Job Location:Mile 91 with occasional visits to program activity sites.Contract Details:Fixed termJob Purpose:Under the direction of and reporting to the Area coordinator, the Procurement Officer will have ultimate responsibility for cost effective and fully accountable to the organization  procurement and will be responsible for management of the procurement functions within Concern Worldwide operations in Mile 91.  The officer is expected to successfully manage the quality and efficiency of all procurement and purchasing activities while ensuring integrity, transparency and accountability.

Main duties & 

Responsibilities:

Under the overall of the Area Coordinator, specific duties and responsibilities of the procurement officer include;

  • Work with the program, Logistics staff and HR and Admin Officer to ensure procurement needs are planned in advance and that all staff are knowledgeable about the documentation needed to support the procurement and payment process.
  • Working with staff to determine the purchasing requirements from different departments, collating orders with the view of processing requests.
  • Ensuring best value in terms of prices, delivery, quality etc., and that purchase procedures are properly implemented as per concern system
  • Seek quotations for supplies as and when required, negotiating prices and conditions of purchasing contracts.
  • Prepare orders for the supplies based on quotations received and undertake the timely purchase of supplies.
  • Maintain accurate purchase files, ensuring that the correct paperwork is completed and retained.
  • Researching and identifying potential new suppliers and review list every six months or where necessary depending upon the approval of Management.
  • Keeping up to date with market trends and information.
  • Processing payment and invoices.
  • Monitoring of stock levels how and when required to replenish.
  • Update and circulate to relevant staff the procurement tracker every Friday.
  • Work closely with the store Keeper alerting him of the supply pipeline and issue copies of the POs for the Store Keeper to verify with the vendor supplies.
  • Maintain an Approved Suppliers List for all categories of procurement.
  • Fully manage compliant procurement systems and operating procedures and organize the procurement functions and ensure adherence by all stakeholders to the policies through training and capacity strengthening
  • Oversee reports preparation, consolidate reporting and analyze data for decision-making.
  • Ensure all required information and records are complete, accurate, up-to-date, and properly filed.
  • Maintain an up-to-date procurement plan and collaborate with budget holders to develop annual budget plans that meet procurement needs of the district.
  • Ensure the highest level of transparency and integrity in the procurement unit and prevent fraud along the procurement process.
  • Monitor payment terms and oversee and coordinate with the finance team to ensure timely payments to vendors.

Person specification:

Education  

  • University Degree in Business Studies or in logistics and supply chain management.
  • Relevant Diplomas and short courses in Procurement, Logistics or Stores Management
  • English Language Qualification

Experience Required:

  • At least 2 years working experience in Logistics and/ or Administration
  • Working Knowledge of the Procurement Cycle, Fleet management and Warehouse management
  • Ability to work well under pressure and in response to changing needs
  • Excellent interpersonal and communication skills, training skills and writing skills
  • Leadership skills, Excellent English and Krio speaking/writing skills required.

Assist in evaluation & assessment of vaccination project, and contribute to knowledge management of vaccination project.

Main duties & 

Responsibilities:

Main Responsibilities:

  • Maintaining a database for UNICEF vaccination project M&E activities—baselines, assessments, reviews and evaluations—tracking their implementation where appropriate;
  • Contributing to the design of M&E methodology and indicators by the UNICEF vaccination project team, and promotion of boys & girls participation in M&E planning and accountability;
  • Participating in the development of tools and guidelines for data collection, collation and reporting, for instance ensure that projects have clear MEL plans, as well as tracking of total beneficiary reach;
  • Conduct data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams;

Specific Responsibilities:

Program Design and learning:

  • With support from the M+E coordinator, establish and maintain project level information    management system;
  • Support the development, piloting and roll-out of monitoring tools that capture both program activity and indicator progress;
  • Ensure records are checked during program review meetings for accuracy and provide support where necessary and share data with UNICEF project coordinator.

Monitoring

  • Monitor the project performance indicators taking into account the UNICEF vaccination project M&E plan;
  • With support from the project coordinator, collect program field level information as required by Concern, donor and/or stakeholders and ensure compliance with the selected criteria;
  • Ensure the proper use of tracking tools, and the conscious use of data while respecting beneficiaries’ confidentiality rules, DNH and Child Safeguarding principles and requirements;
  • Work closely with program team and partners to ensure that data related to the indicators they provide meet contractual commitments with Concern and donor requirements;

Education    

University Degree in M&E, Mathematics, Statistics, Social Sciences, Development Studies or related field

Experience Required:

  • Two years of related work experience in M&E in Health project.
  • Excellent computer skills, including proficiency in Microsoft Excel, Access and Word;
  • Strong data collection, analysis and report writing skills;
  • Ability to work independently, think analytically and take initiative in solving problems;
  • Familiarity with result framework analysis and M&E plan implementation;
  • Experience in conducting assessments;
  • Strong experience working with community groups;
  • Good verbal communication skills in local languages and working knowledge of English;
  • Ability to clearly convey concepts to populations with limited numeracy and literacy skills;

S/he is responsible for technical supervision of project activities and support to the establishment and maintenance of the routine project monitoring system, including data management (focusing on database design, quality, aggregation & data presentation at district level), facilitate routine data collection, compilation, analysis & reporting. Assist in baseline, assessments and evaluation of LANN-NSC project, and contribute to knowledge management of the project – identifying and documentation of success and case stories.

