POSITION INFORMATION
Position title:Β MEAL Officer
Organizational unit:Β RADA-SL Community WaSH Improvement Project
TITLE:Β Β MEAL OFFICER TEAM/PROGRAMME:Β Programs LOCATION:Β Bo with frequent travels and overnights in Pujehun & Kailahun Districts GRADE: 7
CONTRACT LENGTH:Β 3 years but an initial 1 year contract inclusive 3 monthsβ probation period with a possibility of extension upon satisfactory performance
Reporting Line:Β Report directly to the Project Manager RADA-SL with ducted lines to the Project Officer
ROLE PURPOSE:Β
The overall purpose of the position is to contribute to health improvement through improved access to sustainable WASH services to host communities in Pujehun, Bo and Kailahun Districts. This will be achieved by working with the Project Officer to provide technical support to the Field Officers/Volunteers and communities in ensuring quality implementation, generate data to inform managementβs decisions while ensuring learning through effective monitoring and evaluation of the project.

KEY AREAS OF ACCOUNTABILITY:
Serving as a member of the WaSH program Team:
General:
Ensure the monitoring of targets and achievements, develop MEAL plan and other MEAL related tools that enhances the generation of qualitative data for effective learning and programing. Ensure value for money and quality assurance in the implementation as well as, being accountable to our donors, partners, beneficiaries and the organization we serve.
Giving the project a strategic direction:
With support from the Project Officer:
- Monitoring of project activities and sites to enhance effective implementation
- Monitor the project performance indicators taking into account the program M&E plan and quantitative progress report.
- Ensure the proper use of data collection tools, and the conscious use of data while respecting beneficiariesβ confidentiality rules.
- Ensure quality control of data provided by program teams and partners
- Participate in activities related to evaluation/ impact studies of the project (baseline assessment, mid-term evaluation, final evaluation, including quantitative as well as qualitative evaluations);
- Contribute to the design and revision of data collection tools
- Organize data collection (qualitative and quantitative) of the program in the field and ensure the quality of data collected for evaluations
- Ensure action points are followed up as needed and verify entered data for completeness, correctness, and consistency, following up on any data quality issues with the Project Officer
- Maintaining a tracking spread sheet for M&E activities and events β baselines, assessments, reviews, evaluations β tracking trends and recommendations, progressing their implementation where appropriate
Accountability and Learning:
- Strengthen feedback mechanism with community beneficiaries and stakeholders through awareness raising
- Support the Project Officer to hold feedback gathering sessions on project performance
- Support the programme team to identify and collect data on success stories and lessons learnt
- Support to hold quarterly programme review meeting with team members.
- When necessary, conduct post activity monitoring to gather feedback on project activities
- Internally advocate for best practices in M&E and project delivery among project staff.
- As necessary, identify gaps in monitoring and evaluation practices to uplift effective MEAL system.
- Participate in the training of program teams and partners on the methodology and procedures of data collection and quality control;
Data Management and Reporting
- Support in field data collection to inform project sustainability
- Ensuring data entering and management of feedback and complaint.
- Manage and update relevant database as required
- Participate and support the regular field activity reports
- Ensure to produce weekly update of achievement.
- Prepare, produce and present MEAL activity reports, with analyses and summaries, to the Project Officer
- Prepare and produce reports on program monitoring and evaluation activities to inform monthly/quarterly reports to be submitted to the Program hierarchy;

Brief background of the project:Β In January 2022, RADA received funds from German Doctors e,V (GD) to implement a WASH project in 20 communities in 4 chiefdoms in Bo district. The focus of the project was to work with communities to address WASH issues in these communities.Β The pilot project was well implemented, which gave birth to a 3-year BMZ /GD funded project, with the same focus but to be implemented in 60 communities, in 16 chiefdoms across 3 Districts β Bo, Pujehun and Kailahun.Β The 3-year project started on the 1stΒ of March 2023 and RADA is at the stage of obtaining baseline information from these communities.
Full description of the Service:Β Rehabilitation and Development Agency needs a consultant that will support them to undertake a KAP survey in 40 communities in 2 districts.Β The purpose of KAP survey is to collect baseline information from the school and communities where RADA will be implementing a wash project funded by BMZ through German Doctors. This survey will be led by RADA with the support of the consultant. The role of the consultant is to assist with technical backstopping like assist in the development of appropriate tools, upload the tool into kobo, analyze the data and write the report.
Aim of the survey:Β The aim of the survey is to obtain baseline information on the knowledge, Attitude and Practices of the schools and the communities before the beginning of project activities. Findings will help project staff to identify where much effort is needed during the project implementation.Β Recommendations from the survey can support the identification of necessary adjustments to increase the success of the project. The results of the survey will be used by RADA to develop training contents and methodology for the project participants.
Function of the consultant:Β The functions of the consultant are listed below:
- Assist in the development of the tools: RADA will develop the tools with support from GD and share with the consultants for his/her input. The consultant will advise on the relevancy and accuracy of the tools developed
- KoBoToolbox account and digitalizing tools:Β After receiving feedback and the tools, the Consultant will digitize the tools using KoBoToolbox platform and upload the questionnaire.
- Data analysis and report writing: After data collection; the consultant will analyze the data, generate tables,Β write the draft report of the survey and discuss key finding with the project team.
Key Deliverables: The consultant is required to deliver the following:
- Upload all questionnaires in kobo toolbox
- Analyze the data and provide data table / graph
- Write report and provide key recommendations
