1.) Programme Officer
Vacancy: Programme Officer
Job title: Programme Officer (PO)
Report to: District Programme Manager (DPM)
Location: Port Loko
Start date: August 2023
Salary: Competitive salary
Position summary
The Programme Officer will serve as principal assistants to the DPM. He/s will support the implementation of all FoRUT programme/projects at the field level. S/he will be part of the program team and should have the ability to implement a multi-disciplined project in tandem with FoRUT’s program/project priorities.
Key Responsibilities
Duties and key responsibilities
- Assist the DPM to implement project/programme activities at the district and to support the delivery of all programme/project objectives and outputs.
2. Assist the DPM to Develop district annual and operational plans from the Annual Work Plan of FoRUT and assist with its implementation on a quarterly or periodic basis;
3. Assist the DPM to design and roll-out community sensitization/awareness raising activities on rights and protection issues
4. Collect and analyse data on relevant programme activities.
5. Build relationships with other relevant stakeholders such as CSOs, CBOs, MDAs, NGOs, traditional and religious leaders who may contribute to achievement of programme objectives.
6. Ensure FoRUT participate in coalitions, networks and alliances at district level
7. Participate in and contribute to organisational leaning and development of FoRUT.
8. Monitor all civil works including construction of water wells, schools and latrines and submit monitoring reports to the DPM;
9. ,Assist to roll-out strategies and activities for women and other marginalized groups to demand for their rights including right to participate in democratic and governance processes, sexual and reproductive health rights
10. Submit timely periodic updates and case studies on projects’ outcomes
11. Other duties that may be assigned from time to time by the DPM.
Education
A University degree, preferably in social sciences with major in Agricultural Science or related disciplines. Minimum of three years of experience in similar positions, preferably in NGOs. Experience with right-based advocacy work and livelihoods/child rights/ women’s rights issues/mental health are required.
Abilities required.
Good interpersonal skills, ability to network and form partnerships with institutions and individuals and establish a relationship of trust with local communities.
Analytical mind and ability to study and understand new environments and systems
Ability to work under pressure and willingness to spend a considerable portion of the working time in the field.
Person specification/preferred skills
- Strong organizational skills that reflect ability to perform and prioritize multiple tasks;
- Excellent communication skills with the ability to deliver trainings and presentations.
- Proven abilities in the effective management of people and resources.
4. Understanding of community mobilization and empowerment principles and approaches.
5. Proven ability to coordinate across sectors and/or work in alliance/networks.
6. Proven experience in integrated programme management.
7. Knowledge of alcohol, drug, mental health , child rights, gender, good governance and livelihood issues in Sierra Leone

2.) Advocacy & Communication Officer

Job Title: Advocacy & Communication Officer (ACO)
Report to: Executive Director (ED)
Location: Main office, Freetown with periodic visit to the field
Start date: August 2023

Position summary
The Advocacy and Communication Officer (ACO) is responsible of planning, implementing, monitoring and reporting of FoRUT’s advocacy and communications activities. The ACO is part of the programme team charged with the implementation of the 2023-2028 work programme. S/he will implement activities that aimed at reducing harm from alcohol and drug use. S/he will coordinate district chapters of Sierra Leone Alcohol Policy Alliance (SLAPA) and People Power Movement Sierra Leone (PPM SL) as per the Alliances’ mission and mandate. S/he will ensure that FoRUT participate in networks, coalitions and alliances that aimed to promote women and children’s rights, accountability and good governance and mental health.
Key Responsibilities:
- Research on and submit discussion papers, policy briefs for advocacy and policy engagements with diverse stakeholders on all Programme/Project and Institutional thematic areas.
- Lead in the implementation of FoRUT’s communications and advocacy strategies at local and national levels
- Regularly update FoRUT’s, SLAPA and PPM SL social media platforms including its website
- Liaise with District Programme Managers of FoRUT, Civil Society Organizations (CSOs) and CBOs to mobilize right holders in holding duty bearers accountable for development outcomes.
- Organize periodic engagements with Ministries, Departments and Agencies (MDAs) of government, Parliament and CSOs for the formulation/review of policies and legislations that promote right / development issues.
- Coordinate district chapters of SLAPA and PPM SL as per the Alliances’ mission and mandate
- Ensure that FoRUT participate in coalitions, alliances and networks that promote rights and accountability issues.
- Liaise with national and regional, sub regional alliances including the West African Alcohol Policy Alliance (WAAPA), West African Drug Policy Network in reducing harm from alcohol and drug use.
- Monitor MDAs in promoting rights and accountability as enshrined on FoRUT’s strategic objectives.
- Any other duties as may be assigned by the Executive Director and Head of Programme of FoRUT as and when required.
