Position: MEAL Specialist (1 Position)

Duties and Responsibilities 

  • Ensuring accountability and working closely with consortium partners
  • Implementing monitoring systems and designing monitoring tools
  • Developing data collection tools and databases for the projects
  • Familiarize with DHIS 2 and monitor project activities output and progress towards anticipated results.
  • Working with data platforms and work with other software applications (SPSS, EPI, etc) in enhancing  quality data visualization
  • Conduct regular monitoring visits to project activities, including those implemented by partners   including planning visits and spot checks.
  • Work with MCGL Technical Specialists at the district level to supervise and collect data on MNH/FP and  other related activities.
  • Should support the team members and MCGL consortium partners in the development of critical learning  events, which will provide the opportunity to examine issues that arise during activity implementation.
  • The MEAL Specialist shall also provide support in ensuring the facilitation of knowledge building and  knowledge sharing in close collaboration with the CKM Officer.
  • Provide quality assurance through the development and implementation of a M&E operational framework.
  • Contribute to writing key project documents (monthly, Quarterly, and annual reports) for donor reporting.

Required Qualifications:

Specific responsibilities include:  

  • Support FP/MNH innovations and the development of new products and approaches in FP/MNH including LARC service provision, essential and basic  and/or comprehensive emergency obstetric and newborn care, advancement of program efforts to strengthen MNH service delivery platforms, family  planning integrated into maternal health care (including postpartum and post-abortion care) and quality improvement strategies to support FPMNH care  and other areas.
  • Coordinate the design of implementation research that may promote new initiatives and innovations for future adoption, i.e. in the area of MNH integration. • Work with relevant parties to finalize national quality improvement clinical standards in Family Planning, maternal newborn, child health, and nutrition. • Support training on quality improvement using MoH quality improvement approach.
  • Assess, identify gaps, provide feedback, and report on the status of meeting QI/QA FP/MNH clinical standards. Develop action plans to assist in the  implementation of appropriate measures in healthcare facilities. Provide monitoring, mentoring, and refresher training when necessary.  • Submit regular activity reports on identified gaps, measures implemented, achievements, challenges, outcomes, and opportunities for improvement to the  MoH.

ROLE PROFILE: 

We need a highly organized, enthusiastic, and motivated person who will be  based in Mattru Jong, Bonthe District to support our team to help ensure the  smooth, efficient running of our project.

The team work very closely together and this position reports directly to the  accountant. The role plays a vital part in the administration and smooth running of the project and is pivotal in the co-ordination and implementation  of office procedures.

  • Work with WaSAP Lead Technician to conduct a continual review of the  designs and functionality of the constructed or rehabilitated water supply  systems to ensure efficient operation and sustainability.

Job Description

Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. For 40 years and in over 155  countries, Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countries across the globe  for the past 40 years in a variety of technical areas including cervical cancer treatment and prevention, community health, HIV and  AIDS, maternal and newborn health, health workforce capacity development (both Pre-service and in-service), family planning, malaria,  and IPC/WASH.

The Global Reach II project is a five-year global HRSA-funded project, which started in October 2021. Position: Grant and Capacity Building Officer (3 positions) 

Job Location: Bo, Kenema, Tonkolili 

Reports to: Project Lead 

Position Overview: 

The Grants Officer will be responsible for oversight and management of the sub-grants under Jhpiego/Sierra Leone program. S/he advises and assists in the design, development, and oversight of the sub-grants management policies, procedures, and practices. Provides guidance and interpretation of grants policy for program staff as well as grantees. Assist the Grants manager in analyzing and evaluating grant applications, and awards to ensure adherence to grants management policies and donor requirements and work closely with the technical team to analyze work plans, budget estimates, and Milestones for reasonableness and consistency. He/she will be required to travel to the field to conduct compliance visits from time to time.

