International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Liberia Country Office.
Action Against Hunger is recruiting a suitably qualified Sierra Leonean as a Food Security and Livelihoods Program Manager, to lead and oversee the overall implementation of the project in Bonthe District consistent with standards set by Action Against Hunger and national policies, and in partnership with other organization/s
KEY ROLES AND RESPONSIBILITIES :
Contribute to deliberations on strategy and the positioning of the FSL Department
- Upon request, contribution to the analysis of ongoing, systematic and thorough analysis of the humanitarian situation in respect of FSL and of the context of intervention in his/her field of activity;
- Internal dissemination of information gathered and its analysis to the Field Coordinator, the Nutrition and the FSL Head of Department
- taking part in the determination of strategy in his/her area of activity and sectorial strategy at national level
- Upon request, participating to the setting up of possible future projects consistently with the Action Against Hunger Charter setting up projects consistent with the organizational Charter, the strategic framework, the policies of FSL and other sectors, national strategic and other legal texts produced by ministers responsible for the FSL sector, and key international documents in the sector
- ensuring that teams have a clear understanding of these documents
- participating, as and when necessary, in the development of the FSL section of the emergency response plan in his/her area of activity ;
- promoting transversal integration of the FSL sector with other sectors, in collaboration with the FSL Head of Department (HoD) and the Field Coordinator (FC);
- taking cognizance of transversal problems associated with FSL initiatives (Nutrition sensitive approach, Climate Change, Gender, Disaster Management, Environment, etc.)
Identify needs and contribute to project elaboration:
Activities
- Identifying humanitarian needs in the field of FSL and in his/her area of activity, this to include the submission of reports pertaining to such matters
- Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them
- Participation in defining FSL programs
- Contributing to the writing of the FSL sections of project proposals
Set up, implement and report on FSL project
Activities:
- Setting up of the FSL program taking into account the logical framework of the program, the budget, and the logistical and administrative processes of Action Against Hunger
- The quality of the programs established in conformity with the technical and project management standards of Action Against Hunger
- Familiarizing him/herself thoroughly with his/her projects, the issues involved, the logical framework and indicators; retaining printed copies of all funding agency contractual documents; sharing all such information with his/her teams
- Identifying the technical constraints associated with the implementation of the project
- Proposing innovative technical solutions in response to such constraints
- The implementation of technical recommendations concerning his/her project (Head of Department, Technical Advisor at Headquarters, Experts, Evaluators)
- Supervising his/her program, by means of internal APR, monitoring tools, regular presence in the field, maintenance of a timeline, monthly review of the budget
- Maintaining the profile of both the funding agencies and Action Against Hunger on the project sites
- Preparing in time to meet deadlines the FSL components of external and internal reports relating to his/her projects
- Identifying and implementing safety measures for both the teams and
Contribute to the quality, accountability and impact measurement process of his/her program
Activities:
- Promoting and taking part in the evaluation of the impact of his/her project (external evaluation)
- Promoting and contributing to learning and improvement of quality (internal evaluation and joint visits)
- Implementing complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
- Ensuring that a double survey is put in place (baseline/final)
Mis Participate in the coordination, representation and partnerships of Action Against Hunger in his/her area of intervention
- Coordination of activities with other sectors and departments of Action Against Hunger in order to ensure rational use of resources and optimum integration
- Participation in visits by funding bodies whenever requested by the FSL Head of Department or the Field Coordinator
- Representing Action Against Hunger and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator, Nutrition HoD and the FSL HoD
- Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc)
- Reinforcing the FSL capabilities of partners
Supervise and manage the team
Activities:
- Contribute to the determination of the size and recruitment of his/her team
- Team management (leadership, monitoring, motivation)
- Evaluation of team members
- Staff development of team members
Contributing to capitalization and technical development in his/her sector
Activities:
- Capitalization of project-related data and documentation of the innovations achieved
- Dissemination of the technical and operational expertise acquired in the course of the program
- Contributing to the upward transmission of data from the ground the better to inform Action Against Hunger communications
Gender Action
Activities:
- Contribute to the development of necessary gender methods and tools, such as overall guidelines and guidelines for specific processes and the work of different parts of the department.
- Initiation of a competence development Programme, if not already carried out, and initiate on-going activities to increase the professional capacity of all staff in gender mainstreaming, using own resources or outside expertise
- Develop indicators for assessing progress with gender mainstreaming, adapted to the various types of work in different parts of the department
Others

QUALIFICATIONS
- Masters or Bachelor’s degree in Agronomy / Agriculture General / Climate Science / Rural Development or related field
- At least 3 years of experience in managing agricultural projects and or climate change projects
- Experience in international NGOs and rural development is advantageous.
REQUIRED SKILLS
- Professional experience in agricultural, climate change or rural development projects
- Excellent communicator with exceptional English writing and reporting skills, displaying a familiarity with sector-related terminology

