1.) Warehouse Assistant – Inbound

 

Position Overview

The Warehouse Assistant, Inbound is responsible for physically receiving items to the warehouse from purchase orders and shipments, checking lot and expiry dates, putting itmes away by lot and expiration date on shelves and floor storage, labelling items with PIH item codes, and maintaining document storage/filing systems. They are also responsible for maintaining a safe and clean working environment and conducing tasks according to standard operating procedures required to maintain an accurate inventory.

Essential Duties and Responsibilities:

Physically count received quantities and identify packing list discrepancies

Label and put items away on shelves/floor storage by lot and expiration date

Maintain filing system and ensure documents are archived

Support warehouse cleaning, ensuring environment is free of dirt and dust

Follow all safety codes

Follow all security procedures

Carry out tasks as assigned by the Warehouse Officer and Manager.

2.) Warehouse Officer – Inventory

Position Overview

The Warehouse Officer, Inventory is responsible for maintaining accurate inventory both physically and in OpenBoxes, PIH’s supply chain management software system. The Warehouse Officer, Inventory plays an essential role in ensuring that data is entered accurately and on time and that inventory in Openboxes is regularly updated and maintained, which directly contributes to the accuracy of PIH’s reorder and budget forecasts, as well as the success of PIH’s annual audit.

Essential Duties and Responsibilities:

Specific Responsibilities:

Confirm quantities, lot numbers, and expiration dates of items on hand in OpenBoxes are physically in stock at the warehouse

Ensure all items in stock physically are recorded appropriately in OpenBoxes

Enter inventory adjustments needed as a result of the cycle count process or annual inventories

Proactively identify data errors and work with supply chain team members to correct and find solutions to avoid future errors (example: new item creation, inventory adjustments)

Provide back-up data entry support to Freetown office supply chain colleagues as needed

Participate in training supply chain colleagues on OpenBoxes functionality as needed

Operate with a high level of integrity and responsibility

Follow all security protocols

Support supply chain colleagues with other duties as assigned.

3.) Warehouse Officer – Inbound

Position Overview

The Warehouse Officer is responsible for receiving items into the warehouse both physically and in OpenBoxes, doing physical check for lot numbers and quantities, and ensuring match between OpenBoxes receipt and physical receipt. Items enter the warehouse though purchase orders, international shipments, and local shipments. When items are received, the Warehouse Officer will update OpenBoxes, PIH’s supply chain management software system, and ensure the goods are properly stored or distributed as required. BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The UN Secretary-General’s Peacebuilding Fund (PBF), created in 2005, is the United Nations’ financial instrument of first resort to sustain peace in countries or situations at risk or affected by violent conflict. In line with the Sustaining Peace resolutions (2016), the Fund supports activities aimed at preventing the outbreak, escalation, continuation and recurrence of conflict, addressing root causes, assisting parties to conflict to end hostilities, ensuring national reconciliation and moving towards recovery, reconstruction and development. The PBF is managed by the UN Peacebuilding Support Office (PBSO), with the Multi Partner Trust Fund Office (MPTF-O) as its Administrative Agent, in charge of disbursing the funds at PBSO request.

Long-standing conflicts between cattle herders and farmers in the border lying areas of Falaba in northern Sierra Leone and Faranah in central Guinea (Haute Guinée) are intensifying with climate change, as water shortages undermine the viability of both herder and crop farmer livelihoods. With increasing numbers of cattle herders migrating from Guinea into Sierra Leone in recent years, the conflict, if left unaddressed, could further escalate and destabilize both regions.

As such, the project is expected to (i) strengthen the efficiency and accountability of institutions and mechanisms as well as cross-border relations that promote peaceful coexistence between cattle herders and crop farmers from border-lying communities in Falaba district and Faranah prefecture; (ii) strengthen social cohesion, trust and economic collaboration in the same communities through climate-smart livelihoods and herder and farmer cooperation; and (iii) improve cross border management capacities between Sierra Leone and Guinea through collecting and using data to develop evidence-based policies that mitigate conflicts among and between communities in the border area.




KEY ACCOUNTABILITIES (not all-inclusive)

1. Programme Coordination

  •  Coordinate and chair the project’s technical committee meetings
  •  Coordinate all aspects of project implementation, with a view to ensuring that activities support each other, and maintain a clear peacebuilding focus.
  • Ensure adequate communication and where relevant joint implementation, between participating agencies to ensure coherence and synergies between outputs, with a view towards reaching the results and the overall outcome.
  •  The Project Coordinator will be in-charge of planning and leading joint missions for members of the Technical Committee, in the lead up to the midterm and annual progress reporting.
  •  Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance and peace building.
  •  Work in close coordination with the partners to ensure an integrated and timely approach to programme implementation, ensuring that any challenges faced are flagged and addressed.