Main duties & 

Responsibilities:

Main Responsibilities:

  • Maintaining a database for LANN-NSC MEL activities—baselines, assessments, reviews and evaluations—tracking their implementation where appropriate;
    • Contributing to the design of MEL methodology and review of logframe indicators with the LANN-NSC team – in coordination with WHH – with promotion of project stakeholders and beneficiaries participation in MEL planning, implementation and accountability;
    • In coordination with WHH participate in the development of tools and guidelines for data collection, collation and reporting, for instance ensure the project have clear MEL plans, Indicator Performance Tracking Table (IPTT) as well as tracking of total beneficiary reach;
    • Conduct data quality assessment to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to project teams;
    • Maintain an action tracker for the project while ensuring that actions agreed upon from review/reflection meetings with project team are actioned;
    • Participate in the design and implementation of the project baseline, mid-term and endline (led by WHH);
  • As necessary, train and support field staff to use digital data gathering (DDG) devices and take an active role in ensuring project staffs are compliant in uploading DDG into necessary app systems and maintain such database systems.

Job Location:Western Area UrbanContract Details:Fixed TermProject:Saving Lives Phase 3Job Purpose:Concern Worldwide is recruiting District based project officers for the Saving Lives 3 program in Sierra Leone based in Western Area Urban. The project officers will work under the oversight of the District Delivery Manager in the respective districts. This position is contingent on funding.

Main duties & 

Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Project specific;

Oversee and ensure quality of activities and outcomes for the community system strengthening activities under Saving Lives phase 3

Increased access to quality Health services

  • Provide monitoring for the cascade mentorship program to ensure CHC mentors are visiting the target CHPs and MCHPs.
  • Support the health facilities to track and document priority health issues as part of the Surge approach.
  • Support the regular community data review through community dialogue meetings.
  • Support the interaction between CHWs, community members and health facilities.
  • Support the M&E team to conduct regular mystery client visits.
  • Support the mentorship or health facilities on Adolescent and youth friendly services and respectful and dignified nursing care.

Programme Cycle Management:

  • Oversee, manage and ensure quality implementation of activities and achievement of Saving Lives Project 3 outcomes coordinating with district counterparts in DHMTs as well as community stakeholders
  • Prepare regular narrative reports on project activities and submit to District Delivery Manager.
  • Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;
  • Ensure that the project activities under their responsibility are accurately reflected in the integrated MEAL system, identifying activities to be monitored and data to be collected;
  • highlight areas of the adaptation of District context;
  • Contribute to the designing and delivery of training models, learning processes, resources, materials and workshops in your technical area of expertise;
  • Participate as active participant in relevant project training of trainers;
  • Ensure identification of and documentation of good practices (with PDQ unit);
  • Build and maintain effective professional relationships with community leaders, Chiefdom, District stakeholders, project animators and implementing partners to aid successful programming;
  • Participate in project planning and review meetings with staff, partners and stakeholders and ensure that key recommendations and learning are incorporated into day to day project implementation;
  • Submit weekly work plans aligned with the overall programme implementation plan and monthly reports to District Delivery Manager;

  • Promote full accountability and staff, compliance with Concern’s Code of Conduct & Associated Policies, including promotion of Concern’s Complaints & Response Mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources;
  • Under the supervision of the District Delivery Manager, ensure the mainstreaming of cross cutting themes by field officers in all activities: Gender and Equality; Environment and climate adaption, Protection, DRR and Partnership;
  • Participate relevant meetings at District level;
  • Complete any reasonable task requested by the Line Manager.

Person specification:

Essential

  • University degree in relevant area (Health; CHO, Midwife, SECHN, gender, community development, human rights, social studies, or accepted equivalent professional experience;
  • Minimum of 4 years’ experience working in project implementation ideally integrated nutrition projects and/or gender empowerment and transformation;
  • Minimum 3 year working with NGOs or CSOs;
  • Field experience in community based projects working directly with communities, partners and government officials;
  • Strengths in community mobilization, fostering multi-stakeholder networks and platforms and knowledge of participatory approaches.

Special Skills, Aptitude or Personality Requirements:

  • Excellent interpersonal and communication skills including report writing;
  • Initiative and ability to work with minimal supervision; ability to work both as part of a team & independently;
  • Enthusiastic, energetic and motivated;