Responsibilities 

  • Work with the Grants Manager, Cluster Managers, and other technical staff to oversee the process of selecting grantees for award. This will include conducting pre-award assessments to determine the responsibility of prospective grantees and providing feedback to the applicants as per guidance from the project’s leadership.
  • Coordinate and participate in developing scope of work and budgets for prospective grantees
  • In coordination with other grants officers/finance officers and technical teams, maintain and update the sub-award tracking system on a monthly basis, including invoices and technical reports, in accordance to subgrants documents. • In coordination with the finance office and technical team, conduct timely review and verification of deliverables submitted by sub-grantees on a regular basis, including budget analysis and review.
  • Make determinations of risk profiles of prospective grantees and recommend appropriate approaches to mitigate the risks identified
  • Provide technical assistance to staff and grantees on administrative policies and procedures for grants management such as; • Jhpiego grants management policies and procedures
  • Policies and procedures for procurement under sub-grants
  • Interpretation of donor regulations
  • Grantee monitoring
  • Review monthly reports against the milestones where each grantee submits requests for reimbursements, liquidations, financial status, monitoring and evaluation of data, and a narrative progress report.
  • Consolidate programmatic and financial review feedback for all Civil Society Organizations (CSOs) and Local Government Authorities (LGAs) and assess the implementation of the recommendations set forth on a regular basis. • Monitor performance of sub-grantees including expenditure analysis and progress on targets, and coordinate with the finance and technical teams for mitigation strategies.
  • Ensure systems and tools are in place to enable successful monitoring of the action at contractual and programmatic levels. • Be a liaison person and maintain a comprehensive timetable for grants audits and facilitate auditor to carry out the required audits in a timely and cost-effective manner.
  • Oversee accuracy, presentation and timeliness of all grant programmatic and financial reports, ensuring reconciliation to C3HP Annual Work Plan and Jhpiego accounts system respectively.
  • Build capacity of sub grantees in the areas of grants management and compliance to the donor’s and organizational policies. • Conduct site visits to selected grantee organizations to directly observe project implementation, provide project management support, train on USAID rules and regulations.
  • In collaboration with Grants Manager organize and maintain all project documents and files related to grant process and individual grantee activities.
  • In collaboration with Grants Manager maintain and update specific project and related correspondence files, tracking and status sheets, and databases.
  • In collaboration with Grants Manager collect and maintain complete documentation of submission/transmittal of reports that are specific to grants under prime awards.

  • In collaboration with Grants Manager conduct investigations to resolve contractual issues/problems/disputes arising from grants and make recommendations to the Finance and Operations Director and Chief of Party for resolution. • Assume other duties as assigned.

Required Qualifications 

  • Bachelor degree in Finance, Economics, project management or a related field [Master’s degree preferred] • Professional training related to grants management is an added advantage
  • Minimum of five (5) years of post-qualification experience in a grants management position in a reputable NGO or development agency.

Position Overview:

The Senior (Sr.) Technical Officer Key Populations in collaboration with the Technical Advisors (TAs), will provide strategic  oversight and technical support in the implementation and expansion of integrated quality HIV prevention, Care Treatment and  support services specifically to the Key populations with linkage broadly to the general population program in supported KP  drop-in-Centers, community and health One (l) Sr Technical Officer position will be KP focused and seconded partly at the National  AIDS Control Program (NACP).

The positions will provide strategic support, oversight and technical assistance to the implementation of comprehensive KP Focused  DIC and facility-based HIV prevention, Care treatment and support services including PrEP, HTS (including index testing), HIV ST,  Care and Treatment and linkage to care. They will also provide strategic support to DICs and health facilities to conduct specific  mobile and outreach services and services targeting populations (e.g., MSM, FSW, PWID, TG and Persons in custodial centers). The Strategic Information Officer: will be responsible for assuring the tools and procedures for data collection for indicators are well-defined,  reflect the service delivery process, are standardized working closely with the National AIDS Control Program (NACP). S/he will be  responsible, in collaboration with the SI team, for training staff and building the capacity of DHMTs and Facility Level staff on indicators,  tools, standard operating procedures for data collection, verification, and quality assurance, and any digital health tools or processes.  S/he will be responsible for the preparation of datasets and analysis of data and work to improve data analysis and use at the DHMT  and health facility levels. The Officer will participate in planning and implementing internal data quality assessment with paper and or  electronic data, both project and national tools and systems. S/he will provide support to all data collection, cleaning and analysis and  participate in preparing for and playing a key role in data review meetings; reporting in PEPFAR’s Data for Accountability Transparency  and Impact (DATIM), High-Frequency Reports (HRF), Project databases (DHIS2 Platform) and in JADE and participating in information  dissemination forums. S/he will submit 100% quality data in DATIM on a quarterly basis and other platforms as required and provide  timely data for decision-making at the project level by sharing timely trend analysis for project performance tracking for project  management on a daily, weekly, or monthly basis as appropriate

Duties and Responsibilities: 

