International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Bonthe and Moyamba.
Action Against Hunger is recruiting a suitably qualified Sierra Leonean as a Construction Supervisor, to be responsible for accelerating Sanitation Water and Hygiene for All (ASWA), and ensures successful implementation of Water, Hygiene and Sanitation activities for projects within ACF intervention communities in Freetown Rural and Urban Areas and other ACF intervention districts through Coordination, representation and presentation of ACF interest at district and community levels
KEY ROLES AND RESPONSIBILITIES :
- Preparation of the hardware component and tools for supervision monitoring of ACF WaSH interventions.
- Effective use of modern engineering software to prepare WaSH hardware technical design for project and programme implementation in Freetown Rural and Urban districts and other ACF intervention districts.
- Cconduct detail WaSH technical assessment, rapid hydrogeological assessments to validate the well settings and technical characteristics, depth, yield, etc, designs/specification, and preparation of Bill of Quantities for WaSH infrastructure works in the Mission.
- Develop monitoring tools for supervision and the adapt to the use of Mwater to monitor construction and, or rehabilitation works
- Share significant information, contribute to development and implementation of WaSH and health related projects.
- Ensure and clearly, document all assignments and project files for ease of reference to useful information for proposal development, ongoing and future intervention
- Implement and follow up the project to ensure program quality.
- Ensure implementation of activities for construction and or rehabilitation of WaSH facilities as defined by the Deputy Program Manager (DPM) and WaSH Head of Department (HOD). Plan the activities according to the project’s expected development; Implement the activities (construction/rehabilitation, WASHCOM trainings, community activities etc in adherence with existing guidelines (National Guideline, ACF etc) and follow-up on outcomes.
- Facilitate construction site hand over, routine construction supervisions, conduct take off measurement
- Ensure the correlation between WaSH software and hardware activities, Ensure that the community is properly engaged in the project, and inform the DPM, FieldCo or WASH HoD on need for improvement.
- Calculate the work volume accomplished and prepare take-off sheet & payment.
- Facilitate on time implementation of water quality monitoring (WQM) and sanitary survey for rehabilitated water points.
- Facilitate and ensure installation of visibility at project sites.
- Propose relevant solutions to problems encountered in the field.
- Ensure and enhance coordination with the other sectors( NUT/FSL/MHPSS) within ACF
- Monitoring and reporting on the activities.
- Supervise contractors and provide technical support through regular follow-up and monitoring of the projects progress. Check quality & quantity of construction materials to determine the structural quality of work and provide on-site technical assistance to contractors.
- Data collection and mapping through Mwater Survey/Kobo Collect and GPS;
- Participate in targeting communities and selecting locations for constructions/rehabilitation
- Follow the advancement of activities and adoption of the messages by the beneficiaries
- Participate in planning of procurements and construction activities
- Ensures full participation of communities and respective project stakeholders at all levels
- Monitor the field activities;
- Alert the DPM/Fieldco/ WaSH HOD in case of field difficulty and operational problem;
- Prepare activity reports( Weekly/monthly/APR/quarterly and share with the program manager
- Represent the Organization when dealing with partners:
- Represent and present ACF interest at external Coordination (District WASH coordination meetings, platforms as requested by your line manager.
- Explain the project’s activities and objectives to the partners and the population;
- Liaise with the authorities, committees, community structurers nurses and other beneficiaries;
- Act as a link between the Organization and the beneficiaries,
- Represent the organization in relevant meetings (such as DHMT meetings) when requested

- Ensure the inclusion of youth and women in the project in all project implementation especially in ACF supported communities;
- Help ensure all aspects of Action Against Hunger activities adhere to program quality standards and policies (accountability and mainstreaming) in a coherent and integrated manner.
- Ensure that gender considerations are made in the design and implementations of construction works

QUALIFICATIONS
- Diploma/Certificate in Civil Engineering, Building Construction and Civil Works, Development Studies or related sciences
- At least 3 years’ experience working in water, sanitation, and hygiene programs at health facilities, Schools or host communities.
- At least 2 years’ experience in hydro geology
- Managing teams and programs is an added advantage
- Good motorbike riding skills with valid riders licenses
- Knowledge and experience in the use of MS Word and MS Excel.
- Excellent planning, communication and analytical skills
- Willingness and ability to travel to remote project areas
REQUIRED SKILLS
- Good understanding of Rural and Urban WaSH to provide improve WaSH services at health care facilities, Schools and host communities
- Experience in wells siting, drilling supervision, and or hydrogeology
- Experience in building constructions and civil works
- Good capacities to monitor and report on activities
- Good organizational capacity.
- Good training capacities.
- Autonomy and proactivity.
- Able to work under pressure and to meet tight deadlines
- Diplomacy and patience, especially in working with relevant MDAs MoHS, MoWR, DHMT, District Council. MBSSE and community stakeholders
- Good computer skills (Microsoft office)
- Knowledge of local languages in project areas is an asset
- Flexibility for field work as the job requires extra time spent and travel to ‘hard to reach’ rural communities in the target districts

WORK CONDITIONS
STARTING DATE: October 2023
MONTHLY BASIC SALARY: 4,554.77.
HOUSING AND TRANSPORT ALLOWANCE: 15% of basic salary each
DURATION OF CONTRACT: Six (6) Months, with possible extension
LOCATION: Fretown – with possible travels to Moyamba, Bonthe, and other field areas
