About the National Secretariat for the Reduction of Teenage Pregnancy

The National Secretariat for the Reduction of Teenage Pregnancy was established in 2013. The secretariat coordinate national efforts to reduce the high rate of adolescent pregnancy and child marriage through multi-sectoral interventions and approaches. The secretariat is comprised of six-line ministries namely: Ministry of Health, Ministry of Social Welfare, Ministry of Gender and Children’s Affairs, Ministry of Basic and Senior Secondary Education, Ministry of Local Government and Rural Development and Ministry of Youth Affairs. The secretariat has implemented the second National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage 2018 – 2022 (NSRAPCM) with a possibility of developing a new one since the previous strategy has expired. The strategy was organized around six pillars Pillar 1: Policy and legal environment; Pillar 2: Adolescent and young people friendly services; Pillar 3: Enabling school environments [including comprehensive sexuality education]; Pillar 4: Communication and advocacy; Pillar 5: Community ownership; Pillar 6: Coordination, monitoring, and evaluation.

 

About this role

This role requires someone with a sound background in monitoring and evaluation of programmes as s/he provides oversight for programme planning, evaluation, knowledge management and monitoring. s/he identifies performance indicators, develops quality assurance strategies, provides technical support and maintains contact with partners to ensure all programmes/projects (government and non-government) that work to address adolescent pregnancy and child marriage comply with indicators in the National Strategy for the Reduction of Adolescent Pregnancy and Child Marriage.

Main responsibilities/ major activities :
System development
  • Lead the team in defining project information needs.
  • Work with programme staff to develop an M&E plan; including narrative, M&E framework and M&E calendar.
  • Create and maintain a performance management framework for the monitoring and evaluation of the implementation of the strategy activities by government and non-government partners.
  • Work with programme staff to develop key performance indicators and means of verification.
  • Develop and update data collection tools as necessary.
  • Review existing management information systems to identify potential modifications or resource needs.
Data management and analysis
  • Identify weaknesses in existing data collection and management systems and propose solutions.
  • Propose strategies and develop guidelines to improve data collection processes and procedures.
  • Perform regular field visits to monitor quality of data collected and provide feedback to service providers
  • Lead on staff/partner capacity building on improve quality of M&E data collection, process and procedures.
  • Analyse Health Information System (HIS) data collection in relation to Adolescent health and produce reports
  • Analyse trends in KPI data and performance reports
  • Analyse and report on survey data as required
  • Lead and participate in programme and project evaluations
Communication and reporting
  • Develop presentations and communication materials on key results to share with government and non-government partners on a regular basis.
  • Prepare M&E updates for Multi-sectorial Technical Committee (MTC)/ Multi-sectorial Coordinating Committee (MCC) meetings
  • Propose strategies to increase data use for decision making among all government and non-government partners.
Grant and or programme management support
  • Lead in developing M&E plans and logframe for new project proposals as well as throughout project implementation.
  • Lead all M&E initiatives for assigned grant(s)/project(s) including monitoring data quality, tracking progress of downstream service providers
  • Ensure donor and partners’ data queries are addressed in an accurate and timely manner.
  • Keep up-to-date of grant/project changes and recommend strategies to improve program performance and results.
  • Support preparation of donor reports to ensure high quality reports are submitted on time.
Miscellaneous 
  • Any other duty assigned to you by the Coordinator/ Programme Manager
Essential Criteria Knowledge and Experience 

  • University degree in any one of the following: Statistics, Population Studies, Demography, or Public Health
  • At least five years of experience in a related field
  • Excellent computer/information systems skills
  • Experience in using statistic software for data analysis, such as SPSS, Strata, etc.
  • Experience in Results Based Management
  • Experience reporting to international donors
  • Experience in training and using digital data collections
  • Experience in qualitative and qualitative data collection methods
  • Ability to organize effectively, work under pressure with attention to detail, precision and accuracy
  • Strong written and oral communications skills

Languages: Fluency in English is required.

Desirable Criteria 
  • Advanced university degree in any one of the following: Statistics, Population Studies, Demography, or Public Health
  • Post-graduate training in monitoring and evaluation will be an added advantage.
  • Experience in using ODK collect
