PMI Impact Malaria  

The U.S. President’s Malaria Initiative (PMI) Impact Malaria project is PMI’s flagship global service delivery project,  supporting countries in their efforts to fight malaria and save lives by strengthening diagnosis, treatment, and drug-based  prevention for those most at risk—particularly young children and pregnant women. PMI Impact Malaria is a USAID  contract hosted and led by PSI as the prime contractor and Jhpiego as an implementing partner in Sierra Leone.

PMI Impact Malaria is helping national malaria control programs tackle malaria service delivery challenges by working  to:

∙ Close the gaps in malaria diagnosis and treatment to get the right medicine, with the correct diagnosis, to patients  in need, in the timeliest manner.

∙ Unlock the potential of key drug-based prevention approaches by helping countries introduce, implement, and  scale-up proven interventions.

∙ Strengthen malaria health systems and data for decision-making to accelerate service delivery improvements  and advance key learnings.

The PMI Impact Malaria (IM) team provides global technical leadership along with implementation support and technical  assistance in health facility and community settings in up to 27 countries around the world. We are a focused, multi disciplined, and multi-cultured team based out of Washington DC, working through partner offices in the respective  counties.

In Sierra Leone the project supports the Ministry of Health and Sanitation (MoHS) and the NMCP to implement key  malaria service delivery interventions at the national level and across ten focus districts. IM SL supports the NMCP to  strengthen malaria case management at the community and facility levels, with an emphasis on addressing severe malaria  and MIP, bolstering the national laboratory diagnostics system, and building capacity in the collection and use of data for  decision-making.

In Sierra Leone, IM, in support of the National Malaria Control Program (NMCP), seeks to improve Case Management  (CM) and prevention of Malaria in Pregnancy (MIP) services through two of the three overall objectives of the project,  namely:

Objective 1: Improve the quality of and access to malaria case management and malaria prevention during pregnancy.

Objective 3: In support of Objective 1, provide global technical leadership, support operational research, and advance  program learning.

Job Location: Freetown, Sierra Leone  

Duties and Responsibilities:  

∙ Support MIP TA in writing and submitting monthly program updates to HQ for liquidation  ∙ Work with the MIP TA to gather data and develop an Abstract on the CHW internship field test, a comparative  analysis

∙ Finalize, with MIP TWG support, and validate the MIP mentorship resources for NMCP handover  ∙ Help TA provide support for MIP TWG engagements including communications, reminders, and follow-ups  ∙ Be integrated into the IM team to provide support as needed especially for OTSS+, quarterly, and annual/final  report

∙ Participate with the MIP TA in all periodic check-ins, CST meetings, and other program meetings and deputize MIP  TA in the unlikely event of his absence in these meetings and engagements.

Key deliverables: 

  • Assist in coordinating all installation activities at multiple job locations. Installing and repair wiring, fuse boxes, switch panels, electric control and motors. Plans and installs electrical fixtures and control equipment.

 

Key Duties Include: 

  • Prepare sketches showing location of wiring and equipment or follow diagrams or blueprints and do installation as required. • Implement project goals and help to monitor success in reaching those objectives on an ongoing basis. • Assist in Planning, scheduling and join work with linemen, electricians and helpers engaged in the construction, maintenance  and repair of electrical systems.
  • Plan wiring and installation of equipment and fixtures, such as motors, generators, switches, circuit breakers, and fuse boxes  according to blueprints, schematic drawings, and sketches.
  • Conduct periodic inspections using test equipment, such as voltmeter and ohmmeter and give on-site supervision of  hazardous or unusual work.
  • Liaise with Foreman to estimate time and material cost for the project and track cost and job records. • Establishes work schedules, assigns work, monitor performance and ensures that proper procedures are being followed. • Carry out electrical fitting, high voltage switching and electronics;
  • Test circuits.

