PURPOSE OF THE JOB: The LNGB Basic Literacy and Numeracy (BLN) Skills Officer will work under the supervision of the LNGB District supervisor. S/he will be mainly responsible for coordinating, facilitating and monitoring implementation of the Basic Literacy and Numeracy curriculum within the Program through capacity building, networking, partnership and participation of the communities. S/he will work in partnership with young girls, their families and peers, to monitor learning progress, including track girls performance and provide tailored support to girls who are underperforming.
Specific Duties And Responsibilities
Major Responsibilities
Technical responsibilities, planning and management
With oversight from the Senior Program Manager and support from the M&E Manager, work closely with the District Supervisor, the M&E officer and Local Councils to carry out needs assessment in targeted communities that inform the BLN curriculum and classes planning process, identify risk and protective factors to inform and produce risk assessments and contingency plans, as needed; this includes participating in and supporting a market analysis to identify available opportunities in the targeted communities and how to best link the BLN curriculum contents to the context and market’s needs;
Work closely with the District Supervisor, the LBS officers and Local Councils to better understand the local communities and governing bodies, as well as identify any other key stakeholders at local level that would have leverage on the development of the implementation of BLN activity;
Participate in beneficiaries mapping in the targeted communities to ensure participation of young girls and their families. This includes ensuring that the most marginalized girls are adequately identified (including girls who do not possess foundational numeracy and literacy skills) and outreached in line with beneficiaries’ selection criteria, and receive support from the Program enrolling and staying in the BLN course;

- Bo District Work closely with Local Councils and MBSS to review and activate the BLN curriculum and implement BLN classes in Program-identified safe spaces; Ensure that the BLN course is delivered on time, in accordance with the BLN curriculum, schedule, tools and approaches approved by the Program, respecting quality standards and principles of equity and inclusion; Closely work with LBS officers to ensure that one-on-one guidance is delivered to adolescents girls upon completion of the BLN and LBS courses and that each girls receive adequate and holistic support to identify transition goals and develop individual business plans; Work with the M&E officer and LBS officers to support identifying safe spaces for young girls attending BLN courses. This includes ensuring that the spaces are girl-friendly, protective and conducive to effective learning; Ensure that all safe spaces identified and/or established by the Program to host BLN classes have the approved teaching and learning materials and other relevant tools/equipment; Identify, resource, train and coach BLN facilitators. This includes working closely with the local community key stakeholders to identify retired teachers/individuals with prior teaching experience, train them on the BLN curriculum and coach them to support adolescent girls throughout the learning program; Ensure that BLN facilitators master the use of BLN materials and curriculum and provide feedback and capacity building when weakness are identified. This includes ensuring that facilitators have a clear scheme of work, prepare lesson plans using agreed standard formats and methodologies; Monitor the individual work plans/schedules of BLN facilitators and assist them to create a professional community/network of practice in which they can share experiences and learn from each other; Ensure that instructional materials are effectively used by young girls and safely kept by the custodians of the safe spaces; In conjunction with the LBS officers, closely work with BLN facilitators, young girls and the communities to develop individual self-identified transition pathways for each girl and support BLN facilitators to provide regular follow-ups to ensure the implementation of the identified plans for each girl; Ensure that regular termly meetings with communities and young girls are held and that meetings have agenda, issues and action points, all of which are documented; Participate in community mobilization and sensitization activities in relation to Basic Literacy and Numeracy topics in line with the approved curriculum; Ensure that cases or suspicions of violence or abuse against adolescent girls as well as any protection risks are reported through Program-established referral pathways and receive proper case management; Effectively obtain, allocate and utilize resources allocated to the Program’s BLN component. This includes supporting the District Supervisor in providing the LNGB Senior Program Manager with all needed data and information to produce timely and quality monthly/quarterly spending and procurement plans; Submit weekly work plans to the District Supervisor, including needs for any logistics and procurement arrangement for the purpose of the implementation of BLN courses.
Monitoring
With the support of the M&E officer, track and record young girls and BLN facilitators attendance on a daily basis;
Work closely with the local communities and BLN facilitators to ensure that actions are taken against facilitators and girls engaged in truancy;
Conduct regular follow-up on BLN activities and give feedback to the District Supervisor. This includes working with M&E officer and Data clerk to monitor and track the attendance, retention and progress of young girls attending the BLN course;

Reporting
Provide the District Supervisor with required inputs for reports written during project implementation at the field level with regards to BLN activities;
Work closely with the M&E officer and Data clerk to ensure accurate data are timely submitted to the M&E Manager for reporting purposes;
Prepare, produce and present BLN activity reports, with analyzes and summaries, to the District Supervisor;
Contribute to capture data, pattern and trends from the field and relay feedback to the District Supervisor that would inform documentation of lessons learned, best practices and success stories for sharing with the Senior Program Manager.
