcome and relevance.

  • Ensuring data entering and management of feedback and complaint.
  • Conduct data cleaning, analysis and visualization on relevant dataset for onward reporting.
  • Regularly review and validate activity progress reports.
  • Participate and support the regular field activity reports
  • Ensure to produce weekly update of MEAL departmental achievement.
  • Prepare, produce and present MEAL activity reports, with analyses and summaries, to the MEAL Manager
  • Prepare and produce reports on program monitoring activities.
  • Review and validates technical reports submitted by the PMO

  • Ensure the inclusion of youth and women in the project in all project implementation especially in AAH supported communities;

  • Bachelor’s degree in a relevant field of study (for example: Agriculture /Development / social science) with a minimum of 2 years working experience on monitoring, evaluation, accountability and learning.

  • Experience working in WASH, Health & Nutrition and Food Security & Livelihood.
  • Good motorbike riding skills with valid riders licenses

Key responsibilities and duties. The role shall include, but is not limited to, the following duties:

– Establishing and Managing a 125+ Acres Pineapple Plantation:

– Selection of inputs (suckers, organic fertilizers, inducing agents, etc)

Overview

On behalf of the German Ministry of Economic Cooperation and Development and with a co-funding of the Bill and Melinda Gates Foundation, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH will be implementing the „Market-oriented Value Chains for Jobs and Growth in the ECOWAS Region (MOVE)”. The project aims at increasing the productivity in the rice and cashew value chains and improve the quality of the commodities. Within the rice value chain, the aim is to significantly improve the livelihoods of small-scale rice farmers in selected African countries by increasing the competitiveness of domestic rice supply to meet increasing regional demand in the ECOWAS region. MOVE will be implemented in Nigeria, Ghana, Ivory Coast, Burkina Faso, and Sierra Leone. The MOVE project is a merger of the existing regional programs Competitive Cashew Initiative (ComCashew) and Competitive Rice Initiative (CARI).




The project is built around 5 different pillars

  1. Increasing the value creation of processing in the ECOWAS region.
  2. Improve the economic/environmental sustainability of agricultural systems.
  3. Improving the marketing of regional products.
  4. Disseminating good practices in promoting inclusive business models.
  5. Strengthening public-private cooperation in policymaking

 

The junior advisor shall predominantly work on pillar 1, 2 and 4 in both value chains but may also support other colleagues under pillars 3 and 5. The position is based in Freetown, Sierra Leone.

 

Responsibilities

The expert is a professional responsible for:

  • Maintaining close exchange and update meetings with country responsible based in Ghana as well as regional advisors based in Nigeria, Cote d’Ivoire, and Burkina Faso.
  • Supporting the project implementation within the agreed timelines and budgets in close exchange with the regional MOVE team.
  • Facilitating the information exchange and knowledge management across the partners including other GIZ projects, partners on the ground, other organizations, and key stakeholders of the value chains with regards to the project ground activities.
  • Monitoring and managing incoming consultants and ensuring that they provide cost-effective services

 

 

Tasks

Under the supervision of the project Country Responsible, the expert translates the responsibilities above autonomously and efficiently into action in line with planned targets. This comprises the following tasks:

  • Expertise in the rice and cashew value chain in Sierra Leone and technically advice partners, stakeholder, and actors of the value chains. Prepare collaborative arrangements with partners as required.
  • Support public and private partners in the preparation of project ideas for matching fund proposals
  • Support the selection and contracting partners and consultants for project activities and supervise them under the leadership of the Country Responsible.
  • Develop information material on the project approaches and activities which prove suitable in Sierra Leone.
  • Support the roll out of farmer training such as Sustainable Rice Production (SRP) and Farmer Business School (FBS) for both the cashew and rice value chain.
  • Support the establishment of contract farming schemes in the value chains with private companies as well as the public sector.
  • Establish and maintain communication with other team members of the project and partners in Sierra Leone and in other project countries.
  • Work in close coordination with an external consultant to support the establishment of the national rice platform and multi-actor platforms.
  • Coordinate and collaborate with major rice projects in Sierra Leone and implement joint activities.
  • Select actors of the rice and cashew value chains to participate in regional learning exchanges.

Purpose:

Assist Programme Manager to translate & communicate the BAFS-EU supported “Improving Food Security and Increasing Income for smallholder farmer (mostly youth & women) through sustainable livestock production” in Sierra Leone.

To ensure the quality and timely smooth implementation of targeted activities through effective facilitation, guidance on proper plan and follow up and MEAL reporting.