  • Oversee timely collection, verification, entry, validation, processing, review and collation of project data for all reportable indicators
  • Perform data validation and verification – in close coordination with project team, ensure site-level data (heath facilities, DICs and  other project data) is verified before entry, validated across databases e.g., DHIS2 platform and DATIM and shared to project staff  for review and scrutiny before reporting to the project, Jhpiego, Partners, MOH and PEPFAR
  • In close collaboration with the SI team and project advisors, conduct in-depth and robust data analysis to present granular  information focusing on site level, district, project, and national level as required.
  • Participate in site visits to assist with supportive supervision, data quality assessments, mentorship and implementation of SOPs  and checklists to improve data quality
  • Analyze and provide key information on progress towards indicator targets and participate with technical and program team to  describe performance, gaps, action plan to address any lagging areas
  • Assist to develop/ update tools and standard operating procedures for data collection and reporting and participate in other areas  as assigned
  • Train staff and stakeholders on indicators, tools, SOPs for data collection, verification, and quality assurance.
  • Prepare and analyze datasets -verify and clean data collected by the field team in real time (database management) and develop data

dashboards, as may be required

  • Work closely with key stakeholders on the development of digital health tools, and their deployment and use in the field
  • Conduct training/orientation on digital health tools, paper-based tools, data elements and reporting
  • Provide weekly updates on data completeness and performance on indicators
  • Participate in reporting as required by project, organization, and donor.
  • Participate in work planning and ensure SI-related tasks are clear, assigned timelines and responsible people.
  • Plan and participate in training programs to improve the M&E skills of health and HIV/staff in the regions and facilities

Knowledge, Skills and Experiences: 

  • Experience in providing strategic direction and developing functional M&E frameworks based on consolidated analytical inputs.
  • Experience and skills in epidemiological surveillance, quantitative and qualitative monitoring, and evaluation methods.
  • Knowledge of the national response to HIV/ AIDS in Sierra Leone.
  • Working knowledge of MS Office applications (Word, Excel, Power Point, and Internet).
  • Working knowledge of M&E software like DHIS.
  • Willingness to work within a team environment and travel throughout Sierra Leone up to 50% of the time.

Required Qualifications:

Overview:

Jhpiego, an affiliate of Johns Hopkins University, has strengthened public health programming for five decades in several countries through evidence-based, quality-focused public health interventions. Jhpiego has worked closely with the Ministry of Health and Sanitation, Sierra Leone (MOHS) since 2018 through Momentum Country and Global Leadership Program focusing on Reproductive Maternal Newborn and Child Health and IPC/WASH projects, the US-CDC-funded Global Health Security project, the Health Resources and Services Administration-funded Global Reach II, and the USAID-funded Impact Malaria project

The COVID-19 pandemic exposed many weaknesses in health systems across the globe and raised important issues in health security. USAID has provided support to many countries through the COVID-19 Response Mechanism (C19RM), including Sierra Leone. Three key areas for ongoing support, which were identified by USAID, the Ministry of Health  (MoH), Global Fund, and other partners, are a) Integrated Waste Management (IWM), b) Community Led Services Assessment, (CLSA), and c) Medical Oxygen Ecosystem (MOE).

MOH has an existing National Healthcare Management Policy and Strategy. However, with the advent of COVID-19, the policy and strategy needs to be updated to interventions on the transport, storage, and destruction of Covid-19 and other infectious diseases related medical waste. The Directorate of Environmental Health of the MoH is thus seeking the services of a TA to provide technical assistance in updating the National Medical Waste Management Policy and Strategy to include Covid-19 and other infectious diseases medical waste management, and at the same time develop a detailed work plan and budget for implementation of the updated policy and strategy document among other tasks.

Technical

Position: Logistics Assistant

Specific duties:

  • Provides logistical support for IRS activities, including spray operations, transport, and distribution of materials to operation site.
  • Assists in managing the inventory, storage and irreparable materials, under the direction of logistics coordinator

  • Verify completeness, accuracy and authenticate the ledger books at the operations sites stores.

 

Required qualifications:

  • Diploma in Logistics and supply chain management or relevant field.
  • Work experience in inventory control and warehouse/store management is preferred.
  • Possess Basic Knowledge of MS Excel.