Skills and Qualifications required: 

  • Qualified Electrician (Red Seal) with mechanical and welding knowledge
  • Must be able to read and interpret drawings
  • An Electrician Trade test and 3 phase Wireman’s licence.
  • Medium voltage experience and certification required.
  • A Diploma in Electrical Engineering (a desirable advantage)
  • Licensed as a journeyman electrician

Responsibilities

The Mining Manager will also be responsible to present the one- and five-year mining plan to FG-Gold upper management and look for opportunities to increase revenue or decrease production depending on gold prices.

The Energizing Development Programme Sierra Leone is an energy access programme with the objective of increasing access to affordable modern energy services in Liberia, Guinea and Sierra Leone. It is a global initiative in 26 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighboring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to improved cooking energy systems through energy-efficient cookstoves, sustainable biomass production. The present position will support the cooking energy component. In the area of cooking energy, EnDev Sierra Leone is supporting the implementation of the Cleaner Cooking Energy Compact of Sierra Leone. EnDev is supporting market development through capacitating Improved Cookstove (ICS) or sustainable biomass fuel producers, supporting innovation in cooking energy efficiency measures, support standardization and testing procedure for cooking energy products, supporting smart finance systems and developing strategies towards sustainable biomass fuel production.

Position:      Technical Advisor (TA) Consultant assigned to MoHS  Technical Area: Community-Led Health Services  

Contract duration: 9 months  

Reports to: Project Lead  

Location:      Freetown, Sierra Leone  

Overview:  

Jhpiego, an affiliate of Johns Hopkins University, has strengthened public health programming for  five decades in more than 150 countries through evidence-based, quality-focused public health  interventions. Jhpiego has worked closely with the Ministry of Health and Sanitation, Sierra Leone  (MOHS) since 2018 through Momentum Country and Global Leadership Program focusing on  Reproductive Maternal Newborn and Child Health and IPC/WASH projects, the US-CDC-funded  Global Health Security project, the Health Resources and Services Administration-funded Global  Reach II, and the USAID-funded Impact Malaria project

The COVID-19 pandemic exposed many weaknesses in health systems across the globe and raised  important issues in health security. USAID has provided support to many countries through the  COVID-19 Response Mechanism (C19RM), including Sierra Leone. Three key areas for ongoing  support, which were identified by USAID, the Ministry of Health and Sanitation (MoHS), Global  Fund, and other partners, are a) Integrated Waste Management (IWM), b) Community Led Services  Assessment, (CLSA), and c) Medical Oxygen Ecosystem (MOE).

MOHS has an existing National Medical Waste Management Policy and Strategy. However, with the  advent of COVID-19, the policy and strategy need to be updated to interventions on the transport,  storage, and destruction of Covid-19 and other infectious diseases related medical waste. Meanwhile,  US$ 600,000 has been approved and allocated in the C19 RM grant for medical waste management,  but with a pre-condition that requires MoHS to develop a detailed workplan and budget for the US$  600,000 for review and approval by Global Fund. The Directorate of Environmental Health of the  MoHS is thus seeking the services of a TA to provide technical assistance in updating the National  Medical Waste Management Policy and Strategy to include Covid-19 and other infectious diseases  medical waste management, and at the same time develop a detailed workplan and budget for  implementation of the updated policy and strategy document.

Through C19RM funding from USAID, Jhpiego will recruit a Technical Advisor to provide technical  assistance to MoHS National Integrated Medical Waste Management Strategy to include COVID-19  and other infectious diseases, SOPs development, capacity building and other areas

The Technical Advisor will work in close collaboration with the Director of Environmental Health,  Program Manager for Waste Management, MoHS, the Jhpiego team in Sierra Leone, and  representatives from different Jhpiego departments to support the successful implementation of the  project.

Specific responsibilities include:  

Technical

∙ Review and update the scopes of practice for CHW and community-led services to include  Covid-19

∙ Review community-led services in the C19RM proposal and align interventions with the  CHW Strategy and international best practices.

∙ Map out current activities in the C19RM proposal to identify those with the highest impact  for eventual scale up and de-prioritize those with the least impact and make relevant  adjustments in the C19 RM grant to accommodate changes.

