1.) Health Program Officer
Purpose of The Job: The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.
Scope: The IRC is recruiting for a Health Program officer for the Covid-19 Vaccination program in Sierra Leone for Bonthe. The Health Program Officer will hold the overall responsibility for supporting the implementation of the Covid-19 vaccination program in Bonthe district. Working in close collaboration with the Senior Health Coordinator, Project Coordinator, the DHMT and other key stakeholders in the districts, the health program officer will play a key role in ensuring that the Covid-19 vaccination program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. The Covid-19 vaccination HPO will work under the oversight of the Project Coordinator.
Specific Duties and Responsibilities
- Provide oversight to all district vaccinators activities, ensure excellent communication with the Project Coordinator and Senior Health Coordinator.
- Ensure adherence to the district level monitoring plan and timeline
- Conduct regular field visits to the targeted Community Health Centers (CHCs) in the respective districts to monitor performance of the Covid-19 vaccinators and provide on-the-job support to ensure quality, efficiency, and compliance with project standards/policies.
- Provide support to the Project Coordinator to prepare all donor reports for the Covid-19 program, as needed
- Work alongside the Project Coordinator and M&E Officer to provide technical support to HCWs on Covid-19 vaccination
- Represent IRC at relevant COVID-19 consultations and meetings
- Perform other duties as assigned by the Project Coordinator and Senior Health Coordinator
- Ensure efficient utilization of the budget allocated to the district.
- Promptly respond to all budget-related inquiries.

- Experience in project implementation in Bonthe District,
- Experience in Covid-19 response is a Plus.
- Ability to speak one of the local languages (Mende, Sherbro)
SKILL & ABILITIES: Mandatory:
- Demonstrated knowledge and/or experience of having worked with district health systems in Bonthe District
- Ability and licensed to ride a motor bike, as the position will be implemented in hard-to-reach locations.

2.) M&E Officer - WGPE
SCOPE OF WORK
Under the overall guidance of the M&E Coordinator and direct supervision of the WGPE M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.
The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with Saving Lives project team, Government officials, and partner organizations.
Job Overview/Summary
The M&E Officer will be responsible for all M&E related WGPE project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the WGPE project with specific attention to data quality and use. With direct support from the Project Coordinator, s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. S/he will conduct frequent visits to the field and assess the quality of the program, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to staff.
Major Responsibilities
- Compile quantitative and qualitative data to showcase IRC's WGPE project, covering all outlined program outcome areas.
- In close collaboration with the MEL Coordinator, WGPE M&E Manager, and Program Managers, lead the development & implementation of strong data collection tools and monitoring and evaluation plans for the protection program.
- Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.
- Support the provision of technical training and capacity building in monitoring and evaluation to program staff.
- Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of the data reported
- Support program teams in analyzing and interpreting monitoring and evaluation of data.
- Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.
- With oversight from WGPE M&E Manager: o Assist in creating standards for capturing data and its storage in the database in accordance to the IRC Measurement universal expectation.
o Assist in the development of custom tables used to describe donor characteristics so that they are meaningful and not redundant.
o Manage electronic tools to prevent disorganization (Keep server data confidential).
o Support the program team to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
o Assist the program team and program coordinator in implementing the IRC's monitoring for Action standards.
- Provide to the supervisor, technical coordinators, program staff and districts with monthly reports on indicator trends.
Specific Responsibilities Program/Project Design and learning: - Develop and make sure the WGPE project has tested monitoring tools that capture both program activity and indicators progresses.
- Ensure records are checked during meetings for accuracy and provide support where necessary and share data with program managers.
- With support from the WGPE M&E Manager, establish and maintain project level information management system.
- With support from the WGPE M&E Manager, collect program field level information required by IRC, donors and/or stakeholders.
Monitoring
- Ensure the on-time execution of projects major monitoring and evaluation events including but not limited to data quality audit and field data supervision.
- Document findings from data quality audits and store in project files to ensure collective and sustainable access.
- Provide technical assistance to staff and or partner organization on information management system, proper data collection and record keeping.
- Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.
- Update project M&E plan timely and provide feedback to program staff on status and quality of implementation.
- Provide M&E inputs for reports written during project implementation at the field level.
Reviews & / Evaluation
- Provide summarized monthly data analysis showing target against progress over time.
- Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming; and verify entered data for completeness, correctness, and consistency and follow up on any data quality issues.
- Periodically leads in the presentation of M&E data trends during reflective practice forums at field office/ project level and gather lessons from project implementation processes.
- Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.
- Maintaining a tracking spreadsheet for M&E activities and events - baselines, assessments, reviews, evaluations - tracking trends and recommendations, progressing their implementation where appropriate.
Database management, Information Management and Reporting
- Provide and maintain MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT)
- Submit dataset to update country office wide program database, IPTT, & Comet on monthly basis.
- Maintain and regularly update project monitoring reports, including lessons learned, prepared by different projects and application of evaluation recommendations.

3.) Senior Education Project Coordinator
Job Summary: Under the supervision of the Education and Girl's Empowerment Coordinator, the Education Project Coordinator will be responsible for the overall implementation and management of all education and girls' empowerment programs in the core IRC districts of Kono, Kenema, and Bo and other districts as requested. S/he will be based in Kenema to ensure that the EAGER project team implements timely and high-quality education activities within the areas of operations. Moreover, the Education Project Coordinator will also support the Education and Girl's Empowerment Coordinator in high-level meetings and management of education programs at the district level, including budget reviews and proposal development.
Presently, the Education Project Coordinator will supervise three District Supervisors and one M&E manager. This structure could change as future programs are added to the profile. This position is expected to support and encourage teamwork, create a collaborative working environment, and enable the field team to be proactive and solution oriented with the aim of delivering high quality education and girls empowerment programming.
Major Responsibilities
Technical
· Manage all the IRC activities under the EAGER project in accordance with IRC polices under the guidance of the coordinator.
· Develop and monitor clear work plans for education activities in coordination with district supervisors and M&E manager and staff in the field.
· Supervise the overall implementation of education activities through effective direct management.
· Develop actionable work plans to ensure the timely implementation of project activities in collaboration with the district supervisors, officers and field team.
· Provide technical leadership in development and ongoing monitoring of the District Annual Work plans
· Provide oversight and guidance to the District Supervisors to support planning and management of districts specific implementation plans and ensure learning and collaboration of best practices.
· Conduct regular field visits to the districts to ensure the delivery of high-quality programmes.
· Compile and develop monthly and weekly plans and any other reports according to donors' requirements.
· Communicate with the Education and Girl's Empowerment Coordinator and CCU team on a regular basis to ensure.
· Build the capacity of education staff through daily mentoring, guidance, and trainings.
- Contribute to the development of robust data collection systems to ensure that the education program is data-driven and that programmatic decisions are grounded in evidence.
· Work with the Education Coordinator, M&E, and CCU team to ensure that key project indicators are tracked, and key project data is regularly analysed to inform decision making, and program adaptation.
· Ensure that key project management tools are updated and regularly used.
· Assist the Education and Girl's Empowerment Coordinator in ensuring program quality, technical leadership and effective coordination of the education projects
Budget Oversight
· In collaboration with the supervisor, review Budget vs. Actual expenditures on a monthly basis, providing relevant feedback to the finance department and adjusting activities as required.

· Ensure that the district resources are used effectively and transparently.
· Review Budget-vs-Actual, and spending plans and ensure timely adjustments are made to ensure alignment with donor requirement.

Staff Management