Specific duties:

  • Coordinate mobilization of all communities in the assigned Chiefdom to increase acceptance of IRS
  • Lead implementation of communication strategies in assigned chiefdom to ensure ALL community-level stakeholders ACCEPT IRS BEFORE the spray campaign
  • Coordinate IRS mass mobilization activities by working closely with the District Coordinator, site managers and community mobilizers in assigned operation sites ensuring coordinate their visits well
  • Liaise with community leadership, district council officials, and respective DHMTs for assistance with community mobilization and IRS sensitization efforts
  • Ensure mobilization and IEC activities are implemented as per the mobilization calendar and spray calendar
  • Manage and work closely with community mobilizers to ensure households in each community are fully prepared and accept IRS

Required qualifications:

  • Diploma in communication, community development, public health, social science, or related discipline.
  • Training in participatory approaches and community mobilization is preferable.
  • Excellent interpersonal skills and ability to work as part of a team.
  • Ability to write news stories and take good photos.
  • Ability to work independently with minimum supervision.
  • Proficiency in English and ability to speak the common local language in Bo and Bombali districts.
  • Very good knowledge of the geographical setup of the targeted Chiefdom and must be residents of the targeted Chiefdom.

  • Keep and update stock cards, ledger book for each item in the operation site store
  • Stick barcode serial numbers on insecticide bottles/sachets and scan the barcode for each of the insecticide bottles or sachets you are giving out to the Team Leader,

  • Ensure every morning that their spray teams have all the necessary personal protection equipment and that it is in good working order

  • At the of each day, he/she ensures that each spray operator properly and safely disposes of any remaining insecticide following the progressive rinse method, and that he/she thoroughly cleans his/her spray pump at a designated wash area
  • At the end of each day, report on insecticide use and ensure they are properly recorded on the SOP and TL forms
  • Supervise spray team using spray Quality checklist provided to ensure spray quality
  • Ensure that all spray operators comply with the best IRS practices
  • Ensure spraying is done according to environmental, health and safety standards
  • Allocates a number of structures to each spray operator upon arrival in a targeted village

Position: Spray Operator

Specific duties:

  • Each spray operator prepares his/her hand-compression sprayer for review and inspection by the spray team leader.
  • Ensure to always wear the full set of clean PPEs before beginning to mix insecticide, during the spraying.
  • Ensure to follow the household preparation procedures before spraying.
  • Ensure the correct mixing of the insecticide.
  • Ensure the correct application of the insecticide on the wall of the structure.
  • Fill in the spray operator form neatly and correctly with defined variables.
  • Ensure to mark the structure after spraying.
  • Comply with the Environmental Best Management Practices
  • Perform triple rinsing of equipment at the end of each day.
  • Laise with the storekeeper to handover all IRS materials and equipment each day from the field.

 

Required qualifications:

  • Minimum academic qualification of Basic Education Certificate Examination (B.E.C.E)
  • Have experience working as CHW, resident in the catchment communities
  • Have proven numeracy skills and be able to read and write in English
  • Be able to collect and record information accurately following instructions

  • Be strong, weigh above 50Kg and able to carry a 10kg load for 5 hours

Position: Pump Technician

Number required:  28 Bo District & 18 Bombali District

Supervisor: Site Manager

Specific duties:

  • Assist the spray team to achieve spray targets by diagnosing common problems with the sprayer.
  • Identify the root causes.
  • Perform the correct steps to fix common pumps problems and demonstrate proper calibration.
  • Contribute to good environmental compliance practices by ensuring proper maintenance and quick repairs of sprayer Pumps.
  • Responsible of lifespan for the spray pumps by ensuring the care and proper handling of sprayer pumps at operation sites
  • Communicate with spray operators and supervisors to help the spray team to achieve spray targets.

Required Qualification:

  • Excellent interpersonal communications and knowledge of Mende and Temne is compulsory.
  • Demonstrated knowledge of testing and calibrating the spray pump
  • Installation of Control Flow Valve and ability check the nozzle and the screen filters to ensure they are not clogged.
  • Ability to understand the internal and external parts of sprayer pumps by name.
  • Willingness and flexibility to work long hours.

Overview

The Energizing Development Programme Sierra Leone is an energy access programme with the objective of increasing access to affordable modern energy services in Liberia, Guinea, and Sierra Leone. It is a global initiative in 26 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighbouring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors, and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to modern cooking systems through energy-efficient cookstoves, sustainable biomass production to avoid deforestation including efficient charcoal production. The present position will support all activities of component.

