1.) Driver

We are currently seeking to recruit:

SUMMARY OF THE POSITION

 

This role will support staff movement throughout Sierra Leone and contribute to Plan International Sierra Leone’s adherence to Sierra Leone’s rules and regulations.

 

ACCOUNTABILITIES

Typical Responsibilities

  • Keep documents related to the car up to date.
  • Maintain a file wherein the registration document, licensing evidence, and insurance papers are kept for reference
  • 3 months before the expiration of insurance and license, alert the Supervisor and follow up until the timely renewal
  • Print and keep in the vehicle folder invoices of all works completed on it
  • In case of an accident, inform the supervisor by phone and comply with any national requirement
  • Within 24 hours following an accident, prepare for the supervisor’s review a report that informs on the circumstances of the accident, the witnesses, and the time and place where the accident has taken place.

 

Apply Plan International Sierra Leone’s rules regarding fueling and reporting 

  • Use the TOM card related to the assigned car to fuel it;
  • Alert supervisor after 70% of the amount of the TOM card is used and trigger the replenishment process
  • Complete the car logbook and submit it every Monday morning to supervisor for review
  • Make sure the column related to the project to charge costs to on the mileage recording form is well filled in
  • Prepare for the supervisor’s review every Monday morning of the breakdown of km run per project for the week before.

 

Ensure the car is clean and ready for use

  • Conduct customary daily verification on the car: oils, water, lights;
  • Keep the car in a constant neat state
  • Share with the in-house mechanic any observed abnormal situation
  • Upon the in-house mechanic’s advice, file a request of repair for prompt maintenance/repair
  • Make sure the car goes for servicing every 5,000 miles
  • Follow up with the external partner garage on any reparation to ensure the required work is conducted in the respect of quality standards.

 

Ensure security in the assigned car

  • Always request and take a gate pass before taking Plan’s car out of the office premises
  • In the evening, park the car in Plan office premises and when in a mission where Plan has no office, either park the car in the hotel or at a police station
  • Make sure all passengers in the car put on their seat belts before moving
  • For highway missions, make sure all passengers have their orders of mission
  • Make sure a minimum-security kit is available in the car
  • Keep a pharmaceutical box in the car and regularly check the expiry dates of the material it contains.

 

Qualifications, Skills, and Behaviours

  • A driving license for the category of car assigned
  • Certificate in WASSCE or Diploma in any discipline.
  • At least three (3) years of relevant experience
  • Good communication skills
  • Some knowledge of a mechanic
  • Capacity to anticipate
  • Be able to take initiative to better deliver the work.
  • Clean, loyal, honest, trustworthy, and respectful of procedures
  • Great availability
  • Great listening skills, discreet and tactful

PHYSICAL ENVIRONMENT

The position will be based in the Country Office in Freetown and in the program unit

SUMMARY OF THE POSITION

The impact of this role is significant internally and externally to Plan International Sierra Leone. To represent Plan International SLE, provide operational oversight for and coordinate the implementation of all programmes, projects, and Sponsorship activities in the Programme Implementation and Influencing Area in accordance with Plan International’s corporate policy, Strategic priorities, and accountability standards; ensuring that such activities are of the highest quality, and of relevance to the local and national context.  The role supervises and manages gender transformative community development activities in programmes and sponsorship at the PIIA to contribute to Plan International Sierra Leone’s ambition of becoming a recognized voice for child rights, young people’s safeguarding, and equality for girls.

 

DIMENSIONS OF ROLE

1 Leadership: 

  • Member of the Extended Country Leadership Team
  • Demonstrates leadership that firmly drives Plan International’s Core values and behaviors among staff and partners
  • Leads and provides oversight support to formulate, implement, and monitor gender transformative country programmes and projects and influencing initiatives that fully align with key global purpose, the Theory of change, the Country strategy, country context, and other agreed standards paying keen attention to Plan International’s Core Values.
  • Ensures that adequate technical inputs are proactively gathered internally and externally to support project delivery and reporting to donors and that those essential policies including the children and youth safeguarding policy is mainstreamed and invested throughout the project lifecycle
  • Coordinates team’s efforts to ensure that Plan Sierra Leone meets critical project delivery KPIs including quarterly and yearly spending as well as cost recovery targets;
  • Supervises and co-ordinates Community Facilitators, Gender Transformative Animators, and other PIIA staff as direct reports who are leading and managing the implementation of specific projects or supporting operations in the field
  • Maintains horizontal working links with Project Managers, Thematic or Technical specialists, other support functional heads/leads, and partners
  • Works with and maintains sound and credible (win-win) partnerships that promote girl-friendly policy and practice in the PIIA.

