ORGANIZATION BACKGROUND

Street Child of Sierra Leone (SCoSL) is a local Non-Governmental Organization promoting the right to education and child protection for children in the most remote communities in Sierra Leone.

PROJECT SUMMARY

SCoSL – through its main partner Street Child UK – is implementing a three-year education project in four districts. This project will target retaining highly vulnerable categories of children in schools. The specific categories of children will include:

  • girls engaged in or vulnerable to transactional sex
  • teenage mothers
  • children affected by disability
  • children in border communities at risk of trafficking
  • children in remote and marginalized communities
  • children in the poorest households
  • street-connected children, including those involved in child labour

 

The 4 objectives of this project are to:

    1. Provide individualized support to high-risk children with social support, to reduce the risk of dropout
    2. Provide student centered instruction to ensure children have access to appropriate content – as required for their learning level
    3. Provide strong school leadership to ensure children have access to engaged excellent teachers to accelerate their learning
  • Provide shared school ownership to ensure children have access to safe and secure learning environments

 

KEY TASKS AND RESPONSIBILITIES

  • Providing in-class mentoring support for teachers in issues such as effective lesson planning and teaching techniques
  • Provide training and mentoring support to teachers in the project supported schools on the Teaching at the Right Level (TaRL) teaching methodology.
  • Conducting additional and specialist training workshops for teachers
  • Monitoring teaching and learning in schools
  • Building a close relationship with Ministry of Basic and Senior Secondary Education (MBSSE) at District level
  • Report to their line manager, and submit weekly work plans in line with the main implementation plans of the project
  • Support preparation of project narrative reports, for donor reporting and other fundraising purposes, to be submitted to their line manager
  • Relate regularly with line ministries in the districts in the implementation of project activities

TITLE: SENIOR MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) MANAGER

TEAM/PROGRAMME: PDQ- MEAL

ROLE PURPOSE: The Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Manager will provide technical support in Sierra Leone. This position will closely support the Head of MEAL to Support the national MEAL team. The Senior MEAL Manager will work with both the Country Office and the Field Offices to ensure quality MEAL system design and implementation; evaluations and researches; MEAL budgeting; recruitment as well as support proposal writing and log frame development at national level. The post holder will support capacity building of staff and partners and ready to fill in gaps in the MEAL structure at all levels.

The Senior MEAL Manager will work across sector programs to ensure that MEAL is fully integrated into implementation. The post holder will support the Country Office to deliver on MEAL responsibilities to the Region and SCI Global.

The Senior MEAL Manager will support the implementation of accountability procedures including community feedback and response mechanisms for both development and humanitarian programs, Support compliance and assessment of quality benchmark. build capacities of staff and partners in promoting accountability and participation in Country Office s. S/he will support Awards, Finance, PDQ/TAs, Internal controls, Advocacy and Operations to review and implement a compliance strategy towards donor commitments, especially in project start-ups, implementation, documentation, progress reporting and phase-outs. S/he will assume day to day support for MEAL tasks for quality evidence-based programming.

S/he will provide MEAL supportive supervision in on-going project implementation. The Senior MEAL Manager will be highly involved in project and MEAL planning and reviews, provide support on implementation of required MEAL actions, monitoring and evaluation processes ensuring high level of child participation in these processes in operational area.

S/he will guide SC and Partner teams in tracking outcome of projects which includes but not limited to documenting success stories/ case studies in line with project activities and expected outcomes. The S/he will provide quality assurance for data and information (including progress reports) generated from their Country Office .

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

  • Participate in Project Kickoffs in the Country Office to share draft MEAL packages for new projects.

Evaluations and Assessments

  • Support MEAL related proposal development activities such as log frame, desk review and feasibility studies.
  • Support development of TOR for the recruitment of study consultant (baseline, midline and end line) and facilitate associated activities.
  • Ensure all studies achieve the design objectives such that research questions, learning agenda and values for indicators are produced.
  • Support the validation of research findings and debriefing of the procedures and outcome/ dessimination to SCI and stakeholders including beneficiaries.

Accountability and Child Participation

  • Support Country Office to implement feedback and response mechanisms – and ensure its documentation, analysis and reporting for appropriate response and decision making.
  • Maintain the quality of information generated from community feedbacks for real time response and proper oversight of the response.
  • Support field teams maintain the minimum standards of humanitarian relief in accordance with the SHERE, Red Cross Code of Conduct, and Interagency Network in humanitarian program delivery.
  • Support Awards to monitor and maintain a calendar of donor narrative and financial reports, project baselines and evaluations and; other MEAL related actions for timely delivery.

Quality Assurance

  • Ensure submission of project IPTT on monthly schedule. Triangulate and validate monthly IPTT data.
  • Provide quality MEAL review of project progress reports, ensuring that the report meets or exceeds the expectations and requirements of funding SCI members and donors.
  • Conduct Quarterly Data Quality Assessments across Country Office projects.

