International Non-governmental organisation, Action Against Hunger has been working to fight undernutrition and support communities affected by crises across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operate under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Bonthe Sub Field Office.




Action Against Hunger is recruiting a suitably qualified Sierra Leonean as WASH Officer, to Support the implementation of WASH interventions for the proposed SHARE project in Moyamba district in Sierra Leone by implementation of WASH project interventions. Organize activities for the establishment of WASHCOMs, SHC, and FMCs for sustainable management of waters points, sanitation facilities Hygiene Promotion and behavioral change and coordinate activities with hardware team. Follow up the activities with the beneficiaries and the WASHCOMs and monitor them.

 

 

KEY ROLES AND RESPONSIBILITIES :

  • In collaboration with the Deputy Program Manager, implement and follow up the project activities:
    • Ensure implementation of activities defined by the WASH and Emergency Head of Department  and Deputy Program Manager (DPM);
    • Plan the activities according to the project’s expected development;
    • Implement the activities Community activities (establishment and trainings of WASHCom, SHC, FMC, hygiene promotions and sanitation services, distraction/donations…) according to the planning of activities;
    • Ensure that  the community is properly engaged in the project, and inform the DPM or WASH and Field Coordinator if there is any need for  improvement
  • In consultation with WADH DPM, collaborate actively with support department of ACF for logistic means (i.e.car request..) and ensure timely movement and implementations in health facilities and communities
  • Determine and update regularly the equipment needs for the activities;
  • Follow the advancement of activities and adoption of the messages by the beneficiaries
  • Monitoring and reporting on the activities
  • Monitor the field activities and alert the DPM in case of field difficulty and operational problem;
  • Anticipate and identify possible problems and proposed relevant solutions in the most appropriate and timely manner in collaboration with the WASH DPM, FieldCO and WASH and Emergency Head of Department
  • Participate, if required, in WASH survey technical, rapid assessments to support project implementation
  • Provide weekly and monthly activities reports on project progress.
  • Ensure and clearly document all assignments and projects files so that others can easily understand and maybe use the same information for finding in future projects
  • Represent the Organization when dealing with partners:
  • Explain the project’s activities and objectives to the partners and the population;
  • Liaise with the relevant authorities, committees, PHU’s nurses, schools and other beneficiaries;
  • Act as a link between the Organization and the beneficiaries.
  • Collaborate actively with local partners and relevant MDAs in the project and provide regular updates
  • Represent the organization in relevant meetings such as WASH coordination meetings, DHMT as may be required.

  • Gender Action
  • Contribute to the development of necessary gender methods and tools, such as overall guidelines and guidelines for specific processes and the work of different parts of the department.
  • Contribute to the initiation of a competence development programme, if not already carried out, and initiate on-going activities to increase the professional capacity of all staff in gender mainstreaming, using own resources or outside expertise
  • Contribute in developing indicators for assessing progress with gender mainstreaming, adapted to the various types of work in different parts of the department

  • Timely filling  and submission of online timesheets

QUALIFICATIONS

  • Degree/Diploma/Certificate in Public Health, Environmental Health, Development Studies or related sciences with
  • At least 3 years’ experience working in water, sanitation, and hygiene programs at health facilities or in communities .
  • Experience in wells siting, drilling supervision, and or hydrogeology is an added advantage.

  • Good analytical and report writing capacity
  • Ability to work autonomously
  • Good organizational and training capacities.
  • Capacities to monitor and report on activities.
  • Budget management capacities.
  • Diplomacy and patience, especially in working with relevant line ministries  and Agencies MoHS(DHMT) MoWR, District Council, MEST etc
  • Good computer skills (Microsoft office)
  • Flexibility for field work as the job requires extra time spent and travel to ‘hard to reach’ rural communities in the districts
  • Rigor at work

WORK CONDITIONS

STARTING DATE: November 2022

DURATION OF CONTRACT: Eight (8) Months – with possible extension  

LOCATION: Moyamba – with frequent travels to Freetown, Bonthe, and other field areas

REMUNERATION:

Monthly Basic Salary: SLE 3,781.23 to 4,342.78 based on profile

Monthly Transport Allowance: 15% of Monthly Basic Salary

Housing Allowance: 15% of Monthly Basic Salary