 

  1. Manages and facilitates the design of high-quality gender transformative programmes and Sponsorship activities
  • All Programme Implementation and Influencing Area Staff, partners, and beneficiaries fully understand the short and long-term objectives and the desired impact of the programmes and Sponsorship.
  • Corporate indicators for the long-term and short-term objectives are regularly monitored and analyzed and the results are incorporated into program and project plans.
  • Program, project, and sponsorship interventions show that gender, age, and disability are duly considered and rationally integrated.
  • Sponsorship commitment #2 is fully met within the year
  • Programs and sponsorship innovations and improvements (including new sponsorship products) are regularly implemented and documented.
  • The results of projects, sponsorship, and other interventions are consolidated and fed into the country performance assessment framework;  and incorporated into future program and projects plans
  • The PIIA meets the key performance indicators of program, sponsorship, and finance and the same are timely reported as required
  • Child protection, DRR, and CCCD are fully mainstreamed into all program, and sponsorship  activities and duly implemented in the PU;
  • Supports Implementation of grants projects within the PU
  • Excellent working relationship exists with grants project staff in the Programme Implementation and influencing
  • All ongoing grant projects being implemented in the PU (in and outside Sponsorship communities) are fully recognized and collated as part of the overall PU contribution to the Country Program
  • Active participation in all grants project review sessions relevant to the PU
  •  Active participation in grants projects preparation, especially as it pertains to meeting Sponsorship commitment#2 in the PU
  • Establishes and maintains good working and learning relationships with other stakeholders
  • Actively pursues and maintains fruitful working relationships with Plan staff, provincial/District governmental and LNGO institutions; and traditional leaders to achieve common objectives
  • The post-holder is an active participant in the Provincial/District and other relevant local development; with the aim of influencing issues that border on the rights of children especially equality for girls.
  • Plan has ready access to all relevant senior government officers and is fully and effectively represented at the Provincial and/or District  levels
  • Officers of the relevant traditional authorities and Local Government are aware of, support, and understand Plan’s operations in their area.
  • Relevant Government authorities and/or other locally available technical resources contribute to program design and implementation,
  • Working relationships with partners are cordial and effective and problems/conflicts are dealt with expeditiously.

 

  1. Manages all Plan operations (including assets and property) in the Programme Implementation and Influencing Area

 

  • Value for money audits/reviews indicate high-cost effectiveness in project and sponsorship activity delivery.
  • The recommendations of audit in the PU are fully and timely  implemented
  • Risks related to fraud and any other form of losses are proactively escalated and/or prevented
  • Budgets and spending projections are properly prepared, are accurate, on time and approved without major changes.
  • Program/project budgets are spent according to the annual plan.
  • Program progress and sponsorship status reports are submitted as per in-country guidelines.
  • Accurate, detailed, up-to-date, and relevant information and files on programs, projects, and sponsorship are  maintained
  • Vehicles allocated to the Programme Implementation and influencing Area are properly and efficiently managed and maintained in accordance with established procedures.
  • Computers and corporate software in the Programme Implementation and influencing Area are properly managed and put to full use.
  • Other equipment, assets, and supplies are properly managed, used, secured, and accounted for as per organizational requirements.
  • The PIIAM is a competent user of all corporate software used for sponsorship, grants, and program management.

 

  1. Manages and develops Programme Implementation and influencing Area staff
  • All Programme Implementation and influencing Area staff actively participate in the annual performance management processes, including planning, coaching, monitoring, and assessment.
  • Programme Implementation and influencing Area staff are provided development opportunities that result in professional growth.
  • Programme Implementation and influencing Area staff possess the requisite knowledge and skills to perform all assigned job responsibilities.

5 .Staff Development 

  • Ensures that Gender Transformative Animators and other PIIA staff are guided with appropriate key performance indicators.
  • Ensures that Staff performances are recorded and recognized.
  • Provides coaching/counselling sessions for relevant staff on regular basis.
  • Coordinates the identification of Professional development needs and address to Head of Policy and HROD.
  • Recognizes and records performance of the direct reports.
  • Identifies professional development needs for the direct reports and assists HR in arranging appropriate staff development events for Project Managers.
  • Develops a pool of credible staff who are able to take leadership roles and deliver successfully against Plan’s PQIP standards in the PIIA;

 

KEY RELATIONSHIPS

  • Works closely with and reports to the Head of Programmes, – Implementation
  • Liaises with the Thematic/Technical Specialists, Programme Implementation and Influencing Manager, Grants Support Manager, Sponsorship Support Manager, Country Finance Manager and Admin Manager with regard to grants projects and SPAD design/execution, budgets, and sponsorship activities.
  • Influences Government and the Development Actors in the field and develops effective working relationships with them and communities
