1.) Chief Administrative Officer
Chief Administrative Officer (CAO) (Fulltime)
Work location: | Masanga Hospital, Tonkolili District |
Qualification: | Masters degree or higher in Business / Public Administration, Health Care Management/Health Economics/Public Health other relevant field |
Experience: | Minimum of 5 years of leadership and management experience, preferably in a Health Care or NGO context. Minimum of 7 years working experience in health sector |
Type of contract: | Fulltime contract after probation period initially for 1 year with options to extend |
Language requirement: | English , Krio (desirable) |
Preference: | Strong preference for Sierra Leonean candidate, but other (international) candidates may also apply. |

Introduction Masanga Hospital
Masanga Hospital is a 150-bed hospital. Our catchment area is widespread about 440.000 people are dependent on Masanga Hospital for their health care. Masanga has gained a well-known reputation in Sierra Leone healthcare system. Masanga hospital comprises 3 pillars: Clinical care, Education and Research. Masanga Hospital is a tertiary care and teaching facility receiving nationwide referrals. We
are partner with the University of Sierra Leone Teaching Hospital Complex (USLTHC). As a teaching hospital we offer 5 different high-quality education programs. Our students work in almost all
government hospitals across the country. The Masanga Medical Research Unit (MMRU) is the
research component of the hospital. It aims to conduct high quality research focused to improve the quality of care in the low resource setting and offering career opportunities for ambitious Sierra
Leonean junior researchers in the medical field.
An important priority for Masanga Hospital is the transition towards a fully functional government hospital with support from (international) partners in specific areas before July 2026. This transition is necessary for the hospital to continue providing essential and more complex health services for the people of Sierra Leone and continue helping to strengthen the Sierra Leonean health system through human capacity building and research.
Job description
As Chief Administrative Officer you will together with the Medical Superintendent form the
leadership of the Hospital Management and be jointly responsible for the daily hospital operations. As the administrative head of the hospital, you will be the first responsible for executing the
transition plan and the strategic directions from the Interim Management Board. You will be the
central administrator in a complex organogram of different organizational levels and a network of involved partner organizations. Within these roles, you will have the following responsibilities:
- Chairperson of the hospital’s Management Team
- Overall responsibility for the hospital administration (including HR, finances, logistics and
communication)
- Responsible for organizational development and executing change and re-organization
processes.
- Serving as a secretary and sparring partner to the Interim Management Board and translating strategic decisions to lower levels in the organization.
- Serving as a chairperson to the ‘Harmonisation and Alignment Group’ and being first responsible for ensuring coordination and constructive collaboration between the existing partners
(CapaCare, German Doctors, MMRU, Tonkolili District College of Health Sciences)
- Overall responsibility for External Relations of the hospital (including lobbying, advocating, and maintaining and establishing partnerships)
- Leading officer in the hospital’s fundraising and grant writing activities
Tasks (not limited):
- Daily management in the hospital in close collaboration with the Medical Superintendent;
- Organising and preparing weekly meetings with the Hospital Management and bi-weekly
meetings with the ‘Harmonization and Alignment Group’;
- Communication with the Ministry of Health and other key stakeholders in order to achieve the hospital transition and strategic goals as determined by the Interim Management Board;
- Preparing budgets in collaboration with the finance manager;
- Ensuring periodical reporting to the Interim Management Board, partners and donors;
- In collaboration with HR-manager responsible for Performance Management of hospital staff; • Chairperson of the hospital’s weekly general staff meetings;

Experience: | Minimum of 5 years of experience as Medical Doctor, preferably also experience in medical management and in a low-resource setting |

Job description
As Medical Superintendent you will together with the Chief Administrative Officer form the
leadership of the Hospital Management and be jointly responsible for the daily hospital operations. As the medical head of the hospital you are responsible for all clinical and medical activities in the hospital. With being the highest medical authority in the hospital you will be an important advisor and sparring partner towards the Interim Management Board and other partners regarding the
medical sides of the hospital’s transition and strategic direction. Within these roles, you will have the following responsibilities:
- Overall responsibility for the hospital’s quality of care (including level of clinical staff, availability of medication and medical supplies)
- Responsible for implementing the medical aspects of the transition plan and strategic direction;
- Ensuring that the implementation transition plan, the strategic directions and other high-level decisions are executed in accordance with the principles of good care;
- Responsible for coordination with the Ministry of Health in ensuring that all medical activities are aligned and in accordance with Government requirements, policies and strategic plans;
- Responsible for alignment with and between partner organisations about all training related
activities in the hospital;
- Responsible, in close collaboration with the director of the MMRU, for all research activities in Masanga Hospital;
- Serve as an technical advisor and deputy secretary to the Interim Management Board
Tasks (not limited):
Medical:
- In charge of the senior supervising group, part of the on-call schedule;
- Perform clinical work in operation theatre and on wards minimal on weekly basis;
- Teaching on the job of all different students in Masanga;
- Management and ordering of biomedical devices.
Management:
- Daily management of medical activities and projects;
- In charge of quality of care improvement programs;
- In charge of overall hospital statistics
- In charge (international) of ordering process of medication and consumables
- Overview and contact with all different partners and projects that work/implement in the
hospital only in regard to medical issues (Capacare, German Doctors, MMRU, College)
- Technical representation of the hospital in meetings and communication with government:
With MOH on strategic level, facilitate hospital transition as government hospital (in strong
collaboration with Chief Administrative Officer)
With the DHMT Tonkolili on strategic/collaborative level;
With various government programs (Malaria, TB, HIV, Blood Bank etc) on strategic level
- Deputy chair of the Masanga Medical Research Unit (close collaboration with Director MMRU). Involved setup and execute all existing and new research in MMRU.
- Technical lead and advisor in the hospital’s grant proposals
Requirements: (in addition to the above listed requirements)
- Capable of performing general surgeries and OBGYN surgeries in independently;
- Trained and comfortable to work independently in surgery, obstetrics, pediatrics, and internal medicine;
- Able to supervise at least 2 out of 4 of the above medical fields. Preference to obstetrics and
surgery.