KEY ROLES AND RESPONSIBILITIES :
Organize, implement, supervise and monitor the project activities:
Activities:
- Contribute to prepare the work plans to implement the project activities;
- Support the implementation of the activities at community level;
- Supervise and monitor the implementation of the activities conducted by the partner/s;
- Sensitize the stakeholders at the chiefdom and community level on project activities;
- Establish engagement and good communication with the communities and beneficiaries;
- Mobilize/organize the beneficiaries;
- Coordinate with the Ministry of Agriculture and Forestry (MAF) field officers and link them with the beneficiaries;
- Monitor, supervise, evaluate and follow-up the project activities;
- Prepare reports of the activities and give to the line manager;
- Input and up-date the project data;
- Prepare necessary material for the project activities/monitoring;
- Organize and training sessions with the staff and beneficiaries;
- Keep the line manager informed of the activities, problems and success;
- Propose possible improvements;
- Prepare the pre-survey work, and organize the surveys;
- Follow-up and report the beneficiaries’ feedback;
- Intervene in case of dispute;
- Collect information on food security in the area.
Supervise the team
Activities:
- Coordinate and supervise the partner’s field staff;
- Contribute to develop the plan of action for the project field staff;
- Have a daily field presence in the project area;
- Plan, organize and supervise the field work of the partner’s team field;
- Train, support and supervise the partner’s team;
Ensure local ACF representation, and ensure internal and external coordination within the intervention area:
Activities:
- Support the Deputy Project Manager in coordinating Action Against Hunger action with other stakeholders working in the intervention area.
- Ensure communication and coordination between the Action Against Hunger and the partner field team;
- Represent Action Against Hunger in external meetings or events as delegated by the Deputy Project Manager or in his/her absence.
- Upon request of the Deputy Project Manager participate in internal and external coordination meetings (ensure minutes of meetings when necessary);
- Ensure the reporting to authorities or external partners when necessary.
- Propose new project directions.
Gender Action
Activities:
- Ensure that all data is sex and age disaggregated throughout the project cycle from assessment and implementation, to monitoring and evaluation.
- Ensure that different needs, capacities and vulnerabilities of women, men, girls and boys are understood and acted upon in all targeted communities.
- Demonstrate personal commitment to promote gender equality within the working environment
- Ensure that project activities are carried out with cultural sensitivity, promote gender equality and inclusion of marginalized groups;
- Work with field teams to ensure access and participation of women, men, girls and boys at risk to Action Against Hunger interventions
- Conduct Gender leadership trainings for project staff, community leaders and target communities, beneficiaries;
- Contribute to the development of gender mainstreaming work plans in the implementation of all project activities in collaboration and coordination with other sectors;
- Initiate innovative documentation process to capture learning and changes, support team to get sex, age and gender disaggregating data.
- Supports local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality and equity
- Engages with State and local Women’s rights organizations and mobilize collective voice around gender discrimination
- Conduct capacity assessments and facilitate capacity building for the project teams to enhance their motivation and effective implementation of gender strategies
- Ensure identification of training needs for the project staff on relevant standards and instruments for gender equality
- Contribute to identify demand-driven Programme approaches and methodologies aiming towards capacity building, working in partnerships, policy analysis and advocacy
- Contribute to develop and facilitate capacity-building programs on gender sensitivity and gender mainstreaming, as well as gender issues pertaining to gender advocacy.
- In collaboration with the Monitoring, Evaluation and Learning team leads regular monitoring and evaluation as required to ensure quality gender programming and adherence to donor’s deliverables and program management policies
QUALIFICATIONS
- BSC/Diploma in Agriculture or related fields
- Professional experience in equivalent position
- Considerable experience working in the NGO sector
REQUIRED SKILLS
- Strong knowledge and experience of agricultural practices
- Capacities to plan, monitor and report on project activities at field level
- Possession of motor-bike driving license and ability to drive a motor-bike
- Good organizational capacity, team management and planning of activities
- Knowledge of community participation/empowerment approaches
- Basic computer knowledge
- Good knowledge of the local languages (Mende, Sherbo) and culture of the operational are (Bonthe District) is preferable
- Previous employment in international NGOs is preferable

KEY ROLES AND RESPONSIBILITIES :
Support the PM in planning, implementing, and reporting the Project
- Assists the PM in planning, supervising, monitoring and reporting the implementation of the various projects’ activities using Action Against Hunger tools (Activity Progress Report, budget follow-up, etc)
- Contribute in preparing M&E tools, plans and reports;
- Assists the PM in ensuring efficient coordination between the project partners (three partners) and project staff
- Prepares action plans, and regularly follows up activities
- Conduct to the monthly budget follow-up and forecast.
- Responsible for the implementation in the working sites of the safety measures/rules for both Action Against Hunger team and the populations/public.
- Implements transparency and accountability measures for the project beneficiaries, by including them throughout the project cycle.
- Regularly receive and revise reports from the FSL team and maintains a thorough knowledge of all field activities
- Ensure that databases and data analysis as well as activity indicators are followed up and harmonized
- Ensure a continuous evaluation of methods and follow-up of the project, and propose improvements
- Participate in the analysis and drafting of activity reports and the evaluation of those responsible for projects
- Propose and organize Food security assessments and reports
- Ensure capitalization of project documentation (including assessment reports, methodology, beneficiary selection and list, distribution reports, training reports, etc.)
- Develop a detailed capacity-building plan to mentor and coach project and partner staff assigned to the FSL interventions
Ensure local Action Against Hunger representation, and ensure internal and external coordination within the intervention area
- Support the PM in coordinating Action Against Hunger action with other stakeholders working in the intervention area.
- Support the PM in coordinating with the projects’ sectorial components and with the project partner/s
- Ensure communication between the coordination and the food security team and the partner/s field staff;

- Proactively represent Action Against Hunger and participate in Gender working groups
