Purpose for the Job:

The Health Officer (Supply Chain) provides support to the supply chain component of UNICEF Sierra Leone’s Health and Nutrition portfolio including technical assistance for health and nutrition supply chain systems strengthening initiatives. Specifically, the Health Officer provides technical, operational, and administrative assistance for health supply chain to facilitate program development, planning and management, implementation, progress monitoring and reporting of results. Critical duties for the Health Officer include supporting supply planning and supporting tracking and monitoring of orders and deliveries (including quantification and provision of technical specifications of pharmaceutical and medical equipment); supporting distribution activities including coordination with health facilities and site readiness assessment; and end-user monitoring for accountability including rationale use of medicines. The Health Officer (Supply Chain) also assists the Health Specialist (supply chain systems strengthening) in providing technical assistance to the MOH to strengthen key supply chain functions such as forecasting and supply planning, inventory management, warehouse and distribution and use of data for decision-making as per identified needs.

To qualify as an advocate for every child you will have...

  • Β A first-level university degree in one of the following fields is required: pharmacy, health supply chain management/logistics, biological sciences, public health or another relevant technical field.
  • Β A minimum of two years of professional experience in one or more of the following areas is required: health supply chain management, supply and logistics, public health/nutrition planning and management with supply component, or maternal and neonatal health care with supply chain management.
  • Β Health supply chain management experience is an advantage.

  • Β Relevant experience in a UN system agency or organization is considered as an asset.
  • Β Experience in emergency preparedness and response is considered as an asset.
  • Β Fluency in English is required.

Specific Technical Knowledge Required

  • Β Professional technical knowledge/ expertise in health supply chain systems, including forecasting and supply planning, procurement, inventory management, warehousing and distribution, and information management.
  • Β Good knowledge and understanding of UNICEF programmes, procurement processes, logistics and delivery, monitoring, and evaluation.

Purpose and objective of the assignment:

As part of Sierra Leone’s role as a co-champion of the DPGA, and to strengthen the existing collaboration between UNICEF and DSTI on DPGs, this assignment aims to: A) Provide product development support to selected DPGs created and/or curated by DSTI (60%).

B) Provide open-source-community management support to the same projects to strengthen local capacity & talent (40%).

The Digital Public Goods (DPG) Technical Consultant reports to the Innovation Specialist for general guidance and direction.

Scope of Work:

Under the general guidance and supervision of the Innovation Specialist, the post has the following key responsibilities including, but are not limited to:

  • Β Provide product development/programming support to digital public goods such as, OpenG2P, GoSL USSD Services Platform
  • Β Coordinate the engagement and technical cooperation with the UNICEF Office of Innovation.
  • Β Support any solution development to be prepared to meet the DPG Standard and to be included in the DPG Registry.
  • Β Provide technical assistance to each solution as outlined in the description of the assignment below.
  • Β Provide opensource community management support to digital public goods projects to strengthen local capacity & talent.
  • Β Work with other UNICEF sections such as Health and Education and support in the delivery of cross programmatic priorities (eg through Hackathon)
  • Β Identify key open-source community organizations, academia and/or private sector to be engaged in each of the projects
  • Β Advocate for the adoption of open-source best practices in the development and maintenance of these projects’ software repositories
  • Β Develop and deploy clear and structured documentation for all project repositories
  • Β Develop, deploy and manage issue and pull request templates for each of the projects and position these projects overall to welcome external contributions

To qualify as an advocate for every child you will have...

  • Β A university degree in Technology, Computer Science, Information Technology, Engineering or related field plus 7 years in a relevant field e.g. software development

Given the bespoke nature of this role and the new and emerging nature of Digital Public Goods relevant experience will be prioritized over specific qualifications. Therefore, a minimum of 3-5 years of experience working in:

  • Β The social innovation ecosystem engagement, mapping, entrepreneurship support programs, open-source development and working with and mentoring tech entrepreneurs
  • Β Knowledge of frontier technology, open-source technology and digital public goods are highly valued.
  • Β Familiarity with Sierra Leone’s developer community organizations/landscape.
  • Β Experience in programming languages including Java, Python, and Golang and familiarity with different frameworks such as Java/ Spring & Python/ Django are an asset.
  • Β Previous experience developing projects in the open and the ability to demonstrate an active GitHub or Gitlab profile is an asset.
  • Β Ability to work with a diverse team in a rapidly changing work environment and adapt to unforeseen changes.
  • Β Experience working in the social impact space, international development or equivalent.
  • Β Fluency in English is required, strong written and verbal competency is necessary.
  • Β Experience working in a developing country required, working in the West African region is considered as an asset
