Title of position: Environmental Health Manager (EH Manager) (level 9)
Status of position: Regular Position
Location: MSF Hangha Hospital, Kenema
Main Purpose:
Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project.
Main responsibilities:
- In collaboration with the Project Medical Referent and the Environmental Health Coordinator, planning, elaborating and reviewing the annual budget for the Environmental Health activities in order to identify and give a response to the needs of the mission and the targeted population. • Monitoring on a day-to-day basis the implementation of the Environmental Health activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Medical Referent on the development of the ongoing programmes including the following:
- Designing, implementing and managing all Environmental Health interventions in the project. (including, but not limited to water supply, excreta disposal, waste management, hygiene, and infection control
- Conducting routine Environmental health assessments in collaboration with project medical teams to identify Environmental health needs at project level and making recommendations for response activities to the line manager (e.g. Project/Project Medical Referent, Environmental Health Coordinator). Ensuring the Environmental Health contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams
- Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the Watsan stock
- In collaboration with the Project Medical Referent, Environmental Health Coordinator and the HR Manager, participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area
- Providing technical support to the medical team in identifying possible “risk factors” (e.g. behavioural practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of Environmental Health activities in the medical intervention offering project proposals and work plans.
- Ensuring proper collection and monitoring of Environmental Health data. Ensuring multidisciplinary data availability. • Providing analysis of data and regular reporting of results (as requested by line management) Performing additional activities whenever needed and as requested by the supervisor
Context Specific Accountabilities :
- Evaluate the currently built infiltration trenches at this full capacity of hospital opening and if necessary, design and implementation of extension infiltration trenches
- Ensure Slow Sand Filter Evaluation/monitoring/maintenance according to the technical specifications required including briefing/training to the hospital EH team where necessary.
- Ensures that all EH activities (IPC, water supply, excreta disposal, Medical/domestic waste and wastewater management, vector control, dead bodies management, environmental protection…) respect MSF standards.
- Responsible for EH part of project strategic Annual Review of Operations process.
- Budget monitoring in collaboration with the Finance department and ensure that each activity to be carried out respects its budget line Ensures that each activity to be carried out in respects to the procedures put in place by the finance department. • Ensure that the budget is used rational and in line with the work to be done.
- Be the final responsible in connection with the EHCO on the EH topics in the project.
Requirements :
Education Academic background in engineering or an equivalent relevant training
Watsan in Emergencies Training within MSF is strongly recommended
Experience Previous experience in technical aspects of water and sanitation works.
Minimum of 6-months of hands on field emergency WHS professional experience in a humanitarian or international development setting
Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and wastewater management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)
Desirable: public health background or experience.

Main Purpose
Defining, coordinating and monitoring all data related activities including data collection, analysis, reporting, monitoring and evaluation processes according to MSF protocols, standards and procedures in order to ensure quality medical care for patients and their communities and to improve the health condition of the population.
Main responsibilities :
- With the support of the Desk Epidemiologist, creating, reviewing and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information
- Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.
- On a monthly, quarterly or basis of request, implementing detail analysis of recorder data for key indicators for the project in order to facilitate the definition, redefinition or reorientation of project activity. This will also include analysis of the district’s (MoH) cohort data, whenever available. Following the analysis, identifying and reporting any new and interesting indicators for review with the medical team for potential follow up where relevant.
- Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data
- Planning and supervising, with support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development and internal communication) the data team in order to ensure having the appropriate team in terms of size, capabilities and skills
- Participating in meetings and/or trainings as requested scheduled by manager or MSF. This includes but is not limited to MSF internal meetings and/or trainings, and local, regional, or international meetings and/or trainings
- On a monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analyzed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection and sharing of updates to promote team dynamism and reactivity
- Performing additional activities whenever needed and as requested by the supervisor
Context Specific Accountabilities
- Support the Desk Epidemiologist in preparing and conducting research based on qualitative and quantitative data from patients and/or beneficiaries.
Requirements :
Education Bachelor’s degree (or Master’s) in Epidemiology or Public Health with extensive training in statistics and epidemiology
Experience Desirable working experience with MSF or other NGOs.
At least 2 years of experience in Data Management.
Languages English at a professional level, fluency in Krio and Mende desirable.
Knowledge Essential computer literacy (word, excel and internet) and statistical packages, Epi Info, Kobo Collect, SPSS, STATA,
Knowledge of DHIS 2