Education (Knowledge)
Qualifications
At least a Professional Teaching/Training certificate/Diploma;
A Diploma in Social Work or relevant Professional Qualification
Experience
Strong experience working with youth, including adolescent girls, and local communities and Education and Social Welfare governing bodies;

BACKGROUND
The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC has worked in Sierra Leone since 1999. The IRC currently programs across three core sectors 1) Health 2) Women and Girls’ Protection and Empowerment (WGPE), and 3) Education. The IRC is committed to supporting the Government of Sierra Leone in the strengthening of the country. We seek to build upon our programming experience and introduce new programs that are adaptive, collaborative and evidence-driven, leading to a more educated, safe, healthy and empowered Sierra Leone.
SCOPE OF WORK
Building on this work over the years, the IRC in Sierra Leone developed a program framework, strategy and vision for 2016 – 2020. The country program has committed to ensuring that children, both in and out of school, have appropriate literacy, numeracy, social-emotional skills, and will work towards the reduction and elimination of barriers to ensure that girls are equally skilled and safe as boys. In line with this commitment, and in partnership with Concern International, Restless Development and BBC Media Action, the IRC will implement the four-year EAGER (Every Adolescent Girl Empowered and Resilient) Program which targets out-of-school girls and aims to ensure they have significantly improved learning outcomes and transition to education, training or employment. Upon completion of the learning program, girls will receive one-on-one mentorship to develop their individual transition plans.
Job Overview/Summary
The LNGB District Supervisor will work under the direct supervision of the Senior LNGB Program Manager. S/he will assume responsibility for overall coordination and management of LNGB Program activities, funds and resources, and operations in the site of Kenema. This includes direct management of seven (7) Basic Literacy and Numeracy (BLN) officers, as well as seven (7) Life Skills (LS) officers based in this District. Moreover, s/he will be responsible for coordination with IRC’s other programs and representation of the LNGB program in external meetings and related events at the District Level.
Areas of responsibilities
Technical supervision and program management
This Includes But Is Not Limited To
Overall coordination of LNGB Program activities in Kenema in line with the Program’s implementation plans and objectives, under the supervision and guidance of the Education Coordinator.
Assist with developing monthly implementation plans and forecasting in the District of Kenema ensuring they are adapted to the site level and in accordance with the Program workplan, as well as implement any adjustment as required based on Program’s needs;
Monitoring: work closely with the M&E officer to ensure regular monitoring is carried out at the District level. This includes but is not limited to:
Assist the M&E manager to implement the M&E plan at the District level as needed. This includes providing all logistic and technical support as required by the M&E team to carry out Endline evaluations at the District level;
Work closely with BLN and LS officers to assist with the roll-out of the BLN and Life Skills earning programs in the District, working in close collaboration with adolescent girls, families and the overall community; this includes ensuring that sessions are planned to meet adolescents girls specific needs;
Assist with identifying and establishing/rehabilitating safe spaces in the District to host BLN and LS learning programs, in close collaboration with adolescent girls, families and the overall community;
Ensure that all Program-identified/established safe spaces in the District are equipped with learning and teaching materials and these are well maintained and stored; this includes supervising LS and BLN officers and making sure they have accurate inventory of materials;
Closely supervise the BLN and LS officers to ensure that materials are used properly by BLN facilitators and mentors;
Closely supervise the BLN and LS officers to ensure BLN and LS curriculum-related activity schedule and spending is on track and aligned to the agreed Program work plan and spending plan;
Under the guidance of the Senior LNGB Program Manager, closely supervise and assist BLN and LS officers with identifying and recruiting BLN facilitators and mentors;
Under the guidance of the Senior LNGB Program Manager, assist with planning and organization of BLN and LS trainings of BLN and LS officers, as well as with cascading these trainings to mentors and BLN facilitators in the District;
Closely supervise BLN and LS officers to ensure individualized support and mentoring is provided to adolescent girls completing the BLN and LS learning programs, including the provision of small cash transer to implement individual transition plan, in line with the IRC policy and procedures;
Takethe lead in planning, organizing and preparing the cash and in-kind distributions that are planned for girls after the end of the learning sessions, and work closely with Officers, M&E and Finance teams to ensure coordinated and efficient distribution plans.
Proactively assist with the planning, organization and monitoring of all community sensitization activities at the District level, ensuring that all logistic and operational support is in place.
With support from the M&E officer, ensure that District program data are regularly updated and submitted to the District data clerk and feedback is relayed to the M&E Manager as appropriate;
Ensure that the District team gathers, collates, and submits all required data on program activities as relevant and required;
Ensure that field monitoring is carried out regularly and in line with the M&E plan. This includes supporting the preparation of and participating in donor’s monitoring visits, as required by the Senior LNGB Program Manager.
