Solthis is an international health NGO which contributes to the strengthening of health systems to improve the access to quality care in countries with limited resources and/or with the vulnerable populations. Solthis is registered and has been operating in Sierra Leone since 2011 where our teams have been providing comprehensive technical support at both health facility, national and community levels to improve quality of HIV care.

From 2022, Solthis will support the implementation of the New Funding Model 3 (NFM3) to accelerate the achievement of 95-95-95 targets in Sierra Leone by 2024.





The intervention through quality-oriented capacity building approaches, will complement the national healthcare workers’ capacity building activities such as on-site training, clinical mentorship, supportive supervision and coordination planned by the NACP & NAS in the NFM3. It will focus on strengthening the capacity of healthcare workers (HCW) (at Health Facilities (HF) and Key Population Drop-In Centers (DIC)) levels and DHMT staff to provide quality of HIV services delivery including prevention, HTS, ART, eMTCT, DSD, EID, Viral Load, TB/HIV etc. It will also strengthen the Supply chain management and

laboratory component to improve the accessibility and availability of HIV commodities at health facilities and DICs, and to support DHMT to allocate the available resources in the best possible way to minimize service provision disruption. Finally, the intervention will support Data management system and usage of data to improve HIV related indicators. The intervention will be implemented in seven districts including Wester Area (Rural and Urban, Port Loko, Bombali, Tonkolili, Bo and Kenema Districts)





General responsibilities

Based in Freetown and under the responsibility of the Pharma/Lab Specialist the Health Product Management Officer main responsibilities are:

❖ Supporting the continuous availability of pharmaceutical and Laboratory products and the adequacy of systems and structures aligned to global standards.

❖ To provide technical assistance to district pharmacist in HIV commodities management such as ARV drugs, and related pharmaceutical and laboratory products to ensure an uninterrupted supply at District and Facility levels to improve the quality and the continuum of HIV care.

❖ Ensure a regular samples collection and the proper feedback of results on time. ❖ Provide capacity building to health care workers (pharmacists, storekeepers) involved in commodities management at facility level

❖ Maintains effective working relationship with the other Medical Team members to ensure coherence and proper coordination of medical activities.

Specific Tasks and responsibilities

❖ Provide technical Support to DHMT in their monitoring and supervision tasks. ❖ Participate and provide technical support to District Health Team (DHMT) to analyse reports from facilities and to elaborate distribution plans of ARVs and other commodities.

❖ Provide support to District Health Management Team (DHMT) to elaborate reports to Central level and to prevent any stock-out

❖ Represent Solthis and attend coordination meetings relevant to the programs. ❖ Identify training needs and build the capacities of the key actors (pharmacists, storekeepers, Labs technicians) involved in HIV commodities management at site level.

❖ Organize and conduct on-site trainings, post training follow-up and Provide on-site mentoring:

❖ Strengthen the organization and communication between the pharmacists and the counsellors to improve the management of commodities in-facilities.

❖ Strengthen the organization and communication between counsellors and laboratory staff to improve the turn-out of tests results (especially VLT/EID).

❖ Technical support to improve the inventory stock management (storage, physical count, reception, distribution, return expiry drugs)





❖ Provide support for the proper use of report registers: to ensure correct filling of tools for data correction according to the Logistic Management Information System

(dispensing registers, RRlVs, inventory control card, internal requisitions, return expiry drugs…)

❖ Provide oversight for laboratory HIV activities and ensure adherence to standard operating procedures:

▪ Processing of plasma and/or DBS, including storage and documentation of sample

▪ Labelling, packaging and data capture of all the samples into the electronic lab data management system (LDMS)

▪ Support Coordinating shipment of sample between the reference Lab and satellites laboratories

▪ Ensure POC laboratories report to the central level

❖ In collaboration with the medical team, conduct participatory assessments and develop roadmaps, and participate in project monitoring and evaluation activities. ❖ Participate in the site supportive supervision organized by NACP ART Pharmacist, National Logistic Coordinator and any other relevant focal person when required. ❖ Participate in the definition, follow-up and reporting of project indicators related to

pharma & Lab activities: contributes to the designing of monitoring tools, quality data-collection and data-analysis.

❖ Submit monthly activity reports

❖ Maintain working Relationships with all members of the team, involved in the same or cross cutting work streams

Education: Pharmacist with 3 years of experience

Mentoring of health professionals in HIV commodities management Designing implementing and monitoring of health activities related pharmaceutical and laboratory activities

Writing and synthesis skills

Language: English compulsory, French will be an asset