Management of MEAL resources

  • Develop MEAL AAPs, DIP with corresponding phased budget, in line with MEAL master budget, work plan and country MEAL framework.
  • With support from other Programme staff, identify MEAL activities supply needs and coordinate with logistics team to ensure materials arrive in good time.
  • With support from other Programme staff, identify MEAL activities financial needs and coordinate with the Head of MEAL and finance team to ensure adequate funds and timely payments.

Supportive supervision, matrix management and capacity development

  • Identify MEAL training needs of staff to address MEAL capacity gaps, in collaboration with the Head of MEAL- line-manager, Field Manager and the human resources department.
  • Provide technical oversight to MEAL and program staff in applying standardized MEAL practices for efficient generation and documentation of relevant data and information.

QUALIFICATIONS

  • A degree level in Social Science – Statistics, Economics or equivalent field experience.

ROLE PURPOSE:

MOMENTUM Country Global Leadership (MCGL) is a global project funded by the US Agency for International Development (USAID) to provide targeted Reproductive, Maternal, New born, Child, and Adolescent Health (RMNCAH) technical and capacity development assistance (TCDA) to countries to facilitate countries’ journeys to self-reliance. MCGL also aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global RMNCAH goals through support to globally endorsed RMNCAH initiatives, strategies, frameworks, guidelines, and action plans. In Sierra Leone, Save the Children is the operational lead for MCGL in Sierra Leone, working closely with the Prime, Jhpiego, and other partners to support government efforts to increase community trust in the capacity of the health system to safely meet essential needs.

The Roving Project Manager will work closely with the SC Momentum Project Lead to provide support for specific components of the MOMENTUM Country and Global Leadership project in Sierra Leone (Save the Children’s component). This position will primarily be responsible for oversight of the adolescent health strategy across the project, providing direct support to district health coordinators and serve in the capacity as Project Director as needed. This position will work closely with the SCI Project Lead and global level technical advisors to ensure that all deliverables are met.

KEY RESPONSIBILITIES

  • Support the SCI Project Director to manage implementation, monitoring, and reporting of MCGL activities in Sierra Leone, liaising with Sierra Leone-based and MCGL HQ staff as needed.
  • Ensure that all Project Officers fully understand the project’s design, objectives, activities, and results framework, and implement activities in line with these documents; and in line with PRIME / PMM; assist the Project Director in updating project progress in PRIME.
  • Serves as matrix line manager to key roles
  • Serve as the lead for the adolescent and youth reproductive health strategy and all-encompassing adolescent health activities

  • Coordinate closely with District Health Coordinators who are responsible for technical input and oversight of the RMNCAH and FP health activities.

Education: Under graduate degree in project management, community development, public health or related field. Clinical experience is preferred.

Experience and Skills: Essential:

Job functions Summary:
The MEAL Coordinator will work to coordinate data collection in their region and provide oversight of all field level data collection in their area. They will provide data collection, cleaning and analysis for their area and be the main contact point for data collection in their areas.

KEY TASKS AND RESPONSIBILITIES
Work with the MEAL Manager to identify activity data to be collected during project implementation

Scope of Work

The Grants Officer will support the programs in donor grant management, donor reporting, and new business development and helping to ensure effective management of donor grants. The post will work in close collaboration with the program leads, Human Resources, finance team, partners and other teams within the Country Officer (CO).

 

Key Responsibilities :

  • Maintain, file and update all compliance-related documents (including award agreements, modifications, and all program and finance deliverables) and information as per Helen Keller and donor policies/requirements and help ensure readiness for internal and external audits
  • Maintain up-to-date information on all donor compliance guidelines relevant to the country office portfolio; ensure relevant internal and donor communications, regulation changes/revisions, etc., are appropriately disseminated to relevant CO staff
  • Co-lead budget versus actuals meetings for all active awards in the CO and flag any concerns to the relevant program leads and the supervisor

Position Overview
The Acute Needs Program Distributor is responsible for the distribution of ANP committee approved acute needs support to clients. This is a community-based position. He /She works closely with CHWs, field supervisors, social workers, Facility based officers and the finance team to ensure patients gets their support. The person in this position should be someone who is a good communicator and an advocate with Acute Needs Program staff, PIH colleagues, and most importantly clients. This person must be very well organized, motivated, reliable, and passionate about patient care. Field based work is limited within PIH supported facilities and communities served by CHWs.

  • Ensure that approved support is distributed following the ANP Committee decision.

The Acute Needs Program Surveyor assess client household needs using the ANP Assessment. The assessment reviews socioeconomic factors, access to a caregiver, distances to healthcare services, assesses if the lodging is in need of repairs, etc. This is a Community Based Position. He /She works closely with clinicians, CHWs, Field supervisors, Facility based officers and social workers to ensure timely assessment of clients in the communities or facilities prior to discharge.

