ROLE PROFILE: 

We need a highly organized, enthusiastic, and motivated person who will be  based in Mattru Jong, Bonthe District to support our team to help ensure the  smooth, efficient running of our project.

The team work very closely together and this position reports directly to the  accountant. The role plays a vital part in the administration and smooth running of the project and is pivotal in the co-ordination and implementation  of office procedures.

Complete responsibility for the finance function, including input to Cashflow,  expenses processing and supplier payments.

The Finance and Administration Officer has the responsibility to deal with  enquiries and requests including postage, photocopying, telephone answering,  mail management. The postholder will also have frequent responsibility for  specific projects and tasks.

Vacancy Announcement 

Duties and Responsibilities: 

Under the overall supervision of Accountant and working in close  collaboration with the Head of projects. the Finance and Admin Officer will  perform the following tasks:

  • Maintain existing financial systems including petty cash, expenses,  mileage claims, income & expenditure records, process all payments  through Cashflow and monthly bank reconciliation.
  • Responsible for management of the company’s cashboxes, guarantee  that the money is disburse and /or the advances are given in  accordance with the finance policy, and from the right cashboxes and  allocated on the relevant project(s)
  • Regular cash reconciliation (By ensuring that physical cash balances are  matching cashbook records)
  • Do a follow up on settlement of receivables to staff for project Activities at the end of each month.
  • Collect all the relevant supporting documents regarding the  expenses/Purchases/payments made in the field.
  • Supports the Accountant in the preparation of vouchers before audits,  internally or with Partner.
  • Ensure the correct filing of all the financial and administrative  documents.
  • Ensure government laws are follow regards deduction of WHT from  suppliers.

Key Responsibilities: 

Under the overall supervision of Line Manager, and working in close  collaboration with the Director of Technology the Construction supervisor will perform the following tasks:

  • Work with WaSAP Lead Technician to conduct a continual review of the  designs and functionality of the constructed or rehabilitated water supply  systems to ensure efficient operation and sustainability.

 

Vacancy Announcement 

  • Act as the technical person in the development of Bill of Quantities and  designs for all WASH works on the various communities including but not  limited to latrines construction, water points, and rehabilitation in the  target communities.
  • Work with the WaSAP Lead Technician to design templates, construction  contracts for WASH-related works, and a system for monitoring the  progress and performance of hired technicians.
  • Provide rigorous supervision of WASH hardware works in the various  communities.
  • Provide technical inputs in the production of WaSAP regular reports  internally and externally: Weekly, monthly, quarterly, etc.

  • Conduct market research to identify trends, consumer preferences, and  competitors in the sanitation and water filter industry.
  • Analyze data to develop insights that inform marketing strategies and product  positioning.
  • Develop and execute comprehensive marketing strategies to promote  sanitation and water filter products.

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger is recruiting a suitably qualified Sierra Leonean as a Construction Supervisor, to be responsible for accelerating Sanitation Water and Hygiene for All (ASWA), and ensures successful implementation of Water, Hygiene and Sanitation activities for projects within ACF intervention communities in Freetown Rural and Urban Areas and other ACF intervention districts through Coordination, representation and presentation of ACF interest at district and community levels

KEY ROLES AND RESPONSIBILITIES :

