REQUEST FOR EXPRESSION OF INTEREST

  • Introduction and Background InformationΒ 

The utmost desire of the Tree Planting and Care (Community-Based Forest Landscape Restoration for Environmental Sustainability) project is to improve the environment. This is a long-term anticipated change that this project in its subsequent two or three phases will contribute to. The project builds on the BRIDGE programme which is being currently implemented in six districts in Sierra Leone. Therefore, this project seeks to promote tree planting and care in six BRIDGE Programme targeted districts of Moyamba, Bo, Pujehun, Bonthe, Kenema and Kono. It is expected that the project interventions will contribute to climate change mitigation, resilience, and adaptation efforts. Also, protection, gender analysis and needs will be considered in the implementation of all programme activities.

 

2.0. The Objective of the Baseline SurveyΒ 

The overall objective of the Baseline Survey is to assess the situation (Knowledge, attitude, and practice) and establish benchmark information based on the Project Log frame to inform its Monitoring and Evaluation plan to track project performance and impacts at midterm and end of project evaluation.




3.0. Scope of WorkΒ 

The lead consultant will coordinate the team members to conduct the baseline and conclude it within the timeframe and required standards. In general, the major responsibilities of the consultant will include but not limited to the following:

  • Developing an inception report
  • Take a lead role in developing various qualitative and quantitative data collection tools to be used for the baseline as per the agreed methodology.
  • A time-schedule for the assignment based on the expected scope
  • A detailed financial offer
  • Field tests the baseline survey tools where necessary
  • Implement and supervise field data collection and entry
  • Analyze and synthesize data; and prepare report
  • Submit data analysis and draft report for feedback
  • Β Incorporate, compile, and submit final report

 

4.0 Locations

 

  • Bo, Pujehun, Bonthe, Moyamba, Kenema and Kono districts

 

5.0. Expected Deliverables

  • A comprehensive baseline survey report submitted in both electronic version and signed hard copy.
  • Systematic baseline database produced and delivered with final report

 

6.0. Duration and Proposed Work PlanΒ 

The baseline is expected to last for six (6) weeks, starting October 3, 2022, to November 11th, 2022. This includes days required for designing, training, data collection and analysis, and report writing.

 

7.0. Expertise and ExperienceΒ 

Minimum academic qualification of a graduate degree in development or relevant field.

  • Bachelor’s or master’s degree in the relevant field is preferred.
  • Previous experience in undertaking baseline surveys
  • Solid methodological and research skills: Demonstrated experience in applying appropriate research methods with proven ability to organize surveys, data analysis and produce good quality reports
  • Ability to write clearly and concisely in English.

8.0. Proposal Submission RequirementsΒ 

Interested consultant (individuals/firms/institutions…) is required to submit a proposal with the following components:

  1. Technical Expression of interest
  2. A financial proposal
  3. CV of the Lead consultant and other key consultants in this assignment (if applicable)
  4. The proposal should be limited to 10 pages in length (not including attachments), single-spaced, using a 12- Arial.
