1.) CHIEF OF PARTY
CARE seeks a Chief of Party for the anticipated USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The anticipated goals of the activity are to improve quality Family Planning and Reproductive, Maternal, Newborn, Child, Adolescent health (FP/RMNCAH), and malaria services; and increase adoption of selected key optimal behaviors to improve health in selected districts in Sierra Leone. This activity is expected to be a five-year program in the $25 million to $50 million range. This position is subject to project award and funding. National and international candidates are encouraged to apply. The position will be based in Freetown, Sierra Leone. The Chief of Party is accountable for the overall vision and leadership of the project and is responsible for delivering results. The successful candidate should possess significant senior experience managing program, financial, and operations of USAID or other international donor-funded projects.
Primary Responsibilities
- Provide strategic guidance to consortium partners responsible for implementing various project components
- Provide leadership to technical experts and bring dynamic leadership for effective implementation to achieve desired outcomes
- Act as the main focal point for USAID and government stakeholders at national level
- Ensure current global and donor technical standards and approaches are embedded and implemented in all aspects throughout the project cycle management
- Develop, track and adapt project workplans in consultation with consortium members
- Oversee financial management as per USAID and CARE policies Ensure program activities are implemented on schedule and within the approved budget Ensure that CAREβs PSHEA and Safety & security policies and procedures are applied to all program and staff operations
- Promote a culture of reflective learning and adaptation across the broad spectrum of partnerships and project teams
- Develop, supervise and manage a diverse group of experts and program staff With staff and partners, translate project goals and objectives into implementable strategies and plans.
- Oversee the timely and accurate preparation and submission of all project reports and deliverables as specified in the agreement. Represent the project at high-level meetings, conferences, and other fora.
- Motivate teams to deliver results by establishing a strong team dynamic, open communications, and leading by example.
- Promote diversity, equity, inclusion, and belonging in internal operations, management, and program implementation.
- Monitor the progress and pace of project implementation, ensuring that the potential of the program is fully realized through the promotion of high-quality work and internal control;
- Identify problems and risks associated with the timely implementation of activities and suggest appropriate adjustments to activities.
Required Skills
- University degree and at least ten (10) years of relevant experience in leading programs focused on FP/RMNCAH, malaria and/or health systems strengthening. Previous Chief of Party, Deputy Chief of Party, or equivalent senior management experience required. Graduate degree preferred.
- Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
- Demonstrated skills building and maintaining relationships with host governments, donors, stakeholders, local organizations, and partners.
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Experience in developing a project vision, aligning key stakeholders with that vision and ensuring that vision is translated into achievable strategies.
- Experience recruiting, developing, and leading multidisciplinary and multicultural teams, managing complex programs and ensuring project staff meet the highest standards for quality, relevance and on-time delivery.
- Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
- Demonstrated commitment to gender equity.
- Demonstrated skills in adapting project team and scope to the rapid evolution of the context.
- Fluency in English required.
- Ability and willingness to travel as required.

- In collaboration with the COP provide leadership, management oversight, and technical direction for the program, ensuring an integrated vision across components and actors, with a focus on achieving the results.
- Oversee all aspects of project implementation, including program quality, evidence generation, and management of direct reports.
- Oversee the coordinated planning (of activities and resources) and implementation of the program and program operations in line with state-of-the art strategies, technical standards, and applicable USAID rules and regulations.
- In collaboration with the Chief of Party, ensure the adequacy of planning, monitoring and reporting and competence for the effective scale up of program interventions to meet established programmatic and financial targets and timeframes.
- Supervise and monitor activity implementation and ensure activities meet stated goals on time with high quality and reporting requirements.
- Ensure that all deliverables and targets are met with high quality within the scope of the fund and defined time.
- Identify learnings, issues, challenges, and risks of program implementation time and plan for the alternatives in favor of the target groups.
- Maintain good working relations with donors, Government of Sierra Leone counterparts, Civil Society organizations, academic institutions, and partners.
- Capacity assessment of implementing partner and developing capacity development plan for partners and implement it.
- Perform other related responsibilities as assigned by the Chief of Party (CoP)
- Required Skills:
- University degree or graduate degree in public health, social sciences, or related field.
- 10+ yearsβ experience in Family Planning, RMNCAH, malaria prevention, health systems strengthening and/or behavior change communications.
- Significant experience managing large-scale, multi-year USG-funded programs. Strong track record of successfully managing USAID-funded programs, preferably including previously serving as a Deputy Chief of Party.
- Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
- Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
- Ability to respond on short notice and plan and execute several activities at once.
- Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
- Proven experience hiring, training, and supervising teams of international and local staff.
- Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
- Experience engaging with public and private health sector actors in Sierra Leone and contextual knowledge of Sierra Leone health systems strongly preferred.