  • Preparation of the hardware component and tools for supervision monitoring of ACF WaSH interventions.
  • Effective use of modern engineering software to prepare WaSH hardware technical design for project and programme implementation in Freetown Rural and Urban districts and other ACF intervention districts.
  • Cconduct detail WaSH technical assessment, rapid hydrogeological assessments to validate the well settings and technical characteristics, depth, yield, etc, designs/specification, and preparation of Bill of Quantities for WaSH infrastructure works in the Mission.
  • Develop monitoring tools for supervision and the adapt to the use of Mwater to monitor construction and, or  rehabilitation works
  • Share significant information, contribute to development and implementation of WaSH and health related projects.
  • Ensure and clearly, document all assignments and project files for ease of reference to useful information for proposal development, ongoing  and future intervention
  • Implement and follow up the project to ensure program quality.
  • Ensure implementation of activities for construction and or rehabilitation of WaSH facilities as defined by the Deputy Program Manager (DPM) and WaSH Head of Department (HOD). Plan the activities according to the project’s expected development; Implement the activities (construction/rehabilitation, WASHCOM trainings, community activities etc in adherence with existing guidelines (National Guideline, ACF etc) and follow-up on outcomes.
  • Facilitate construction site hand over, routine construction supervisions, conduct take off measurement
  • Ensure the correlation between WaSH software and hardware activities, Ensure that the community is properly engaged in the project, and inform the DPM, FieldCo or WASH HoD on need for improvement.
  • Calculate the work volume accomplished and prepare take-off sheet & payment.
  • Facilitate on time implementation of water quality monitoring (WQM) and sanitary survey for rehabilitated water points.

Role Purpose

Role Purpose

 

The Grade Control (GC) Superintendent is responsible for managing the grade control operations and ensuring compliance with safety standards, and production KPIs, and coordinating all activities occurring in the open pit area and around. Set a high standard of organization and housekeeping in the mine and all equipment used. The GC Superintendent will be required to assist in designing, setting up, and implementing the mining geology database structure. She/he will write and review all Grade Control protocols and procedures and engage in the early GC drilling requirements and activities.

 

RESPONSIBILITIES

  • Assist in training team members and the nationals under his/her responsibility to assure competence in operating procedures, safety system & environmental requirements, and developing the nationals.

Responsibilities

The Mining Manager is responsible for managing the activities of the mining and the ancillary support services for the mining operation.  The role would include mining, mine planning, ore supply, grade control drilling (mine geology), drilling and blasting, loading and hauling, run-of-mine stockpile management, pit dewatering and infrastructure as well as maintaining all internal roads.

The Mining Manager will also be responsible to present the one- and five-year mining plan to FG-Gold upper management and look for opportunities to increase revenue or decrease production depending on gold prices.

The responsibilities include but not limited to:

  • Ensure that Safety, Health and Environmental (SHE) Standards are maintained by all mining department staffs and others on the mine.

Position Overview
The Construction Supervisor / Project Engineer assists and supports the QEHSSSP Infrastructure Project Manager on assigned projects. Position Overview
PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

 

The Chief of Party will oversee and be accountable for the program of work to realize this vision, overseeing and managing significant service delivery, infrastructure-building, quality improvement and technical advisory activities. An experienced public health and health systems strengthening specialist, s/he will oversee all PIH service delivery, technical advising and support activities in Freetown and across multiple districts in Sierra Leone. S/he develops technical materials that codify existing PIH systems and tools from our service delivery, helping to ensure that district health management teams—the district-level technical implementers of health plans—are equipped to manage various aspects of project implementation, including hiring critical staff, performing M&E activities, and delivering trainings. The Chief of Party directly supervises a team of  district-based leads and advisors, providing ongoing supportive supervision to help government counterparts in creating robust implementation plans against national policies. S/he will regularly convene PIH district staff and Ministry of Health and Sanitation counterparts regularly to review human resource needs, facility operations and QI updates, and overall project plans. The Chief of Party will be the key representative of Partners in Health-Sierra Leone with the MOHS and in technical fora, ensuring alignment and coordination of all PIH activities with national health policy and strategy. Leadership of the program will be together with a Senior Program Manager responsible for operational delivery of the program that works to the Chief of Party. This is an exciting role to make a significant difference to health policy and health service delivery in Sierra Leone, for an individual that combines very strong interpersonal skills, with clinical and public health expertise, and experience in global health delivery.