Reporting: compile and submit to the Senior LNGB Program Manager all monthly and quarterly reports with regards to the Program implementation in the District, cash projections, and any other required updates, reports and information, as requested and required by the IRC office and/or LNGB Program. This includes both financial and program related information;
Financial management: with support from finance, logistics, and administration units, oversee all Program financial activities at the District level, such as:
Limited signatory/approval authority for all LNGB transactions and activities at that site;
Monitoring Program budget and burn rate in line with available financial resources, program objectives and implementation plans in that District, and liaise promptly with the Senior LNGB Program Manager to provide regular updates and flag any anticipated challenge;
Lead on all Program-related procurements, including submission of PRs for program activities, purchase of supplies, maintenance and repairs, and related expenses;
Ensure that all Program advances are liquidated properly, in line with IRC policies and procedures, and with required supporting documents;
Under the guidance and supervision of the Senior LNGB Program Manager, submit monthly cash forecasts to the finance department in the District;
Help ensure all LNGB staff in the District are familiar with and adhere to all financial & procurement policies and procedures applicable to that District.
Human resources management
Liaise with the HR/admin units to ensure all required administrative procedures and paperwork is completed for all LNGB staff, such as time sheets, leave planning, contractual issues, etc. Ensure all staff are informed on all IRC policies and procedures and kept updated of any changes;
Address any specific staff performance and/or disciplinary issues as they arise, seeking help and guidance from the Senior LNGB Program Manager where appropriate; this includes ensuring that all staff is mindful of and rigorously adhere to Do Not Harm and Child Safeguarding principles and requirements, as per the IRC and donor’s policies;
Support the Senior LNGB Manager and District office to ensure that all LNGB staff adhere to all security protocols and procedures, and report incidents in a timely and accurate manner.
External Representation
Serve as the main LNGB focal person for external relationships with both government and non-government stakeholders at the District level (with support from the Field Coordinator/Manager). This includes attending meetings and special events; maintaining external relationships, regular communications and information-sharing; helping to support referral systems; supporting the Education Working Team.
Serve as a key focal person for arranging support for all LNGB program-related visitors to the District;
With support from the Field Coordinator/Manager, serve as a key focal person for engaging with the media at the District, ensuring oversight of all radio/TV programs, messages, etc.
Qualifications
Diploma, preferably in Education, or social work, social services, community development or related fields.
At least 2-3 years experience in implementation of Education and Gender programming and/or service.
At least 1-2 years experience in basic administrative, logistical, and financial management, including basic budgeting, resource management, and procurement processes.
Ability to plan in advance and maintain an organized working style, yet able to handle new events and situations effectively as they arise. Able to work calmly and lead teams successfully in stressful and sometimes chaotic situations.

The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme duration is August 2021 – March 2022.
The IRC is recruiting for one (1) District Clinical Mentor (DCM) for the Saving Lives programme in Sierra Leone based in Kono. The DCMs are the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCM will work under the oversight of the District Delivery Senior Manager in the respective districts.
AREAS OF RESPONSIBILITY
Provide Intensive Direct Clinical Mentorship And On-the-job Training To Staff At The Targeted Community Health Centres (CHCs) Through The Programme Period On (in Line With The National Policies/guidance)
Emergency Obstetric and Neonatal Care (EmONC)
Integrated Management of Neonatal and Childhood Illness (IMNCI)
Emergency Triage Assessment & Treatment (ETAT)
Values clarification and attitudes transformation (VCAT) for family planning and;
Adolescent Youth Friendly Services (AYFS)
Provide direct clinic mentorship and on-the-job training for hospital staff[1] on (in line with the national policies/guidance):
EmONC
IMNCI
VCAT
AYFS
Provide support to troubleshoot for their respective mentees on the mentorship topics
Provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with Community Based Mobilisers of the NGO Consortium partner and the Community Health Workers in country
Support the DHMT and facility staff on meaningful supportive supervision under the guidance from the District Delivery Senior Manager
Carry out regular joint outreach visits (monthly) to Child Health Posts and Maternal Child Health Posts with the CHC-in charge
Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from facilities
Provide inputs/suggestions from field to the District Delivery Senior Manager on potential ideas for use of flexible funding and/or innovation fund available for the district
Support and contribute to the baseline assessment for the programme
Qualifications
To effectively deliver this engagement, the applicant should meet the following requirements;
CHOs/Midwifes
At least 5 years’ experience of working in a clinical setting
Demonstrated ability to mentor and supervise others
Experience in providing clinical mentorship/trainings in Sierra Leone, including on RMNCAH-related areas is preferred
Demonstrated knowledge and/or experience of having worked with district health systems