 

Key Responsibilities:

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. KEY ROLES AND RESPONSIBILITIES :

Implement and follow up on the Boosting Agriculture and Food Security (BAFS) Project:

Activities: 

  • Implement technical activities with target households and the community mainly the vegetables and pulses production and marketing, farmers’ organization and education at grass root level
  • Supervise and train target farmers in crop management techniques focusing on vegetable production
  • Monitor and support the farming practices of target beneficiaries
  • Determine and update regularly the target communities agricultural input needs for the activities

Activities:

  • Ensure the inclusion of boys, girls, women and men in all project implementation especially in AAH supported communities
  • Include gender training in to all AAH community trainings for community support groups, PHU staff and partner staff
  • Conduct training with health service providers to raise awareness of the gender equality, equity and poverty dimensions in their PHUs.
  • Establish a platform- or community-based feedback system for clients to safely and confidentially voice concerns and provide input on gender issues. This can increase manager and provider accountability for acts of gender discrimination or mistreatment.
  • Develop gender-integrated annual work plans to include the gender objectives, activities to achieve the objectives, and indicators to measure progress toward the achieving the objectives for all staff.
  • To ensure that all data is sex and age disaggregated throughout the project cycle from assessment and implementation, to monitoring and evaluation.

To inform these investments, the consultant will examine local, regional, and international market opportunities for Sierra Leone-grown products in key value chains. Organizational Setting

Scaling Up Nutrition (SUN) is a multi-stakeholder movement to reduce hunger and under-nutrition and contribute to the realization of all the Sustainable Development Goals, with a specific focus on the importance of first 1,000 days of life to prevent malnutrition. The Scaling Up Nutrition (SUN) movement focuses on promoting the implementation of evidenced-based nutrition specific and nutrition sensitive interventions, integrating nutrition goals into broader efforts by bringing together other sectors and multiple actors to scale-up nutrition actions.

Building on the successes of the REACH (Renewed Efforts Against Child Hunger and undernutrition) approach, UN Nutrition, through its UN member agencies will support ten (10) national and subnational governments, including four ongoing Irish Aid funded REACH countries, Lesotho, Liberia, Sierra Leone and Zimbabwe by strengthening national capacities for nutrition governance, for effective engagement in multi-stakeholder processes and platforms and for joint planning and programming for nutrition. To this end, relevant tools and services from the REACH portfolio, such as multi-sectoral nutrition analyses and multi-agency and multi-sectoral facilitation for nutrition can be made available to ten (10) countries. Additionally, key tools including standards, norms, guidelines and other knowledge products from UN agencies will be identified and made available to country stakeholders. Gender equality will be part of the multi-sectoral nutrition analyses to challenge harmful social norms that affect the potential contribution of women and girls to achieve better nutritional outcomes. Planned capacity development activities will include training on gender mainstreaming in nutrition, and country reports and Knowledge Management (KM) products will help identify and disseminate gender-responsive good practices for nutrition. In short: Coordination for joint positions and multi-sectoral processes for nutrition to support governments to scale up joint actions for nutrition. Countries targeted for the Irish Aid-UN Nutrition support will be selected based on specific country needs and requests from stakeholders and in discussion with Irish Aid and national stakeholders. The UN Nutrition’s country specific approach and Theory of Change will be further elaborated during the lifespan of the project, based on its findings and learnings.





The UN seeks the services of a national-level Facilitator to support REACH activities in 2018-19. The Facilitator will be hosted by the Food and Agricultural Organization of the United Nations and will work closely with the SUN Focal Point and other staff with nutrition governance responsibilities. The facilitator will provide oversight to the implementation of the UN Nutrition country support work plan (UNN work plan) and will liaise with the government, civil societies, UN network, donor communities and other stakeholders to advocate for investments in nutrition, integrate nutrition across multiple sectors and strengthen governance and accountability for nutrition within the country.

 

 

Reporting Lines :

The overall supervision will be under the Assistant FAOR (Programme). For technical assignments, the National Facilitator will work under the supervision of the Chair of the UN Network. For day-to-day support, the Facilitator will work (60% of his/her time) with the SUNFP UN nutrition focal points and (40% of his/her time) with the National Coordinator of the SUN Secretariat. He/she will also work in close liaison with the REACH Regional Facilitator, UN Nutrition Secretariat.

 





Technical Focus :

With this project, and in conformity with its functions, UN Nutrition expects to generate the following outcomes:
Outcome 1: Knowledge and learnings from ongoing (and exiting) REACH countries on how to achieve sustained nutrition governance at national and subnational level captured and shared.
Outcome 2: Enhanced government capacity for nutrition planning and programming in the ten (10) target countries
Outcome 3: Joint and aligned planning of UN agencies in the ten (10) target countries in support to governments and other stakeholders.