Essential Duties and Responsibilities: 
Responsibilities

Project leadership

  • Develop strategic vision for the project in collaboration with the Senior Management
  • Oversee all aspects of program delivery and ensure success in line with vision, targets, and deliverables, directly overseeing all clinical and technical aspects of the program and working with the Senior Program Manager to oversee grant finance, operations, and compliance
  • Overall focal point for the project in relations with the World Bank and Ministry of Health and Sanitation including IHPAU

Representing PIH-SL with policymakers at national and district levels

  • Represent PIH-SL in technical working groups and with the Ministry of Health and Sanitation, working closely with the PIH Chief Medical Officer through the director of PC expansion and clinical teams to support advancement of health policy and strategy in Sierra Leone and ensure inputs according to PIH mission and vision
  • Work with PIH staff and District Health Management Teams on the implementation of clinical systems based on standard tools and processes, to accompany ongoing service delivery efforts

Project design 

  • Oversee and support needs assessment process across disciplines
  • Co-create with DHMTs tailored district-level health plans with specific actions for the DHMT and for facilities, following the same general phasing and categories of activities (M&E, supply chain, etc.) as in other PIH districts
  • Work closely with DHMT counterparts to prepare for district level in-charges meeting
  • Oversee PIH components of project reporting; Track progress and raise implementation delays and concerns with PIH project leads and MoHS project leads

Management 

  • Create and manage technical communication channels across all technical project staff, DHMT staff, PIH advisors, and MoHS facility lead counterparts
  • Support district teams in creating full district project fora that regularly (semesterly) bring together all key DHMT, MoHS, and facility staff in order to develop a project identity and to address shared challenges beyond any one facility or program area

Technical leadership

  • Serve as technical lead and oversee technical planning for a large multi-year donor-funded project to strengthen health systems in Sierra Leone, working closely with the Ministry of Health and Sanitation and the Project Director overseeing the effort
  • Support DHMTs through assessing DHMT capacity against project goals, and supporting professional development, HR development and policy and service delivery planning
  • Assess in particular the clinical / programmatic capacity and the administrative capacity including financial, human resources, M+E, and procurement

  • Develop a QI/clinical mentorship plan and framework based on overall PIH QI/mentorship vision and strategy working with relevant teams at PIH to be implemented in the PIH-supported sites in Kailahun and as technical assistance to the other project districts.

2.) TELEHANDLER OPERATOR

 

Responsibilities:

The Telehandler Operator must drive and operate the machine according to the basic safety standards. The responsibilities include but not limited to:

  • Handle loads according to the principles of starting, driving and operating a telehandler.
  • Load and unload equipment in accordance with the delivery requirements.
  • Store equipment in storage areas.

Responsibilities:

The Crane operator is responsible for supplying and providing with materials and equipment by means of a crane to the different trades involved in the construction site, according to the applicable safety rules. The responsibilities include but not limited to:

    • After problems are discovered, evaluate contractor’s proposed remedy. Formulate solutions for the Project Director/Construction Manager
  • Works on the Electrical Upgrade site construction will be performed to U.S. standards; the incumbent should have current working knowledge of acceptable products and procedures
  • Reviews design documents (drawings and specifications) that the A/E prepares as well as perform quality assurance for the construction project in his/her technical area of expertise

Minimum Skills & Requirements

  • Must have a Secret, Interim Top Secret (TS), or Final TS security clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of consideration
  • Bachelor’s degree or above in Civil Engineering from an accredited program plus a minimum of seven years of on-site vertical construction experience (such as field activities on buildings)

The position functions as the project architect, providing OBO/Freetown a full range of critical architectural and construction quality assurance, management, and technical oversight of the Freetown Facade MCI Project. The incumbent is responsible for performing technical inspections, monitoring the contractor’s quality control program, and reviewing project drawings and specifications to ensure compliance. 3.) Construction Manager

 

Primary Duties & Responsibilities

The contractor performs a wide range of construction management functions, assisting the OBO Project Director (PD) as a Construction Manager (CM) and management expert for planning, directing, managing, and coordinating the Department’s overseas construction projects, and working with assigned project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule and cost goals of the OBO Construction Management projects. In furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to, the following:

