Jhpiego Corporation has been providing technical support to the Ministries of Health in partner countriesΒ  across the globe for the past 40 years in a variety of technical areas including cervical cancer treatmentΒ  and prevention, community health, HIV and AIDS, maternal and newborn health, health workforceΒ  capacity development (both pre-service and in-service), family planning, malaria, and IPC/WASH.

Position: Senior Finance Officer (1 Position)Β Β 

Reports To: Finance and Operations DirectorΒ Β 

Job Location: Freetown, Sierra LeoneΒ Β 

Duration: 12 MonthsΒ Β 

Duties and Responsibilities:Β Β 

βˆ™Β Provide guidance to the program teams regarding the financial requirements of the projects andΒ Β office operations.

βˆ™Β Implements and oversees a detailed financial reporting and reimbursement process in accordanceΒ Β with Jhpiego’s established financial system.

βˆ™Β Prepares the monthly financial report by using adapted finance software (QuickBooks) andΒ Β ensures accuracy and timeliness

βˆ™Β Uses various software applications such as spreadsheets, relational databases, statistical packages,Β Β and graphic packages to assemble, analyze, and format data and/or reports

βˆ™Β Ensures financial management systems provide accurate, current, and complete disclosure ofΒ Β financial transactions

βˆ™Β Support the Finance Manager in the financial reporting process to donors

βˆ™Β Ensure that required financial controls and cost-performance monitoring mechanisms are in placeΒ Β and adhered to: prevents over or under-expenditure of budgets, ensures proper safeguards ofΒ Β funds, and ensures compliance with established USG and Jhpiego’s global financial, accounting,Β Β and administrative procedures.

βˆ™Β Regularly review accounting transactions to ensure costs are allowable and reasonable RegularlyΒ Β review QBE: review of balance sheet, aging analysis, detailed GL, expenditure by ION, advanceΒ Β balance

βˆ™Β Preforms other projects related activities as assigned by the supervisor or by Jhpiego managementΒ Β βˆ™Β Thorough understanding of the monthly reporting circle

βˆ™Β Monthly reconciliation of the receivables and payables

βˆ™Β Demonstrated experience of at least 2 years’ experience in staff supervisionΒ Β βˆ™Β Advanced knowledge of QBE is required

βˆ™Β A certification in QBE is a plus

Required Qualifications, Knowledge, Skills, and Abilities:Β Β 

βˆ™Β Degree in Accounting, Finance or its recognized equivalent

βˆ™Β An MBA in Accounting or at level 2 of a professional qualification (CPA, ACCA or recognizedΒ Β equivalent) isΒ highly desired.Β 

βˆ™Β 5+ years relevant experience in finance and accounting.

βˆ™Β Knowledge of institutional donors (e.g. USAID) regulations, procedures and requirements a plus.Β Β βˆ™Β Be of high integrity and have a sense of confidentiality

βˆ™Β Be willing to take on extra responsibilities, sometimes working overtime, in order to achieve theΒ Β goals/objectives set by the organization

Supports the organization’s administrative function.

Duties and Responsibilities:Β Β 

βˆ™Β Coordinates all travel arrangements for staff and guests i.e. booking of flights and tickets, airportΒ  pick up, hotel accommodation, etc.

βˆ™Β Manages the company’s vehicles

βˆ™Β Maintains office equipment and premises

βˆ™Β Maintains the assets register

βˆ™Β Ensures assets and inventories are well maintained and annual physical verifications areΒ  undertaken

βˆ™Β Works with the procurement team in the purchase of office supplies and stationeryΒ Β βˆ™Β Makes arrangement for phone credits for all staff

βˆ™Β Ensures the payment of utilities

βˆ™Β Coordinates work and resident permits for expatriate team members

βˆ™Β Ensures adequate and organized record-keeping of project activities

βˆ™Β Manages petty cash

Required Competencies:Β Β 

Educational/Academic Qualifications:Β (state min entry level qualification)

βˆ™Β A good first degree in Business Administration or its equivalent.

βˆ™Β Experience in developing and implementing administrative systems

βˆ™Β Knowledge and experience of office procedures and processes

βˆ™Β Five (5) years of post-qualification experience

βˆ™Β Good planning and organizational skills

βˆ™Β Good oral and written communication skills

βˆ™Β Ability to work independently and as a member of a team
