1.) Driver

 

ABOUT US

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Liberia Country Office.





Action Against Hunger is recruiting a suitably qualified Sierra Leonean Woman as a Driver to transport people and equipment safely, and to ensure the maintenance of the vehicle under his/her responsibility.

KEY ROLES AND RESPONSIBILITIES :

Transport people and equipment under good security conditions:

Activities:

When transporting ACTION AGAINST HUNGER employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;

In case of an accident, immediately get in touch with the closest police station and duly inform the logistics department;

Follow the instructions of the manufacturer and the ACTION AGAINST HUNGER rules when using the vehicle;

Keep all personal documents as well as those of the vehicle with you and check that they are valid.

Contact other organisations and road users to know road conditions before plying the route.

Make sure items on board are safe and properly packed in the Vehicle before leaving.

Ensure maintenance of the vehicle:





Activities:

Solve minor technical problems;

Inform the logistics department of any major repairs to be carried out;

Carry out daily checks before starting up the motor;

Keep the vehicle clean;

Ensure radio or mobile phone communications at all time;

Note down fuel consumption in the record book in the morning and at the end of the day as well as any information concerning the maintenance of the vehicle;

Check the security boots.

Always inform the Logistics Department when the service time is coming nearer.

Prepare Departures to the field:

Activities:

Inspect and prepare the vehicle the day before departure so as to be on time;

Prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit,spare tyres fire extinguisher)

Communicate with the Logistics Department either by radio or by phone, to give information about your current location as you go to your intended destination.





Gender Action

Activities:

Works with field teams to ensure access and participation of women, men, girls and boys at risk to Action Against Hunger’s response, recovery and rehabilitation work.

Supports local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality and equity in social protection programmes.

Engages with State and local Women’s rights organizations and mobilize collective voice around gender discrimination in the post conflict setting.

Proactively represent Action Against Hunger and participate in Gender and protection working

Others

Adherence to the Action Against Hunger Code of Conduct

Adhere to all COVID-19 precautionary measures

Carry out job related duties as assigned

QUALIFICATIONS

Monthly Basic Salary: SLL1,717,200 to SLL1,906,300 based on profile

2.) Food Security and Livelihood - Program Manager

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as a Food Security and Livelihoods Deputy Program Manager, to lead and oversee the quality, relevant, results-based implementation of FSL programming in Moyamba District in conformity with Action Against Hunger strategies, international standards, and national policies.




KEY ROLES AND RESPONSIBILITIES :

Lead the implementation of the project activities in the target communities

The Program Manager is responsible for:

Organizing and supervising project activities taking into account the project narrative, the logical framework, the budget, and the logistical and administrative processes of Action Against Hunger

Organizing kick-off meeting at District level involving key stakeholders including AAH staff, project partners, MAF, community leaders and a cross section of beneficiaries

Refining the implementation plan in consultation with project staff and the partners, as well as roles and responsibilities of each partner during implementation.

Implementing and supervising project activities, in coordination with the partners

Contribute to the development of the IEC materials

Organizing regular project progress review with the partners, on the progress, lessons learned, and the plan for the next period.

Organizing, planning and supervising monitoring activities

Ensuring procurement plan is developed and updated

Be responsible of the correct planning and utilization of the project budget

Reviewing the monthly BFU (Budget Follow Up) produced by finance and take part in the monthly budgetary monitoring exercise

Preparing project progress reports and ensure their timely provision and compliance with Action Against Hunger and donor requirements (internal and external reports – Activity progress reports, Project Interim and Final reports)

Implementing technical recommendations concerning the project (from Head of Department, Technical Advisor at Headquarter, Evaluators)

Ensuring visibility and communication in accordance with the donor rules

Ensuring that donor rules and procedures are understood and respected by Action Against Hunger team and partners





Manage the project staff, beneficiaries and capacity development

The Program Manager is responsible for:

Supporting the recruitment of the projects staff (in liaison with Human Resources department, FSL HOD, Field Coordinator)

Training the project staff on the expected roles, project scope and process of implementation

Ensuring members of staff have clear individual work plan, plan of action and clear roles and responsibilities

Ensuring timely and supportive supervision to the staff

Work with HR on the staff management process- performance management and appraisal

Liaising with Field coordinator and logistics for staff safety while in the field

Ensuring timely provision of progress update by each staff, and provide timely feedback

Providing technical support to the project staff and develop project staff skills

Liaising with the partners for timely implementation and completion of activities under their scope

Leading the development of training materials and training of beneficiaries

Participate in the coordination, representation and partnerships of Action Against Hunger in his/her area of intervention.