 

Tasks and responsibilities: 

•    Lead completion of multi-sectoral nutrition analyses (including, country multi-sectoral nutrition overview, stakeholder and action mapping) and ensure relevant national and sub-national counterparts are able to utilize the REACH tools and other UN tools.

•    Identify and facilitate linkages and leverage with other in-country initiatives and processes to avoid duplication and to ensure alignment where necessary.
•    Work closely with key stakeholders and the UN Nutrition Network, support and facilitate the review of the national nutrition policy and the development of a costed national multi-sectoral nutrition plan to scale-up nutrition actions, with a clear M&E framework.
•    Work closely with key stakeholders and the UN Nutrition Network, advocate for the establishment of multi-sectoral coordination mechanisms and structures including roles and responsibilities.
•    Support the establishment of stakeholder networks –Business, Academia and Donors for more effective engagement in the MSP.





•    Support the SUN Focal Point to strengthen the multi-sectoral/multi-stakeholder co-ordination at national level through coordinated engagement of multiple sectors and stakeholders including the various SUN country networks (key line ministries, UN agencies, CSOs, business and donor partners) to address key nutrition issues and/or nutrition related challenges outlined above.
•    Support the UN Network and SUN Focal Point within country advocacy messages including the development of a national advocacy and communications strategy.
•    Facilitate and document the experience sharing of good practices and lessons learnt through case studies and regular updates.
•    Facilitate synergized/integrated effort of UN system for coordinated support to government.
•    Support completion of UN inventory on nutrition actions.
•    Support UNCT and Un agencies for nutrition in the process of the UNSCDF
•    Coordinate work and mission of UN Nutrition team in country.
•    Supervise short-term consultants – as required.
•    Work with the UN finance officer to monitor UN Nutrition/REACH financial resources in country.
•    Prepare regular progress and donor reports in close liaison with the UN Network nutrition focal points.
•    Perform other related duties as required. Support UN leadership to engage with Government to finalize the SUN Focal Point in Vice President’s office or with Minister of Finance and Development Planning.

 

 


Minimum Requirements

•    A degree in Nutrition or other closely related field or any other related field, related master’s degree will be an added advantage
•    At least five years of progressively responsible experience in Nutrition and Facilitation
•    Excellent working knowledge of English (level C).
•    National of Sierra Leone

General Description of Programme:

GOAL has been present in Sierra Leone since 1999, GOAL’s Sierra Leone Programme contributes to poverty and vulnerability reduction through the implementation of multi-sectorial, integrated programmes which specifically focus on water, sanitation & hygiene, health (including non-communicable diseases and gender mainstreaming) and children’s, empowerment & protection (CEP) interventions.

 

In Freetown, GOAL has been operational in the WASH sector since 2008, with a strategic focus on Faecal Sludge Management (FSM). The current program is researching and innovating to test sustainable models for the safe collection, transport, and disposal of faecal sludge in Freetown. The Programme, implemented jointly with Freetown City Council, uses a public-private sector approach by strengthening them with the provision of FSM services, creating demand for those services and stimulating Freetown City Council to regulate the sector; to decrease the amount of untreated FS being released uncontrollably into residential areas of Freetown. GOAL want to use continued implementation activities in Health and WASH programs through Social Behaviour Change Communication.




 

In 2021 GOAL, with the funding from FCDO, completed Sierra Leone’s first-ever treatment plant. Using geobag technology to treat the 11% of liquid waste discharged. The construction was completed in April 2021 and the site was commissioned in May 2021, while the optimization is ongoing – Managed by GOAL with the funding from Irish Aid. Prior to the completion of the plant, there was no formal disposal area nor treatment for faecal
waste and this resulted in random disposal of faecal waste and gross contamination of the existing stream which flows along the southern boundary of the site, resulting in raw faecal sludge being emptied back into the environment.

 

The plant is currently processing on average 7 trucks per day, treating 60,000 litres/day of raw faecal sludge from septic tanks and pit latrines.
Although it is still early days, the performance of the plant is exceeding expectations with approximately 90% of all solids being retained in the bags. This means that more than 29 tons of dewatered solid are being generated every month. Prior to the treatment plant opening, available records show that an average of just 1-2 trucks per day were received into the solid waste site for discharging

 

The Kingtom faecal sludge treatment plant uses innovative Geobag technology (Tencate Geotube Industrial Fabrics). The bags are used for mining wastes and tailing pond wastes and have been used in basic sewage sludge dewatering. Bags are repeatedly filled until the bag is near full, then are left to further consolidate and for de-watering. At that point, the bag is cut down and the sludge manually removed to mature (either by composting or storage before it can be safely used to promote crop growth (fertilizer & soil conditioner).