2. Programme Implementation

  •  Ensure timely implementation of the WFP and IOM United Nations Peace Building Fund (UNPBF) project in Sierra Leone and Guinea.
  •  Ensure the timely procurement and distribution of tools and agricultural inputs to project beneficiaries in line with the seasonal calendar.
  •  Provide oversight to capacity development trainings implemented to ensure quality.

3. Monitoring and Reporting

  •  Lead on drafting of progress reports, supported by the M&E Officer and focal points of the implementing agencies who are responsible for ensuring good quality of data shared with the M&E Officer.
  •  Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  •  Actively be visiting activities on both sides of the border with a view to ensuring that project components are well-coordinated, so that direct and indirect beneficiaries benefit from a variety of project elements.
  •  Reports to the project’s Steering Committee.

Job Purpose:

Main duties & Responsibilities:

Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Job Summary

Under the supervision of Country Operations Manager, the Warehouse Manager is responsible for inventory management, and assuring that commodities used in IRS campaigns are secure and safely stored at the project’s main warehouse. This position will help arrange for the logistics of delivering of all IRS commodities to IRS campaign camp sites in various locations, and assuring accurate inventory counts for all IRS commodities being used during the IRS campaign. The Warehouse Manager will be expected to liaise regularly with the store keepers at each IRS operation site to assure all needed IRS campaign commodities are in-stock, and collections of IRS campaign wastes are on-going and transported back to the central warehouse.





Key Roles and Responsibilitie s

    • Receipt and quality control of delivered goods to project warehouse.
    • Processing appropriate supply chain documentation and updating stock cards to assure an accurate count of IRS commodities at the central warehouse.
    • Managing the project’s inventory control system during the IRS campaign, including storage, quality control, inventory record-keeping, and inventory reporting.
    • Working with the project staff to supervise the storage, distribution, and transport of IRS commodities to all IRS campaign camp sites, to assure they have the necessary equipment to complete IRS.
    • Working with the project staff to supervise store keepers and operation site store rooms.
    • Assuring accurate and exact knowledge of IRS commodities at the central warehouse, and at each camp site store room at any given time.
    • Ensuring that at the end of the IRS campaign, the personal protective equipments (PPEs) and commodities are retrieved from the districts and are accurately recorded in the stock register.
    • In collaboration with the Environmental Compliance Officer:
      • Ensuring that all health and safety measures are in place and followed at all store and spraying locations.
      • Ensuring the clearance and proper disposal of all waste material and excess items from project stores.
      • Complete on timely manner with high accuracy any others actvities assigned by the Operation manager or Chief of Party.

Preferred Qualifications

  • Work closely with the Finance & Administration Manager to establish and implement proper accounting procedures, systems and internal controls following the financial procedures manual of the company.
  • Prepares payroll for seasonal staff and other regular payments with due consideration to deductions (for advances, loans, taxes, etc.).
  • Checks petty cash payments and periodically reconciles petty cash balances for the main office and field offices.

  • Establishment of sentinel sites
  • Monitor vector behavior on monthly basis in the targeted sentinel districts using World Health Organization (WHO) standard mosquito sampling methods

  • Conduct the morphological identification of the mosquitoes collected and label them properly

Project Description

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded PMI VectorLink Project. The project will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries, Cambodia, and Colombia where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Job Summary

In Sierra Leone, under the supervision of the Finance and Administration Manager the Driver operates and maintains project vehicles to meet the transportation needs of the VectorLink Sierra Leone Project. This position is based in Freetown with frequent travel to other provinces.





Key Roles And Responsibilities

  • Drive project, and project affiliated personnel to project sites within the base location, and throughout the project implementation area for project activities, including official site visits
  • Maintain up-to-date record keeping systems for vehicle issues, including fuel, mileage, and trip logs
  • Observe all company vehicle utilization policies, in country traffic laws
  • Responsible for maintenance of project vehicle, keeping accurate records, and following a schedule of routine maintenance, cleaning, etc.

PROGRAM BACKGROUND:

Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations, and private sector – to provide improved social services, decrease youth unemployment and mitigate gender-based violence.  IRC do this through programs and partnerships designed to improve the life of women, youth, and children by implementing Health, Education, Youth and Gender Based Violence programming.  IRC has a Country Program office in Freetown, a regional Field Office in Kenema, a Field Office in Kono, Kailahun and Bo.