The Program Manager is responsible for:

Coordination of activities with other sectors and departments of Action Against Hunger in order to ensure rational use of resources and optimum integration

Participation in visits by funding bodies whenever requested

Representing Action Against Hunger and ensuring coordination with partners, authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator

Ensure participation of the district level coordination

In liaison with the FSL HOD, ensure project information sharing with the Ministry of Agriculture, Ministry of Environment, Environmental Protection Agency, SLARI and SL-Met Agency at national level, organize visits for key national team to participate in key project events etc

Organization of workshops at district and national level for evidence sharing with stakeholders

Contributing to capitalization and technical development in his/her project and sector

The Program Manager is responsible for:

Documenting the lessons learned, provide analysis of the enabling factors of success and contribute to Action Against Hunger learning platform (newsletter, best practices etc).

Dissemination of the technical and operational expertise acquired in the course of the project.

Contributing to the transmission of data from the ground to better to inform Action Against Hunger communications.

Compile all documents dealing with the essential techniques and methodologies involved in the project (including the list of beneficiaries and distribution etc.) for capitalization and audit purposes

Write a handover report at the end of the mission.

Ensure that the Field Coordinator and the FSL HoD are supplied with essential documents for archiving in digital form during their tenure and while exiting their position (if applicable).

Ensure that all project photographs are shared with the communications department at debriefing sessions and saved on the internal server.

Contribute to definition of strategy, needs identification and the positioning of the FSL Department





The Program Manager is responsible for:

Upon request, contribution to the analysis of the situation with respect to FSL and in the context of climate change in the target area

Identify needs in his/her area of activity

Become familiar with Action Against Hunger strategy

Take part in the strategic review of the mission and contribute to FSL strategy definition

Identify the presence and the strategic orientations of other partners in the field with a view to improving coordination and effective working.

Upon request, participating to the definition of possible future projects especially those related to Food Security and Livelihoods.

Fulfil general responsibilities and contribute to broader Action Against Hunger Sierra Leone operational quality and consistency

The Program Manager is responsible for:

Maintain the confidentiality of all sensitive information at all times

Perform other job related tasks as requested by the supervisor

Commit to and comply with the organisation’s gender, age, and diversity principles and policies

Support on the implementation and the promotion of gender, age and diversity principles through daily activities and / or through the management of teams (managing performance and development)

Activities:

Contribute to the development of necessary gender methods and tools, such as overall guidelines and guidelines for specific processes and the work of different parts of the department.

Initiation of a competence development programme, if not already carried out, and initiate on-going activities to increase the professional capacity of all staff in gender mainstreaming, using own resources or outside expertise

Develop indicators for assessing progress with gender mainstreaming, adapted to the various types of work in different parts of the department.

Arrange for the preparation of special reports as needed, on particular gender issues.

QUALIFICATIONS

At least Bachelor’s degree in Agronomy / Agriculture General / Climate Science / Rural Development or related field

At least 3 years of experience in managing agricultural projects and or climate change projects

Experience in international NGOs and rural development is advantageous.





REQUIRED SKILLS

Professional experience in agricultural, climate change or rural development projects

Excellent communicator with exceptional English writing and reporting skills, displaying a familiarity with sector-related terminology

Good capacity for multi-partners coordination

Good team management skills

Strong representation and negotiation skills desired

Analytical and logical thinking; extremely detail oriented yet able to connect the dots

Organizational qualities

Good knowledge of English (read, written, spoken)

Computer literate in Word, Excel and Outlook and Microsoft office package