    • Works closely with the PD or OBO Construction Management Construction Executive in coordinating the efforts of the OBO project staff providing leadership and guidance to the OBO project staff
    • Ensures that an appropriate safety and accident prevention plan is implemented on each project contract
    • Reviews, monitors and coordinates project safety issues with the Contractor, the Post Occupational Safety and Health Officer (POSHO), and the Safety Officer in CM’s Construction Support Division (OBO/CFSM/CS), in accordance with the requirements of the US Corp of Engineers Safety and Health Requirements Manual and host country health and safety requirements when more stringent
    • Assists post and/or manages the work of the OBO CM Project Contractor(s) in planning, coordinating, evaluating, and scheduling the work to ensure that Project Contractor(s) meet required standards of quality, civil schedule, cost goals, and contract compliance
    • Develops working knowledge of all technical requirements of project
    • Provides Quality Assurance for ongoing construction project
    • Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders
    • Interprets and explains plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients, representing the interests of OBO while ensuring the understanding of all that the Contracting Officer for the project contract is the only individual with authority to direct changes to the scope of work through written modifications
    • Ensures that the project contractor(s) have obtained any necessary licenses and permits; and that they are properly displayed with a copy in the project files prior to commencement of related works
    • Ensures project contractors provide appropriate supervision and quality control inspections of the work
    • Studies the International Building Code and job specifications to determine appropriate construction methods providing quality assurance inspections and field verification of all aspects of the contractor’s quality control program
    • Supervises owner-sponsored field / laboratory tests as required to verify the contractor’s quality control program
    • Confers with supervisory personnel, Post clients, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems
    • Receives contractor submittals and reviews for completeness and determines whether OBO project staff, OBO Design Engineer, or the Architectural/Engineering (A/E) performing construction phase services shall review and provide comments and recommendations for acceptance of the submittals




  • Tracks the timeliness of submittals due from the contractor, their review by OBO, and response/return to the contractor
  • Evaluates contractor’s proposed submittal substitutions with construction engineering implications and makes recommendations to the PD concerning the disposition of the contractor’s request
  • Evaluates the necessity and accuracy of any contractor change order proposals; and prepares Statements of Work and Independent Government Estimates for modifications and change orders as may be required
  • Reviews and evaluates design calculations and data provided by the contractor(s) from a construction engineering perspective
  • Ensures that the project contractors maintain as-built documentation
  • Provides the PD with draft responses to the contractor’s and other organization’s requests for information
  • Reviews the contractor’s monthly pay request accurately represents the work performed by the Project Contractors
  • Ensures that materials for which payment has been requested are properly accounted for, in acceptable condition, and stored correctly
  • Maintains a “Daily Project Log” as defined in the Construction Management Guidebook
  • Prepares a CM Monthly Progress Report summarizing the status of construction projects
  • Publishes and distributes the CM Monthly Report as directed
  • Maintains progress photo albums for each contract project
  • Implements and monitors project reporting in accordance with the Construction Management Guidebook
  • Assists the Project Director and/or Post in acquiring and utilizing local construction professionals and construction contractors; and ensures scopes of services required of Local Employee Staff (LES) and local A/E firms are appropriately defined from an engineering standpoint
  • Supports the PD in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements
  • Develops and maintains an inventory of property to include domestic and overseas project property procured for the CM Projects
  • Ensures that inventory reporting complies with the requirements of the Department, the Foreign Affairs Manual (FAM), and directions promulgated by the Office of the Deputy Director for Resource Management (OBO/RM)
  • Assists with the development of presentations, special reports, and special projects as related to the engineering aspects of the overseas construction program
  • Participates in project meetings and conferences as appropriate, and, when required, prepares minutes of project meetings
  • Cooperates and coordinates with the Contracting Officer Representative (COR) and other members of the CM and OBO staff
  • Undertakes other duties, similar to those described above, as may be assigned by the COR

    • A Professional Engineering License (PE) is acceptable in lieu of a degree