The position supports, advice, and partially manages; in particular:

  • Responsibilities
  • Work closely with the Key Team Lead (KTL) RE-Tech team from acquisition, planning, costing, procurement, through implementation to closure for technical and strategic issues.
  • Collaborate with project stakeholders to define clear objectives and strategies for promoting productive use of electricity in off-grid communities.
  • Support with administrative tasks in the absence of the RE-Tech team lead in solar related fields.
  • Coordinate end users regarding solar items or possibly ICS and provide them with orientation and other technical training.
  • Secure timeliness, respect to GIZ rules and discipline within the Endev Team.
  • Prepare and submit periodic progress reports to project stakeholders, including findings, challenges, and recommendations.

EXPERIENCE: A minimum of three (3) years of journey-level experience in the installation, operations, repair and maintenance of commercial or industrial HVAC/mechanical refrigeration systems.
Minimum of 3 years’ work experience operating, maintaining, or repairing 100-ton chillers or larger, and large air-handling units is required. Work experience must demonstrate a progression of increased responsibility working on complex sophisticated equipment and components,including operation and maintenance, and troubleshooting.
JOB KNOWLEDGE:  The incumbent must have superior knowledge, exceptional technical skills, and a thorough understanding of heating, ventilation, and air-conditioning (HVAC) systems with an in-depth understanding of thermodynamics and how they apply to HVAC theories and principles. Must be well-versed in HVAC controls including motor starters, thermostats, humidistats, variable frequency drive (VFD) motors and controllers, motorized and gravity dampers, and building automation systems and sensors. Must have a thorough understanding of US or IBC standards, mechanical / ASHRAE standards, indoor air quality standards, building pressurization, ductwork sizing and air flow principles, and fire and life safety codes.
Education Requirements:
Completion of secondary school required. Successful completion of vocational training from an accredited institute recognized as producing journeyman level technicians with specialization in the HVAC field is required. The Incumbent will have completed a course of study covering the principles of air conditioning, heating, and ventilation (HVAC), system design, system maintenance and troubleshooting, the various types of Freon and their uses, building pressurization, indoor air quality, and other specialized applications is required.

Purpose of Position
This position is responsible for coordinating the maintenance and repair of wells built by LWI and others, located in the communities, through a detailed plan that determines the development of such activities, supporting the drilling team in the tasks of Repair. The position is also responsible to provide direct technical advice and implement sanitation and water systems designs and construction within the project area. The W&S Technician Lead determines the scope of work and cost estimation (BOQ) for all scheduled activities or emerging maintenance and construction requests by schools, PHUs and communities. Its work is key, guaranteeing duration of the water and sanitation services that is/are provided through the wells, sanitation facilities, coordinating and planning the use of all the necessary materials or spare parts.

Major Responsibilities
  • To develop and coordinate the annual well maintenance plan of the country office of LWI, ensuring its proper functioning in the communities.
  • Ensure the maintenance of spare parts necessary to assist in the repairs of the pumps in the communities, or in those where technical support is required for their repair.
  • Coordinate the verification visit of the state and condition of the pumps, ensuring that proper hygiene operations are complied with
  • Coordinate water test outlets and pump maintenance visits to verify that there is no contamination or any other parasite that may affect water, using the TDS instrument.
  • To promote and promote good relations between LWI and communities, by means of follow-up visits to verify the conditions of wells and water points, proving that they are in good condition of service.

  • Coordinate the purchases of pump spares from the wells to be visited, maintaining the appropriate stocks, requesting the Finance Department the necessary funds to make purchases of the parts to be replaced.

  • Drive the vehicles to transport the pump maintenance equipment, ensuring the safety of the team during the time that the visit takes place in the country, providing indications of what is due and should not be done during the visits to the communities
  • Ensure proper use of safety equipment, such as gloves, helmets, earplugs, and all necessary safety tools in the field.
  • Ensure that all visits are adequately fed and the visiting areas have the proper hygienic conditions.

_ Roles and Key Responsibilities:

  • Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
  • Ensure setup and maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package.
  • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management.

