1.) MEAL Specialist

Jhpiego is seeking a MEAL Specialist to support management for the newly awarded USAID project expansion.
MOMENTUM Country and Global Leadership (MCGL) is part of a suite of innovative awards funded by the U.S.Β Agency for International Development (USAID) to holistically improve voluntary family planning (FP) and maternalΒ and child health (MCH) in partner countries around the world. The project focuses on technical and capacityΒ development assistance to ministries of health and other country partners to improve health outcomes.
In Sierra Leone, Jhpiego supports the Government of Sierra Leone at the national and district level in capacity building,Β and technical assistance to contribute towards improving maternal and newborn health. A significant area of focus forΒ our work is accelerating and strengthening the technical and operational capacity of local healthcare workers to reduceΒ maternal and newborn deaths and provide quality services.
The following vacant position is available for immediate filling:
Position: MEAL Specialist (1 Position)Β
Location: Freetown, Sierra LeoneΒ
Report To: Senior Program ManagerΒ
Duties and ResponsibilitiesΒ
- Ensuring accountability and working closely with consortium partners
- Implementing monitoring systems and designing monitoring tools
- Developing data collection tools and databases for the projects
- Familiarize with DHIS 2 and monitor project activities output and progress towards anticipated results.
- Working with data platforms and work with other software applications (SPSS, EPI, etc) in enhancingΒ quality data visualization
- Conduct regular monitoring visits to project activities, including those implemented by partners Β including planning visits and spot checks.
- Work with MCGL Technical Specialists at the district level to supervise and collect data on MNH/FP andΒ other related activities.
- Should support the team members and MCGL consortium partners in the development of critical learningΒ events, which will provide the opportunity to examine issues that arise during activity implementation.
- The MEAL Specialist shall also provide support in ensuring the facilitation of knowledge building andΒ knowledge sharing in close collaboration with the CKM Officer.
- Provide quality assurance through the development and implementation of a M&E operational framework.
- Contribute to writing key project documents (monthly, Quarterly, and annual reports) for donor reporting.
- Assist in the preparation of ad hoc, monthly, quarterly and/or annual reports.
- Perform other programmatic, technical, and administrative duties when assigned.

Required Qualifications:
- A bachelorβs degree in Statistics, Health or a related field
- Three years of work experience in monitoring and evaluation of health-related projects.
- Experience working with MOH information systems and personnel is an added benefit.
- Excellent analytical, oral and report- writing skills
- Be self-motivated, proactive and have a positive attitude to work requiring minimum supervision
- Required Knowledge: (functional or technical)
- Adequate experience in writing reports, and developing concepts.
- Computer literacy, particularly in the use of MS Office
- Good analytical, communication and report writing skills.
- Demonstrated ability to manage project activities, set priorities, and plan for the successful implementationΒ of programs.
- Good interpersonal skills and teamwork
- Extensive knowledge of the health programs in Sierra Leone
- Extensive knowledge of MOH core function and systems
- Excellent understanding of training systems including experience with the facilitation of training
- Strong background in and knowledge of reproductive health and family planning, supervision, and qualityΒ improvement systems

Provide quality technical assistance to country programs by facilitating and implementing activities, and supporting country programs with strategic programΒ guidance, training, and capacity building. Contribute to the development of evidence-based, methodologically sound clinical training materials and standards,Β mentoring systems, and other materials needed for program implementation. Ensure that the programs assisted are technically sound, evidence-based, andΒ responsive to the priorities and needs of the countries and donors.
Provide input to and ensure quality technical approaches are implemented in county programs by working closely with program staff to provide inputs into countryΒ work plans and reports and to review program data and results to inform decision-making and technical strategies.

Position: Technical Specialist (3 Positions)Β
Location: Bo, Port Loko, PujehunΒ
Report To: Senior Program Manager
Specific responsibilities include:Β Β
- Support FP/MNH innovations and the development of new products and approaches in FP/MNH including LARC service provision, essential and basicΒ and/or comprehensive emergency obstetric and newborn care, advancement of program efforts to strengthen MNH service delivery platforms, familyΒ planning integrated into maternal health care (including postpartum and post-abortion care) and quality improvement strategies to support FPMNH careΒ and other areas.
- Coordinate the design of implementation research that may promote new initiatives and innovations for future adoption, i.e. in the area of MNH integration.Β β’Β Work with relevant parties to finalize national quality improvement clinical standards in Family Planning, maternal newborn, child health, and nutrition.Β β’Β Support training on quality improvement using MoH quality improvement approach.
- Assess, identify gaps, provide feedback, and report on the status of meeting QI/QA FP/MNH clinical standards. Develop action plans to assist in theΒ implementation of appropriate measures in healthcare facilities. Provide monitoring, mentoring, and refresher training when necessary.Β Β β’Β Submit regular activity reports on identified gaps, measures implemented, achievements, challenges, outcomes, and opportunities for improvement to theΒ MoH.
- Represent USAID Momentum /Jhpiego to donors, partners (including WHO, UNICEF, UNFPA, FIGO, and ICM), and other external stakeholders. AssistΒ in establishing and maintaining strategic partnerships with counterparts and donors to maximize USAIDβs MOMENTUM /JHPIEGOβs impact. Engage inΒ the business development/proposal process by identifying and supporting new opportunities and by contributing to the technical design, writing, andΒ review of new proposals
- Actively participate in MNH knowledge management activities by ensuring knowledge sharing and best practices are shared with staff globally, and thatΒ existing knowledge is leveraged in planning, decision-making, and providing technical assistance. Support the documentation of program results inΒ international conferences and peer-reviewed journals and publications
- Provide support to the realization of external communication priorities including supporting the development of success stories, blogs, and other programΒ and technical-related communication materials that demonstrate JHPIEGOβs technical expertise, results, and programming excellenceΒ β’Β Any other duty assigned
Required Qualifications and ExperienceΒ
- Bachelor`s degree in health care, or higher or bachelorβs degree in public health, field with 5 years of related experience
- Prior Experience in designing and implementing similar project.
- Certification in Project Management will be an added advantage.
- Experience working in clinical environment.
- Certification in Clinical Research will be an added advantage.
- Experience implementing similar programs funded by USAID preferred.
- Prior experience in management and strategy consulting will be preferred.
- Experience handling program tasks across project phases (e.g., work plans, reporting)
- Strong organizational skills and attention to detail
- Ability to work proactively, organize and manage own work, and assist others to do the same
- Experience preparing high-quality reports for donors/funders preferred.
- Excellent written and oral English language skills,
- Good communication skills with diverse groups