 

PURPOSE OF THE JOB:

The Warehouse Officer in Freetown is responsible for providing support to the day-to-day supply chain management of the IRC Freetown Supply Chain Department including mainly stores management, materials/supplies movement and facilities management.




 

SPECIFIC DUTIES AND RESPONSIBILITIES

 

  1. Warehouse Safety Materials Receiving and Dispatch

  • Manage and document materials receiving process (handling, storage)

  • Inspection of materials during dispatch and up to date documentation

  • Liaise with the Supply Chain Manager and advise Program of potential inventory shortages and provide update on stock level.

  • Manage all Contribution in Kind (CIK) and Closed Grant Inventory

  • Organize the replenishment of field Drugs Warehouse as need arise based on an approve requisition.

  • Implement GSC SOPs on Pharmaceutical inventory management.

  • Organize a cool chain system and ensure “keep-cool” items are handled appropriately.

 

  1. Warehouse Documentation

  • Update stock cards, bin cards and inventory system regularly

  • Implement standard warehouse documentation processes i.e., Delivery Report, Waybills, Store Release, Bin Cards, Stock Cards.

  • Maintain the Warehouse activity book recording (i.e., Warehouse Register) for all outgoing and incoming receipts and activities.

  • Ensure Warehouse Authorization Schedule is up to date and display.




 

  1. Warehouse Controls

  • Participate and produce accurate report for Year End Counts exercise

  • Fully participate in 20% inventory cycle count for all stock kept in the warehouse.

  • Conduct internal inventory checks and keep records of all records including cycle count.

  • Implement (FIFO, FEFO, LIFO) procedures for goods in the warehouse.

  • Ensure Warehouse is restricted to visitors with appropriate signs display in strategic location.

  • Manage casual laborers in the warehouse.

 

  1. Warehouse safety and maintenance

  • Implement and ensure clear safety procedures.

  • Ensure the maintenance of warehouse building(s), fittings and equipment.

Under the supervision of Country Operations Manager, the Warehouse Manager is responsible for inventory management, and assuring that commodities used in IRS campaigns are secure and safely stored at the project’s main warehouse.  This position will help arrange for the logistics of delivering of all IRS commodities to IRS campaign camp sites in various locations, and assuring accurate inventory counts for all IRS commodities being used during the IRS campaign. The Warehouse Manager will be expected to liaise regularly with the store keepers at each IRS operation site to assure all needed IRS campaign commodities are in-stock, and collections of IRS campaign wastes are on-going and transported back to the central warehouse.




 

Key Roles and Responsibilities

 

  • Receipt and quality control of delivered goods to project warehouse.
  • Processing appropriate supply chain documentation and updating stock cards to assure an accurate count of IRS commodities at the central warehouse.
  • Managing the project’s inventory control system during the IRS campaign, including storage, quality control, inventory record-keeping, and inventory reporting.
  • Working with the project staff to supervise the storage, distribution, and transport of IRS commodities to all IRS campaign camp sites, to assure they have the necessary equipment to complete IRS.
  • Working with the project staff to supervise store keepers and  operation site store rooms.
  • Assuring accurate and exact knowledge of IRS commodities at the central warehouse, and at each camp site store room at any given time.
  • Ensuring that at the end of the IRS campaign, the personal protective equipments (PPEs) and commodities are retrieved from the districts and are accurately recorded in the stock register.
  • In collaboration with the Environmental Compliance Officer:
    • Ensuring that all health and safety measures are in place and followed at all store and spraying locations.
    • Ensuring the clearance and proper disposal of all waste material and excess items from project stores.
  • Complete on timely manner with high accuracy any others actvities assigned by the Operation manager or Chief of Party.





Preferred Qualifications

 

  • High School Diploma or Bachelors Degree in Logistics, Business, Supply Chain Management, Administration, or other relevant field with at least 2 years’ relevant experience (desireable).
  • Significant experience in supply chain management and the storage of health commodities.

Project Description

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Job Summary

Under the supervision of Country Operations Manager, the Warehouse Manager is responsible for inventory management, and assuring that commodities used in IRS campaigns are secure and safely stored at the project’s main warehouse.  This position will help arrange for the logistics of delivering of all IRS commodities to IRS campaign camp sites in various locations, and assuring accurate inventory counts for all IRS commodities being used during the IRS campaign. The Warehouse Manager will be expected to liaise regularly with the store keepers at each IRS operation site to assure all needed IRS campaign commodities are in-stock, and collections of IRS campaign wastes are on-going and transported back to the central warehouse.