Job Summary

The Project Engineer – Infrastructure, Shelter & Settlement will support research coordination, technical advice and guidance to a wide range of program design and implementation issues in the area of Infrastructure, Shelter and Settlement in line with CRS program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable in informal settlements in Freetown, Sierra Leone. Your technical knowledge, advice and guidance will contribute to advancing the implementation of the Transforming Lives initiative in collaboration with key project partners and stakeholders. You will coordinate with the CRS Homes & Communities platform to ensure that learning from the Transforming Lives initiative around strategies for scaling is captured and disseminated across the agency. You will also help to coordinate the slum upgrading activities with other research and projects taking place in the two target communities, such as the multi-sectoral urban malaria research. You will provide assistance and technical expertise in design adjustments, construction, supervision and coordination in the field, ensuring high quality and consistency of work. You will also provide guidance to other team members/projects ensuring knowledge transfer for capacity building. You will be supervised by Technical Advisor 11- Infrastructure, Shelter & Settlement.

Primary Responsibility: 

Development and implementation of shelter construction activities including the monitoring of contractor performance and construction quality;

 

Specific Job Responsibilities

 

Assessment

  • Implement technical assessment for shelter.
  • Prepare detailed cost estimates and unit prices for technical standards to support overall program decision-making.
  • Assess what agency resources (staff, material and financial) will be required for the planned activities and to keep senior management informed.

Program Design

  • Implement program methods and operational plans in accordance with the agreed construction strategy.  Ensure that all construction activities are developed in coordination with other sector teams, as appropriate.
  • Prepare appropriate design, construction and monitoring methods which draw upon the best practices of CRS; ensure that all CRS construction programs comply with relevant local, national and international standards and regulations, and reflect agency best practices.
  • Oversee the development and use of program documentation and tools, in accordance with agency best.
  • Ensure that environmental and sustainability issues are considered in the program design, in keeping with agency best practices and the guidelines.

Project Management and Implementation

  • Implement and oversee all construction programming, including technical assessments, project development and design, tendering and contract administration.
  • Assist and support the development of project documentation, including project development tools, technical designs and cost plans, tender and contract documentation, project tracking tools, and program budgets.
  • Manage construction staff, and collaborate with partners and communities, in developing and implementing projects. Incorporate CRS program staff and partner staff capacity into all aspects of project design, development and implementation.
  • Implement and oversee the selection and management of service suppliers and construction contractors to complement the capacity of the CRS construction team.
  • Under direction of the Engineering and Construction Program Manager, participate in the procurement and logistics process for materials and equipment required by the construction program.
  • Ensure compliance with quality, safety, and environmental standards for all projects, in keeping with internationally agreed best practices or as otherwise outlined in agency guidelines.
  • Liaise with key non-government organizations (NGOs) and national, provincial, and local government, task-force teams and workshops, technical committee meetings, and coordination groups as necessary.
  • Participate in CRS meetings and workshops on strategic planning, construction programming, and agency-wide initiatives as requested by supervisor.
  • Prepare and assist in the preparation of concept papers, project documents and other material to develop or promote the construction programming. This may include taking a supporting role in reviewing proposals and concept papers submitted by CRS’ partners and assisting them in building project proposal and implementing capacity.

Information and Co-ordination

  • Prepare project reports as required by CRS, relevant Government coordination bodies, external donors, and other interested parties.  Provide project documents, operation plans, program schedules and budgets as required by the Technical Advisor.
  • For all direct reports, develop a performance management plan on an annual basis; Provide performance guidance and feedback on a regular basis.
  • Represent CRS in discussions or meetings with government, non-government and UN agencies as directed or agreed by the Technical Advisor. Train and brief CRS staff, stakeholders, and others on construction issues.

Qualifications:

  • A Degree or similar professional qualification in an Engineering discipline including Architecture, Construction Management or a related technical field is mandatory.
  • A minimum of five years design and/or construction experience, including a minimum of two years site supervision and contract management, plus a preferred minimum of two years experience in developing and implementing shelter or community infrastructure projects on behalf of development organizations.
  • Experience in community development, community mobilization, or similar self-help initiatives, and a desire to maximize integration of program delivery, is preferred.
  • Highly knowledgeable in appropriate construction administration systems and procedures, in particular control of works and financial management.
  • Familiarity with current standards and guidelines for humanitarian emergency response, including the Sphere Handbook criteria.
  • A proven track record in managing large teams of technical personnel.
  • An interest in and ability to build capacity in implementing teams, local partners and community bodies, with a focus on community participation.
  • Ability to work in partnership with local communities and NGOs as appropriate.
  • An awareness of local construction technologies and materials.
  • Excellent communication and negotiation skills.  Ability to read, analyze and interpret administrative reports, technical procedures, or government regulations.
  • Ability to write reports, and procedure manuals and effectively present information and respond to questions from CRS senior management.