∙ Conduct an assessment of existing and needed community-led health services, identify and  map existing financial and non-financial gaps in community-led health services and highlight  opportunities for future GF investments in Sierra Leone. The focus may include but is not  limited to:

∙ Analyze the linkages between community-led services and various programs  ∙ Investigate and document key challenges in community-led service provision/service  delivery and service utilization for HIV, TB, MCH, and other related programs  ∙ Assess various community-led monitoring mechanisms; existing community-led advocacy  (including strengths and weaknesses) and the roles of communities in advocacy.  ∙ Investigate and document lessons learned from implementation under C19RM  ∙ Assess compensation mechanisms for various community-led services.

∙ Conduct broad stakeholder assessment for community-led services. – community and their  decision makers, private sector, NGOs and MDAs

∙ Review functions and scope of the Facility Management Committee

∙ Investigate strategies for community engagement in national public health campaigns (e.g  ITN distribution, immunization campaigns)

∙ Assess existing and potential school structures and their roles in community-led health  activities/ services

∙ Assess the critical issues around the occurrence and prevention of teenage pregnancy,  SGBV, and social behavior change in the community

∙ Support the development of a costed operational plan based on assessment findings

Program Support and Compliance

∙ Contribute to/draft project documents such as weekly, monthly, quarterly reports and final  technical reports

 

∙ Facilitate Core Technical Working Group/multi-stakeholder engagement meetings  ∙ Capture insights from stakeholders through engagement: interviews, workshops, field visits  ∙ Support monitoring of progress on key deliverables and activities outlined in the work plan  ∙ Support planning and execution of workshops and activities

Position Overview: 

The Senior (Sr.) Technical Officer in collaboration with the Technical Advisors (Tas), will provide strategic oversight and technical support in the implementation and expansion of integrated quality HIV services to both the general and key populations (KPs) at program supported health facilities and drop-in centers (DICs). One (1) Sr Technical Officer position will be KP focused will closely with the KP Technical Advisor on KP friendly programming.

 

The Sr Technical Officer positions will provide strategic support, oversight, and technical assistance to the implementation of comprehensive facility-based HIV services including PrEP, HTS (including index testing and HIVST), Care and Treatment and linkage to care. They will also provide strategic support to DICs, and health facilities conduct specific mobile and outreach services and services targeting populations (e.g., KPs, men). S/he will work closely with the technical officers to directly support health facility staff and volunteers at site and DIC level and contribute to the improvement of access and quality of HIV services including the optimization of HTS, referrals/linkages with HIV/AIDS care and treatment, other services (including lab) and the implementation of QI approaches. S/he will provide mentorship and support to health facility staff and volunteers at health facilities and DICs in the provision of HIV prevention (including PrEP) optimized HTS (including HIVST and index testing), adherence counseling, TB screening and prevention, laboratory services, other health screening and referrals and QI/QA activities.

 

The position will work with Technical Officers and Advisors to identify capacity and skills gaps and implement targeted on-the-job trainings and mentorship for the provision of comprehensive and high-quality HIV, and KP-friendly services.  S/he will, in collaboration with the health facility and DIC staff, provide oversight and mentorship to the project Technical Officers alongside the volunteers at the health facility and DIC that are supporting demand creation for services, linkages to care, partner tracing, loss to follow up and peer support.  S/he will also collaborate with other organizations and the communities to support HIV services across the continuum of care.

 

Duties and Responsibilities:

  • Supports Technical Officers and health facility and drop-in center staff in the coordination, supervision and provision of optimized HTS (HIVST and index testing), HIV prevention (including PrEP), linkages to/and care and treatment support, TB and other health services at health facilities.
  • Mentors and trains Technical Officers, health facility staff and volunteers on comprehensive and quality HIV services across the continuum of care and the clinical management of people living with HIV, integrated TB screening and prevention, and counseling provided at health facilities and outreach sites
  • Ensures all clinical procedures at health facilities and outreaches follow national guidelines and protocols developed by the NACP and meet PEPFAR minimum requirements.
  • Provides on-going coaching, mentoring and hands-on supervision to technical officers, health facility staff and volunteers

  • Ensures linkages of newly diagnosed clients to care, in collaboration with health facility staff and volunteers,

Main Purpose

Carrying out assessments and ensuring the implementation, maintenance and monitoring of the technical work in the projects within a certain area of specialization (HVAC – Heating_ Ventilation_ Air Conditioning) according to MSF protocols and standards in order to ensure an optimal running of the project and its infrastructures and the efficient use of the systems and equipment.