Key Roles and Responsibilities

  • Receipt and quality control of delivered goods to project warehouse.
  • Processing appropriate supply chain documentation and updating stock cards to assure an accurate count of IRS commodities at the central warehouse.
  • Managing the project’s inventory control system during the IRS campaign, including storage, quality control, inventory record-keeping, and inventory reporting.
  • Working with the project staff to supervise the storage, distribution, and transport of IRS commodities to all IRS campaign camp sites, to assure they have the necessary equipment to complete IRS.
  • Working with the project staff to supervise store keepers and  operation site store rooms.
  • Assuring accurate and exact knowledge of IRS commodities at the central warehouse, and at each camp site store room at any given time.
  • Ensuring that at the end of the IRS campaign, the personal protective equipments (PPEs) and commodities are retrieved from the districts and are accurately recorded in the stock register.
  • In collaboration with the Environmental Compliance Officer:
    • Ensuring that all health and safety measures are in place and followed at all store and spraying locations.
    • Ensuring the clearance and proper disposal of all waste material and excess items from project stores.




  • Complete on timely manner with high accuracy any others actvities assigned by the Operation manager or Chief of Party.

Preferred Qualifications

  • High School Diploma or Bachelors Degree in Logistics, Business, Supply Chain Management, Administration, or other relevant field with at least 2 years’ relevant experience (desireable).
  • Significant experience in supply chain management and the storage of health commodities.
  • Demonstrated experience in warehouse/stores management.
  • Excellent management, supervisory, organizational, computer, and writing skills.
  • Experience with international donor projects preferred.
  • English language fluency.

Minimum Qualifications

  • (1) year of experience and high school diploma OR the equivalent combination of education and experience.

Under supervision of the Operations Manager, the District Coordinator will focus on programmatic and management oversight for all aspects of the project’s spray operations Bo District including spray campaign planning, technical assistance and training, logistical and operational support and supervision, and activity tracking and reporting.  S/he will coordinate closely with provincial government counterparts, and oversee the activities of project field staff and seasonal spray teams.

 

Key Roles and Responsibilities

 

  • Manage robust IRS campaign planning efforts in assigned geographical area, including quantification of insecticides and equipment needs; identification and recruitment of spray teams; logistical planning for IRS distribution and transportation; insecticide and equipment storage, security, and environmental safety; and coordination with provincial level Ministry of Health counterparts.
  • Work in collaboration with the malaria and IRS focal point persons at the Provincial or District Health Office to manage the planning and coordination of IRS activities.
  • Oversee the recruitment, training, and supervision of spray teams and IRS spray operators.
  • Supervise and track inventory distribution and storage of materials, work with the logistics and procurement team to support procurement of IRS materials.
  • Supervise IRS implementation, and contribute to the trainings conducted in the assigned geographical area.
  • Ensure that routine program tracking and reporting are in place and delivered on time.
  • Supervise and monitor field data collection with project M&E team.
  • Manage the community mobilization and SBCC/IEC campaigns and data collection process.
  • Ensure that all risk prevention and environmental compliance measures are fully implemented and work closely with the project environmental compliance staff and district/province officers to address relevant issues.
  • Facilitate communication between the districts in the assigned geographic area and the project office.
  • Represents the program at meetings with the community leaders and local steering committees.
  • Prepare weekly and other activity reports as directed by the project Operations Manager.
  • The position requires frequent travel to field sites to support and oversee district and community level operations and activities.
  • Complete on timely manner with high accuracy any others actvities assigned by the Operation manager or Chief of Party.

 

Preferred Qualifications

 

  • Bachelors Degree in Public Health, Community Health, State Registered Nursing and any other related field with least two (2) years of relevant professional work experience, with significant amounts of experience directly in Vector Control and IRS Operations.
  • Experience in regulatory and operational aspects of insecticide use and management is preferred.
  • Good understanding of the National Malaria Control Program and the Distrcit Health Management Team operating environment
  • Demonstrated ability to work with a minimum of direction and supervision.
  • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.
  • Strong management and planning skills of project tasks and budgets.
  • Demonstrates leadership and team work and produces high quality work in a timely, cost effective manner and has excellent writing skills.
  • Excellent interpersonal communications, and organizational skills.
  • Excellent computer skills, computer software programs, including MSWord, Excel, and PowerPoint.