Context

The UNDP Sierra Leone Country Office was established in 1978 and has over the years grown to a total staff strength of over 140 and with an average annual delivery of USD 25 million. UNDP has established a Planning and Support Unit (PSU) to provide effective and efficient management advisory support services to senior management and to programme and operations Units. It specifically leads on programme quality assurance, results-based management, resource mobilization, and donor relations and reporting. Under the overall guidance of the Resident Representative and direct supervision of the Team Leader of the PSU, the Donor Relations and Reporting Specialist leads on partnership building and ensuring donor compliance and high-quality donor reporting. Task description

Position Overview

Partners In Health (PIH) is looking for a detail-oriented, results-driven Award and Compliance Manager with experience working on World Bank financed projects. We are looking for someone with strong cross-cultural competence and superb interpersonal and organizational skills to provide guidance and support to PIH Sierra Leone in grant compliance and award management.

As part of PIH’s cross-site Grants Management and Compliance function, this position will report to the Associate Director of Award Management. The Award and Compliance Manager will provide focused support to PIH Sierra Leone on a five-year award from the World Bank to strengthen the quality of essential health services and systems, in partnership with the Ministry of Health and Sanitation Sierra Leone, ensuring internal controls are strong.

Sitting outside day-to-day operations, the Award and Compliance Manager will work closely with PIH Sierra Leone staff to ensure strong management of program, finance, procurement, human resource, and operational functions in line with the Project Implementation Manual and donor regulations. In each of the foregoing areas, the Award and Compliance Manager will play a pivotal role in ensuring the implementation of internal controls and donor requirements to deliver on time, on scope, and on budget. This position will be a primary grant compliance resource for the implementation and oversight of project operations and compliance systems and processes in accordance with PIH policies, the Project Implementation Manual, MOHS and donor requirements. This work includes ongoing monitoring, accompaniment, and training of staff for clear and accurate demonstration of results on the project’s goals, financial management, donor assessments, and audits.

Essential Duties and Responsibilities:

  •  Ensure PIH Sierra Leone has adequate policies, procedures, systems, and staff capacity to operationalize the quality essential health services and systems project in accordance with the requirements of the project implementation manual.
  •  Act as the primary point person for matters arising from the project implementation manual including comprehensive consideration of donor regulations into the activities and project operations. This work includes donor’s prior, post-approvals, and waivers for exceptional needs and circumstances.
  •  Train and equip project implementation and administrative staff to effectively implement and oversee procurement, finance, and human resource functions. Oversee cost allocations and assets including underlying inventory and stock records.
  •  In addition to the Senior Grant Specialist, serve as an additional control for conducting regular spending and budget reviews, identifying risks, assessing revenue and expenditures variances.
  •  In coordination with award management and compliance staff at PIH Boston Coordination site, perform periodic spot checks, and guide and support PIH Sierra Leone on areas of development.

ABOUT WFP

The World Food Programme (WFP) has been present in Sierra Leone since 1968. It supports the Government through a range of integrated life-saving and resilience-building activities.

One of the activities is serving as a key implementing partner of the National School Feeding Programme, under the Ministry of Basic and Senior Secondary Education (MBSSE). School Feeding programmes are used in many countries to incentivize education, improve health outcomes and serve as a social protection mechanism. WFP provides daily school feeding in 5 districts across the country, covering over 1,000 schools and approximately 240,000 beneficiaries. To expand the benefits associated with school feeding, in select schools, WFP is undertaking a Home-Grown School Feeding approach, based on local procurement from smallholder farmers.

In Bonthe district, WFP covers 166 schools and over 36,000 beneficiaries with School Feeding. The Government of Iceland is funding the conversion of 136 of these schools to Home-Grown School Feeding modality (currently only 5 schools are on this modality) through the inclusion of locally produced fresh vegetables in the food basket and orange-fleshed sweet potato/fish in select schools. The package also includes the construction of kitchen/storage facilities and installation of fuel-efficient stoves in select schools.

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Head of School Feeding in the WFP country office, the incumbent will ensure effective and quality implementation of Regular and Home-Grown School Feeding in WFP-assisted schools in Bonthe district, specifically through the following activities.

Programme Implementation

  •  Provide overall project management support to the school feeding programme to ensure various activities are performed within the established targets, implementation guidelines and Standard Operating Procedures (SoPs).
  •  Regularly monitor, update and track data related to school feeding programme issues, commodity pipelines, follow the timely delivery of commodities and distributions to ensure effective implementation of the programme.
  •  Provide intensive support to districts and schools in preparing plans, project implementation, facilitating food procurement process and ensure the delivery of food commodities and provision of Non-Food Items on time.

Coordination and Collaboration

  •  Serve as the focal point for strengthening district level coordination with cooperating partners, government counterparts, delivery partners, other school feeding and complementary partners.
  •  Identify at the district level, areas of collaboration and synergies with other actors for more effective HGSF programming.