 

Main Responsibilities:

  • Defining procedures and ensures the implementation, monitoring, maintenance and correct functioning of the technical work within his/her area of specialization.
  • Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity (s)he is primarily in support.
  • Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to infrastructure challenges in the area of specialization e.g. installing / building / implementing. Liaising directly with the staff to identify the project needs and managing response and prioritization of requests.
  • Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning as well as defining functioning standards and monitoring systems.

Requirements

Education: Essential technical diploma or technical university degree, preferably as an engineer or air condition technician.

Experience: Experience conducting equipment maintenance (minimum 5 years’ experience)

Knowledge and experience installing and servicing Air Conditioning systems, and inverter ACs is required.

Experience servicing refrigerators.

Experience installing and servicing VRF systems is highly preferable.

  • Manage and lead civil and earthwork subcontractors throughout duration of the project (from Groundbreaking through Commissioning and Turnover to Owner)
  • Assist Scheduling department with developing detailed CPM schedules for all civil and earthworks including construction and or installation activities, including cost and resource loading
  • Track performance and analyze the completion of key goals.
  • Document and report project progress to stakeholders and clients
  • Receive, review, forward and track status of submittals and construction activities.
  • Initiate, prepare, review, track and distribute RFIs.
  • Assist in management of project permit process.
  • Assist in preparations of bid packages and procurement.
  • Update construction schedule based on project team input.
  • Trade Contractor progress and materials delivery.
  • Change management, including soliciting, receiving, reviewing, and preparing actions and change orders
  • Track and inspect material deliveries.
  • Assist in preparation of monthly owner project status reports, as required
  • Attend project meetings, as directed by Project Manager and record meeting minutes
  • Assist and/or complete project close-out
  • Communicate and enforce environmental, health and safety management policies

Position Overview
 

The primary responsibility of the Safety Manager is ensuring that infrastructure team and its employees adhere to safety standards. Incumbent’s focuses on creating and implementing organizational safety guidelines for project construction, promoting a culture of safety in the workplace, and performing regular site inspections to check compliance.

Essential Duties and Responsibilities: 
Safety Team Leadership

  • Provide overall leadership and direction to project and construction team in terms of safe work practices.
  • Oversee and provide guidance to all project team and ensuring capacity building for all staff.
  • Provide day-to-day supervision, job assignments, and priority management for project staff
  • Lead safety meetings and inspections to ensure compliance, evaluate performance, identify corrective actions, and implement follow up assessments. Plans implement and conduct preventive care, safety, and compliance training programs.
  • Plans, implements, manages, and maintains comprehensive environmental safety and health programs on premises or at all project construction site location.
  • Provides project management team with guidance on health and safety and confirms project sites fulfill the country statutory law and regulations of health, safety, and environment. And also, with international standards.
  • Collaborates with management to develop emergency Action Plans and serves as case manager, maintain a written log of safety inspections activities, reports, and correspondence
  • Guarantees that all work is performed in accordance with approved manuals, internal policies and procedures, contract documents and good engineering practices
  • Provides technical support with regards to safety standards to project manager and team.
  • Participates in team meeting and provides regular on – site projects presence either directly or through delegates.

Budget

  • Develop and maintain project budget and accounting records for all aspects of safety within the team.
  • Develop and maintain project financial projections for review and presentation to PIH Sierra Leone leadership monthly regarding construction projects safety requirements.
  • Handle billings and contract management for subcontractors and suppliers with regards to adhering to PIH’s standard safety requirements.

Reporting

  • Prepare monthly reports detailing project and construction safety updates in terms of LTI’s, adherence etc.
  • Contractor management & construction execution with respect to safety management matrixes and practices.