 

Summary of the Role:

The Project is Aimed at Producing the pilot compost from the sludge products from the treatment of sludge as a means of value addition to the product. The main process will involve a co-composting approach with the use of other organic solid wastes as bulking agents and enhancement of the bacterial action in the composting process. Windrows shall be used to facilitate the composting process.

 

Supervision Key responsibilities:

  • Develop Composting Process protocol for the end-use products from the faecal sludge treatment plant.
  • Documenting the composting process with all set parameters to be monitored
  • Responsible for the general Composting Process and labour involved
  • Collaborate with support from the Assistant WASH Co with line ministries.
  • Produce routine weekly updates on the progress of composting process, identify and report challenges and suggest solutions to the challenges.

 

 





Monitoring and Evaluation of Activities:

  • Document Learnings from the day-to-day operations of the composting process
  • Write Monthly Reports on the Project progress
  • Collaborate with the labs for testing the compost. All Compost-related Lab tests as per standards available and recommendation from MAF.
  • Establish a vegetation test garden at the Kingtom site to test the effectiveness of compost produced in improving soil nutrients. Test Vegetables for safety and fitness to consume
  • Do Soil tests on test gardens and document the suitability of the Compost to the various test garden soil conditions in Sierra Leone.
  • Any other duties, as and when required

 

 

 

Knowledge/Skills/Abilities:

  • A demonstrated interest and skills in urban agriculture, permaculture, and/or organic gardening.
  • Technical and practical experience working with composting
  • Ability to work with a high degree of independence and autonomy
  • Knowledge of compost planning and system implementation
  • Ability to create and maintain a high-performance workplace culture
  • Knowledge of organic waste management practices within a farm system
  • Understanding of compost equipment, technologies, and limitations and their effect on safety, quality, and productivity
  • Knowledge of Microsoft Office products (Word, Excel, Outlook, PowerPoint, etc.)
  • Farming experience and crop production is considered an asset

 

 





Essential Requirements:

  • An appropriate degree or related qualification in Agriculture or Environmental Science from a recognized university/institution.
  • At least 1 year of previous experience working in the agriculture sector or related fields i.e., composting, organic manure
  • Able to work independently and act on own initiative.
  • Knowledge of modern productive agricultural methods and appropriate technologies
  • Data collection, entry & analysis
  • People Management Skills

 

 

Desirable requirements:

  • Can demonstrate relationships and experience in working with key government and civil society organizations and educational institutions.
  • Good communication, facilitation, and negotiation skills
  • Good computer skills with the ability to use Microsoft Word, Excel, PowerPoint, and Outlook.
  • Experience in humanitarian and development organizations is desirable

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Sierra Leone is facing complex human development challenges. Problems of poor nutrition and food insecurity and widespread rural and urban impoverishment persists in spite of remarkable strides and reforms.

Some 57% of the population are food insecure with a very limited and poor diet. While acute malnutrition rates in Sierra Leone have improved, 26% of children under 5 are still chronically malnourished. Only 5% of children meet the Minimum Acceptable Diet.





The country office is implementing a 5-year Country Strategic Plan (CSP) 2020 – 2024. The CSP aims at contributing to an integrated human capital development through programmatic and complementary convergence of its support to nutrition, education and food security/livelihood.

It specifically focus on stunting prevention through strengthening community capacities and building resilience. The project at hand will increase that access to affordable local nutritious complementary foods for infants and young children at community level by creating five small scale food production enterprises with Women groups.





In collaboration with the Sierra Leone Agriculture Research Institute, four tested local recipes will be used and all raw material will be sourced from local farmers who are encouraged to diversify their production for an improved diet for all.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Nutrition Unit the incumbent will perform the following duties:

  • Manage the set up of 5 small scale enterprises that will produce locally enriched complementary foods.
  • Provide technical support to 5 mother support groups on safe and hygienic production of enriched complementary foods in five chiefdoms.
  • Establish appropriate handling, storage, and preservation guidelines of locally produced complementary food to optimize use of resources.
  • Develop marketing of the products ensuring affordability.
  • Support and guide the procurement of raw material
  • Lead the testing of the best packing material.




  • Transfer skills to District Nutrition teams on knowledge in relation to food safety and quality and product optimization concepts and principles to implement protocols and tools to relating to food technology issues.
  • Based on Business model recommendations, develop framework for MSG with production site for complementary foods, supply chain plan to enhance community access and utilization of produce and prevent wastage.
  • Develop training manual on locally produced complementary food to be rolled-out by national team (WFP CO, Directorate of Food and Nutrition staff).
  • Conduct TOT for national capacities on food production, safety and quality measure.
  • Assist with semi-impact evaluation for locally enriched complementary foods
  • Perform other duties as required.
