ORGANIZATIONAL CONTEXT
These positions will be based in WFP Makeni and Kenema Sub-offices. At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

1.) Monitoring Assistant SC5
JOB PURPOSE
To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support monitoring and implementation of the assistance programme at the sub-office /field level, in close collaboration with the cooperating partners;
- Provide COMET related support at sub office level for Food Release Note (FRN) creation, inputting of distribution reports, distribution points of interest etc;
- Monitor and review the distribution and redemption of cash and or vouchers, and verify that the related data management and reporting is accurate;
- Supervise the efficient and proper distribution of food items and vouchers at the site and provide feedback to the WFP Officer and others on the distribution;
- Undertake assessments, M&E/VAM data collection (Baselines, Tracking and Post- Distribution) and ensure that collected data for M&E/VAM purposes are handled in the proper way and according to methods and via tools designed and implemented;
- Ensure that all field-data is collected in a timely and efficient manner while emphasizing accuracy
- Assist in the coordination of regular meetings with local authorities and cooperating partners on the commodity pipeline, distribution arrangements, food entitlements and other relevant issues;
- Assist in the implementation of the plan of action, review achievements and constraints/ challenges and provide feedback accordingly;
- Report to the WFP M&E Officer/Head of Sub Office (HSO)/Programme Officer on relevant events regarding monitoring challenges, distribution and other related issues;
- Perform other related duties as required
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station's language, if different.

2.) Programme Associate (Crises Response), SC6
JOB PURPOSE
To provide effective coordination and specialized support to WFP's emergency food assistance programme for COVID-19 response.
KEY ACCOUNTABILITIES (not all-inclusive)
- Provide specialized expertise and contribute towards the development of project activities, plans and processes for emergency food assistance activities, ensuring alignment with wider programme policies and guidelines.
- Provide efficient coordination and specialized project management support to WFP's emergency food assistance programmes to ensure that the various activities are performed within the established targets following WFP's policies and procedures.
- In support of emergency food assistance activities, prepare a variety of reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to Head of Sub Office and activity manager, ensuring deliverables adhere to corporate standards and quality control.
- Lead and ensure accurate, timely recording of data within the emergency food assistance programme and consistency of information presented to stakeholders, including working in collaboration with partners at field level to undertake beneficiary targeting processes in accordance to the selection criteria shared the activity manager.
- Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing project activities.
- Effectively manage relationships and support partnership-building with local partners, agencies, NGOs and government institutions, including the Ministry of Social Welfare and Sierra Leone Red Cross Society to effectively identify the most vulnerable in targeted communities and to ensure efficient delivery of food assistance.
- Proactively and systematically monitor project implementation of partners to identify challenges and bottlenecks in a timely manner, report them to the activity manager and provide technical oversight to effectively troubleshoot to ensure the project meets its goals.
- Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area.
- Act as an escalation point for complex query resolution on all matters within the area of responsibility.
- Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Ensure implementation of the Beneficiary Feedback Mechanism at field-level, and assure that beneficiary protection is prioritized and enforced throughout the project cycle.
- Perform any other related duties as assigned.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. Preferably a university degree in development studies, social sciences, statistics or a related field is required.
Experience: At least five years of progressively responsible work experience in programme or other related field.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station's language, if different.

OTHER SPECIFIC JOB REQUIREMENTS
- Previous experience implementing food security an asset.
- Extensive experience working at community-level desired.
- Fluency in local languages (Temne, Kuranko, Limba, Fula) advantageous.
- Strong ICT skills, particularly proficiency using MS Office (Excel and Word) and undertaking paperless data collection.
